El papel de los ciudadanos es fundamental a la hora de construir una sociedad democrática, pues ellos son los protagonistas. Sin un sentido fuerte de participación a través de la deliberación, sin un ejercicio público de la razón, sin ciudadanos capaces de realizar un ejercicio razonable y racional en la vida pública, sin virtudes cívicas, el autogobierno que propone la democracia es un ideal difícil de alcanzar. Este análisis intenta mostrar los elementos constitutivos del quehacer de la ciudadanía democrática a partir del reconocimiento por parte de los ciudadanos como personas libres e iguales, permitiendo ver qué implica que una sociedad democrática sea una sociedad libre, justa e igualitaria.
