Surprisingly, good transport cost estimates at a detailed spatial level for the EU are not readily available. In this paper we address this issue by estimating a novel dataset of road freight transport costs for goods for the EU regions at the NUTS 2 level. In the spirit of the generalized transport cost (GTC) concept, we calculate the composite cost related to distance and time for the optimal route of a representative truck. We consider routes between large random samples of centroids drawn from a 1kmx1km population density grid. These transport costs are averaged to obtain an origin-destination cost matrix (in euros) at the region-pair level. The sampling approach also allows calculating the average transport cost within the regions. We separately report the corresponding iceberg transport costs for each pair of European regions, since this is the form of input required by many economic models. We also consider the effect of changes in the components of the GTC in order to evaluate transport policies. We set up a transport policy tool to assess the impact of road-transport infrastructure investment in a region by considering upgrading roads to highways. We apply this tool to study transport infrastructure investment through the European Cohesion Policy program 2014-2020.

However, in order to properly test the possible implications of implementing pricing based on marginal social cost and, ultimately, to introduce such a system, it is necessary to actually measure the marginal social costs concerned, and how they vary according to mode, time and context. This book reviews the transport pricing policy debate and reports on the significant advances made in measuring the marginal social costs of transport, particularly through UNITE and other European research projects. We look in turn at infrastructure, operating costs, user costs (both of congestion and of charges in frequency of scheduled transport services) accidents and environmental costs, and how these estimates have been used to examine the impact of marginal cost pricing in transport. We finish by examining how the results of case studies might be generalised to obtain estimates of marginal social costs for all circumstances and, finally, presenting our conclusions.

Furthermore, they should be transformed into monetary units to be used as a basis for cost-benefit analyses or as an aid for setting taxes and charges, that reflect the external costs. This book describes a methodology for calculating impacts of transport activities and external costs caused by air pollution and presents numerous applications of this methodology for different transport technologies, locations and policy case studies. The approach has been developed and results have been calculated within the research project 'ExternE Core/Transport', financed to a large extent by the European Commission, Directorate General Research. Studies show that two of the main determinants of transport costs are regulatory frameworks in transport sectors and transport infrastructure. The productivity and competitiveness of goods and services firms depends largely on access to low-cost and high-quality transport services, and those services have a powerful influence on economic growth. Countries commit themselves to increasing the efficiency of transport services, which can largely be achieved through increased competition and hence through liberalization of transport sectors. Since barriers to trade in transport services are typically regulatory in nature, this book provides a thorough discussion of international, regional, and country specific rules and regulations in those sectors. Concentrating on the EU, and Turkey in particular, it considers rules and regulations in transport sectors. It shows that economic liberalization pursued unilaterally, multilaterally, or regionally has beneficial effects for Turkey, and that the benefits from such liberalization are substantial. Furthermore, the volume shows that transport infrastructure is an important determinant of exports, and hence GDP and GDP growth.
