Book excerpt: A specific Vcost model was developed for Texas conditions based on a sophisticated fuel model for light duty vehicles, several excellent sources of secondary vehicle cost data, and the ability to measure heavy truck fuel consumption through both experimental and survey work. The basic model was designed to address the relatively narrow range of pavement roughness found on the Texas highway network and is free-flow, and does not accurately measure congestion effects. The team developed a vehicle classification scheme that was suitable for TxDOT planning and revenue forecasting. These resources led to the adoption of eight categories of light-duty vehicles and two heavy truck types. The current Texas fleet composition was determined from 2007 VTR data and was made a default for model use. Each cost item associated with the representative vehicle was calculated for each year of operation up to 20 years. Six main cost categories are included in the Vcost model: depreciation, financing, insurance, other fixed costs, repair and maintenance, and fuel. These costs fall into two categories: fixed and variable costs. The Vcost model can provide operating cost estimates for each specific representative vehicles as well as fleets of vehicles. The model allows the user to change key parameters so that the cost calculation is specific to any particular situation, and can be updated as the economic or technological landscape changes. The model was designed to provide the user with a program that looked, felt, and operated in a similar fashion to most Windows programs and would be intuitive for the typical TxDOT user.

Book excerpt: Vehicle operating costs are an invaluable tool to transportation engineers, who utilize them in applications such as cost-benefit analyses and utilization pricing. Many of the existing models in use, however, are significantly out-of-date with current technology. Research was undertaken in partnership with the Texas Department of Transportation (TxDOT) to develop a new model of the operating costs associated with Texas vehicle fleets. A vehicle operating cost (Vcost) model was produced which estimates variable and fixed costs associated with both light-duty and heavy-duty vehicles. The model calculates both aggregate fleet costs and costs for individual representative vehicles. An analysis of Texas Vehicles, Titles, and Registration (VTR) records; Weigh-in-Motion data; vehicle counts; and national car sales data was used to generate the breakdown of the Texas fleet of vehicles and to determine representative vehicles. Operational costs for these vehicles fell into two main categories: fixed costs (depreciation, financing, insurance, and other) and variable costs (fuel and maintenance/repair). Relations were determined for each cost category for each representative vehicle over its entire operational age. In the case of heavy-duty vehicles, much of the operational costs information is proprietary and had to be gathered in survey work conducted with other members of a research team. A computer program was written that incorporates the cost relations for the representative vehicles as well as the Texas fleet characteristics in such a way that the user can examine the costs of both an individual vehicle and the aggregate costs associated with a fleet of vehicles. The user can also input a default fleet composition. The model allows users to alter key parameters (such as fuel price, financing rates, insurance costs, or vehicle fuel economies) for future adaptability to a changing economic and technological landscape. The model was developed in parallel with another researcher working on an advanced fuel consumption model, which would later be integrated into to the Vcost model.

Book excerpt: The Virginia Department of Transportation (VDOT) occasionally includes an incentive/ disincentive for early completion (I/D) in its construction contracts. This report presents the results of a project to identify procedures that would (1) enhance the effectiveness and enforceability of the I/D provision and (2) reduce the staff time and effort necessary to determine the need for an I/D and to calculate an appropriate per-day dollar amount. The researcher first reviewed the relevant literature pertaining to construction contracts and to road user cost calculation, and then evaluated the available user cost methodologies, especially computer software. Next, the researcher surveyed the current use of I/D provisions in Virginia and other states, and described VDOT's current project development process, with special emphasis on the user cost data that are typically generated during that process. The report makes five conclusions. First, various forms of I/D, though known by a variety of names, are fundamentally similar. Second, use of an incentive rather than a disincentive alone enhances the enforceability of the disincentive clause, though it may increase the final cost of the contract. Third, cost-plus-time bidding enhances the effectiveness of the incentive clause and the enforceability of the disincentive clause. Fourth, the end of the design public hearing is a logical point for VDOT to judge the need for an I/D. Fifth, road user cost savings calculated from the output of the Highway Capacity Software already in common use in VDOT forms a legally sound justification for a per-day dollar I/D amount.
