Book excerpt: At the request of Pittsburgh Public Schools (PPS) and the Pittsburgh Federation of Teachers (PFT), Mathematica is developing value-added models (VAMs) that aim to estimate the contributions of individual teachers, teams of teachers, and schools to the achievement growth of their students. The analyses described in this report are intended as an early step in a multi-year project that aims to produce fair, valid, reliable, and robust estimates of the contributions of individual teachers and schools in Pittsburgh to the achievement growth of their students, ultimately including as many grades, subjects, schools, and teachers as possible. In addition to scores on the Pennsylvania System of School Assessment (PSSA), this report also applies VAMs to Pittsburgh's own curriculum-based assessments (CBAs) in various subjects and courses in grades 6-10; to PSAT assessments conducted in grades 10 and 11; and to Scholastic Reading Inventory (SRI) assessments in grades 6 to 10. Composite value-added measures that incorporate results for each of the assessment outcomes relevant to each school were also created. In addition, school-level VAMs are estimated for the non-test outcomes of student attendance and credit accumulation. This report describes the methods for measuring teacher and school effectiveness using those student outcomes and the findings from the authors' analyses to date. It describes in general terms the distribution of value-added estimates for teachers and schools across the district. The findings in this report reinforce the findings of the August report (Lipscomb, Gill, and Booker, 2010) that "VAM estimates can provide meaningful information about teacher and school performance in Pittsburgh--and they confirm that VAMs can be usefully applied not only to state accountability tests and nationally normed assessments, but also to locally developed assessments and to non-test measures of student outcomes such as attendance and credit accumulation." Book excerpt: Responding to federal and state prompting, school districts across the country are implementing new teacher evaluation systems that aim to increase the rigor of evaluation ratings, better differentiate effective teaching, and support personnel and staff development initiatives that promote teacher effectiveness and ultimately improve student achievement. Pittsburgh Public Schools (PPS) has been working for the last several years to develop richer and more-comprehensive measures of teacher effectiveness in support of a larger effort to promote effective teaching. In partnership with PPS, REL Mid-Atlantic collected data from Pittsburgh on three different types of teacher performance measures: professional practice measures derived from the Danielson Framework for Teaching; Tripod student survey measures; and value-added measures designed to assess each teacher's contribution to student achievement growth. The study found that each of the three types of measures has the potential to differentiate the performance levels of different teachers. Moreover, the three types of measures are positively but modestly correlated with each other, suggesting that they are valid and complementary measures of teacher effectiveness and that they can be combined to produce a measure that is more comprehensive than any single measure. School-level variation in the ratings on the professional practice measure, however, suggests that different principals may have different standards in assigning ratings, which in turn suggests that the measure might be improved by using more than one rater of professional practice for each teacher. Five appendices present: (1) Descriptions of the three teacher evaluation measures; (2) Detailed tables; (3) Principal components analyses; (4) Correlating the Research-based Inclusive System of Evaluation and 7Cs ratings with partly concurrent value-added measure estimates; and (5) Checking Research-based Inclusive System of Evaluation ratings within and between schools. The findings in this report suggest that the VAM estimates provide meaningful information about teacher and school performance in Pittsburgh. The VAM results for individual schools and teachers have been reported to them privately. The first three chapters of this report describe the student outcomes that are used in Pittsburgh's VAMs (Chapter II); enumerate the information on students that is used to predict their performance and account for factors outside the control of the teacher or school (Chapter II); discuss the technical details of the VAMs (Chapter III); and explain some of the limitations of the VAMs (Chapter IV). The last four chapters of the report explain how VAMs for each student outcome are combined to create a series of composite measures for each school (Chapter V); describe the process for locating the performance of Pittsburgh's schools in the statewide distribution of value-added (Chapter VI); present summary statistics related to VAM results for Pittsburgh schools and teachers (Chapter VII); and discusses the application of VAMs for use in two programs designed to recognize and reward outstanding performance: the Promise-Readiness Corps and Students and Teachers Achieving Results (STAR) (Chapter VIII). Book excerpt: We used a random-assignment experiment in Los Angeles Unified School District to evaluate various non-experimental methods for estimating teacher effects on student test scores. Having estimated teacher effects during a pre-experimental period, we used these estimates to predict student achievement following random assignment of teachers to classrooms. While all of the teacher effect estimates we considered were significant predictors of student achievement under random assignment, those that controlled for prior student test scores yielded unbiased predictions and those that further controlled for mean classroom characteristics yielded the best prediction accuracy. In both the experimental and non-experimental data, we found that teacher effects faded out by roughly 50 percent per year in the two years following teacher assignment.
