Additional objectives include estimating the marine harvest and marine survival of adult Chinook salmon returning to the Stikine River from the 2020–2022 brood years and estimating the length and weight of coho salmon Oncorhynchus kisutch smolt that are captured during their outmigration. A modified Petersen 2-event mark–recapture project will be conducted to estimate smolt abundance, and a coded wire tag (CWT) project relying on harvest sampling programs will be conducted to estimate harvest. Length and weight data will be collected during the CWT and event 1 smolt tagging project. Chinook salmon smolt will be marked with adipose fin clips and CWTs each spring. Marked fish will be recaptured through creel, port, and escapement sampling procedures. The Stikine River is 1 of 12 statewide Chinook salmon indicator stocks monitored by the Alaska Department of Fish and Game (ADF&G) and is both an escapement and exploitation indicator stock for the Pacific Salmon Commission (Chinook Research Team 2013, CTC 2021). ADF&G and Fisheries and Oceans Canada (DFO) use these data, along with adult escapement information (described in a separate operational plan), to make terminal and regional management decisions, and the PSC uses these data for coastwide management and stock assessment through the Transboundary and Chinook Technical Committees.

This large glacial river flows into Taku Inlet about 30 km northeast of Juneau, Alaska. A modified Petersen estimator will be used to estimate smolt abundance for the 2020-2022 brood years, which are the smolt leaving the system during 2022-2024. Chinook salmon smolt will be captured from April through June, systematically sampled to estimate mean length and weight, and all healthy fish will be implanted with a coded wire tag and marked with an adipose fin clip. Escapement of large (≥660 mm; mid eye to fork of tail) and medium (401-659 mm; mid eye to fork of tail) Taku River adult Chinook salmon in 2022-2024 will be estimated using mark-recapture methodology. Adult Chinook salmon will be captured and marked near Canyon Island in the lower Taku River using fish wheels and drift gillnets from late April through early August. Each healthy fish will be tagged with a uniquely numbered, solid-core spaghetti tag and two secondary marks will be applied. Fish will be sampled for data used in age, sex, and length composition estimates of the spawning escapement.

Mark–recapture experiments of adult Chinook salmon inriver abundance have been conducted in the Chilkat River drainage since 1991 and resulting escapement estimates have had an average coefficient of variation of 16%, which contributes toward precise stock assessment production estimates for the Chilkat River Chinook stock. As part of ongoing Chilkat River Chinook salmon coded wire tag studies, all Chinook salmon encountered in the mark–recapture experiment of adult Chinook salmon inriver abundance will be examined for missing adipose fins, an indication that fish may be tagged with a coded wire tag, information that leads to estimates of juvenile production and marine harvest. These data when used in conjunction with inriver abundance allows full production estimates for the Chilkat stock.

Book excerpt: The Susitna River drains approximately 52,000 square kilometers of the southern slopes of the Alaska Range and the Talkeetna mountains. This watershed supports wild populations of all 5 species of Pacific salmon and vibrant sport fisheries when production allows. Chinook salmon spawning escapements have been monitored since the late 1970s by aerial survey and a weir has been used to count returning adults on the Deshka River (a tributary) since 1995. The Deshka River is currently managed by an escapement goal based on weir passage whereas several other spawning populations are managed using escapement goals based only on once-per-year aerial surveys. Other fishery data, such as inriver and marine harvest estimates, age estimates, recent mark–recapture abundance estimates, and spawner distribution data are also available. We present a state-space model that incorporates all available datasets to generate annual inriver and spawning escapement abundance estimates of 4 stocks of Susitna River Chinook salmon. These stocks were created by dividing the drainage into geographical units similar to existing management units used in Alaska Department of Fish and Game sport fishing regulations: Deshka River, Eastside Susitna, Talkeetna River, and Yentna River. The state-space model estimates a spawner-recruitment (S-R) relationship for each stock that is used in developing escapement goal recommendations based on the number of spawners that provide maximum sustained yield (SMSY). SMSY was estimated for each stock: 12,564 for Deshka River; 12,971 for Eastside Susitna; 10,570 for Talkeetna River; and 13,614 for Yentna River. We used a decision matrix to choose escapement goals based on the probability of achieving maximum sustained yield for the 4 stocks. We recommend discontinuing escapement goals for individual spawning populations within these stocks and replacing them with stock-based escapement goals of 9,000–18,000 for Deshka River, 13,000–25,000 for Eastside Susitna, 9,000–17,500 for Talkeetna River, and 13,000–22,000 for Yentna River stocks.
