This report presents the Social Accounting Matrix of Ethiopia for the year 2015/16, describing its specific structure and the basis for its estimation. In this sense, it is necessary to highlight the special structure of this SAM to reflect the Home Production for Home Consumption (HPHC) issue and a high disaggregation of agricultural and food sectors, both aspects so relevant in developing countries. Finally, a complete on-line application is presented for the download of the SAM.

The SAM is an extension of the Standard Nexus Structure. It consists of 63 activity sectors, 67 commodity sectors, three types of factors of production: labor (rural and urban disaggregated by level of education), land, and capital (disaggregated by crops, livestock, mining and other sectors). The household sector is divided spatially into urban and rural households. Rural households are further disaggregated into households that earn crop and/or livestock incomes (i.e., farm households) and those that do no earn incomes from either source (i.e., nonfarm households). Households are further disaggregated into per capita expenditure quintiles. This SAM allows analyzing issues at the detailed level and to better understand the potential impacts of policy changes for both better off and more vulnerable households.

Book excerpt: This paper explores these issues for Ethiopia utilizing an economy-wide computable general equilibrium (CGE) model based on a detailed social accounting matrix (SAM). We present the results of four alternative investment scenarios -- faster investment in i) cities; ii) crop agriculture; iii) the rural non-farm sector and agro-industry; and iv) livestock. The simulations suggest that investments in cities generate faster economic growth and structural transformation. However, given the large share of the population with incomes linked to agriculture and the rural economy, investments in the rural economy are likely to continue to be more pro-poor than urban public investments through the mid-2020s. After the mid-2020s, investments in cities become more pro-poor. In short, though rapid economic growth and structural transformation have diminished the relative importance of the agricultural sector in Ethiopia’s economy, continued public investments in agriculture and the broader agri-food system remain crucial for equity and poverty alleviation in Ethiopia, as well as for reducing food import dependency.

FAO’s evaluation finds positive macroeconomic effects from ATA interventions, helping to ameliorate the reduction in gross domestic product growth, and also supporting the development of agroindustry and transportation services.

This paper assesses ways in which the government could coherently pursue the objectives of reducing the cost of the least cost healthy diet for Ethiopians and achieving faster inclusive agricultural transformation (IAT), for example by increasing agrifood output, creating rural off-farm employment and reducing rural poverty. The main finding is that pursuing IAT objectives also allows reducing the cost of the least-cost healthy diet. Ethiopian policymakers may consider repurposing the budget for agriculture to pursue IAT objectives as suggested in this paper in order to increase value for public money, not only in terms of agrifood output growth, job creation and poverty reduction, but also in terms of increasing the affordability of healthy diets.

It examines the forward and backward production and total linkages of the industry with the agriculture and service sectors. The import penetration and export intensity of the agriculture-based industry and the manufacturing industry are also discussed. The study used the Ethiopian Social Accounting Matrix (SAM) database and made a multiplier analysis to explore the linkages and estimate the multiplier coefficients. The results show that agriculture has a relatively strong linkage with other sectors while the agriculture-based industry has weak forward linkages, and the manufacturing industry has weak backward and forward linkages with other sectors of the economy. The multiplier analysis shows that an exogenous shock to the agriculture-based industry has a higher multiplier effect than a shock to the manufacturing industry. Economic policy should focus on agriculture-based industry investments to positively augment the Ethiopian industrialization process and the overall economy.

A Computable General Equilibrium model linked to an income distribution Micro-Simulation model were used to identify priority investment areas for accelerated agricultural growth, poverty and inequality reduction. Simulation results indicate that the current investment trend and composition would leave Ethiopia off-track to meet these objectives. The analysis of alternative agricultural investment scenarios shows that the public sector has still a great role to play in promoting agricultural growth in Ethiopia. Past expenditure levels have been high, though not sufficient, and would need to increase substantially with an emphasis on the quality of public agricultural spending. Productivity remains one of the major challenges but also one of the most effective solutions for accelerated agricultural growth in Ethiopia. Agricultural investments should be designed considering the agricultural value-chain. While social protection programs are important for the poor, rural non-agricultural development could provide a more sustainable source of income.

Book excerpt: The COVID-19 pandemic is expected to considerably affect the Ethiopian economy directly and indirectly due to global shocks and to the different restrictive preventative measures the country is taking. We analyze these economic effects using multisector economywide income multiplier models built on the two latest Social Accounting Matrices (SAMs) developed for Ethiopia. Three external sector channels are the focus of the analysis: commodity exports, strategic imports, and remittances. Results indicate that in the absence of any policy responses, the Ethiopian economy is expected to experience a loss of approximately 4.3 to 5.5 percent of its annual GDP due to exports, strategic imports, and remittances that are one-third lower relative to the no-COVID situation over a period of six-months. This translates into estimated reductions in labor income of between 4.2 and 5.2 percent. The SAM multiplier model estimates also imply that these negative shocks lead to household income losses that amount to between 3.9 and 6.4 percent. In particular, the urban poor will be the most affected as they lose real incomes in the range of 6.6 to 8.5 percent. These income losses are estimated to result in a 3.5 percentage point rise in the national poverty headcount.

Book excerpt: Livestock is important in Ethiopia’s agricultural economy as almost all farmers own some livestock. Livestock assets are valued at 720 USD per farm on average. Overall livestock output has grown rapidly over the last decade, estimated at almost 6 percent per year, but about 80 percent of that growth came from increases in the number of livestock. The stock of different livestock species was about 50 percent higher in 2015 than a decade earlier, while modern input use and improvements in production methods contributed little to growth in the livestock sector. Linked to improved access to extension and markets, adoption of improved breeds and improved feeding practices increased, but such adoption patterns started from a very low base. Within the livestock sector, cattle are dominant, making up an estimated three-quarters of the value of livestock stock. However, the share of cattle in total livestock output is declining, and small ruminants are on the rise, especially in pastoralist areas. Given the rapid growth in livestock numbers and the increasing livestock density per unit of land, we find that feeding practices are changing. Grazing land is declining in availability, so reliance on commercial feed markets is increasing. Access to vaccinations and veterinary service provision have improved, and livestock death rates declined slightly over the last decade. However, the number of livestock lost to deaths is still more than twice the number sold for meat production, indicating important challenges remaining for the development of the livestock sector in Ethiopia.
