The public policies promoted in the region have had less impact in these historically lagging territories, and there is a pressing need to produce a new agenda of public instruments that address the characteristics of the communities that inhabit them. The full and sustainable development of the territories that are falling behind is not only an obligation in terms of the realization of the rights of their inhabitants; it would also allow these territories to activate their social, economic, environmental and cultural potential, to the benefit of all societies.It is hoped that the 2020 Regional Overview will help to highlight the challenges experienced by the territories with the worst indicators in terms of food and nutrition, and that it will serve to mobilize political commitment and public attention towards those areas that are most highly laggingThe year 2020 will be remembered for many decades as the year of the COVID-19 pandemic. The indicators of the 2030 Agenda that are used in this publication do not yet show the different impacts of COVID-19. However, there are references to the possible implications of the pandemic for the future.

Book excerpt: How industrialization undid a region in Mexico Scholars once treated regions as fundamental units of social organization, influencing the affairs of communities and households. Chris Kyle renews that perspective by charting the history of a preindustrial region in the southern Mexican state of Guerrero. Examining the city of Chilapa and its surrounding countryside, he documents a region’s initial formation, subsequent evolution, and ultimate dissolution, brought about by the forces of industrialization. Feeding Chilapa traces the emergence of Chilapa as a textile center in the late eighteenth century, the reorganization of the city’s hinterland in the mid-nineteenth century, and the ultimate dissolution of the region in the mid-twentieth century. When improved transportation enabled the movement of cheap goods over long distances, subsistence and artisanal production declined or disappeared, and labor relations, settlement geography, and migration patterns were transformed. Kyle offers a new perspective on the immigration debate, exploring the factors that lead rural citizens to leave economically depressed regions for larger Mexican cities, border industries, or the United States. Written to be accessible to undergraduates, this volume offers a counterpoint to traditional community-based studies and our understanding of change in Latin America. For almost two decades, the citizens of Western Mexico have called for a cleanup of the Santiago River, a water source so polluted it emanates an overwhelming acidic stench. Toxic clouds of foam lift off the river in a strong wind. In Sewer of Progress, Cindy McCulligh examines why industrial dumping continues in the Santiago despite the corporate embrace of social responsibility and regulatory frameworks intended to mitigate environmental damage. The fault, she finds, lies in a disingenuous discourse of progress and development that privileges capitalist growth over the health and well-being of ecosystems. Rooted in research on institutional behavior and corporate business practices, Sewer of Progress exposes a type of regulatory greenwashing that allows authorities to deflect accusations of environmental dumping while “regulated” dumping continues in an environment of legal certainty. For transnational corporations, this type of simulation allows companies to take advantage of double standards in environmental regulations, while presenting themselves as socially responsible and green global actors. Through this inversion, the Santiago and other rivers in Mexico have become sewers for urban and industrial waste. Institutionalized corruption, a concept McCulligh introduces in the book, is the main culprit, a system that permits and normalizes environmental degradation, specifically in the creation and enforcement of a regulatory framework for wastewater discharge that prioritizes private interests over the common good. Through a research paradigm based in institutional ethnography and political ecology, Sewer of Progress provides a critical, in-depth look at the power relations subverting the role of the state in environmental regulation and the maintenance of public health.

Worsening climate impacts are forcing subsistence farmers worldwide to decide between staying or leaving their homes. This mixed methods study analyzes cases of climate-related migration, displacement, relocation, and immobility in Peru's coastal, highland, and rainforest regions. The results reveal that numerous farmers experienced profound and often negative well-being impacts, regardless of whether they stayed or migrated. The higher the structural constraints, such as weak governance, and the more damaging the climate impacts were, the higher the risk of well-being declines. Additionally, the affected individuals often had limited agency and ability to mitigate losses. These findings challenge the notion of "migration as adaptation" and emphasize the importance of safeguarding the human rights and security of those affected while addressing loss and damage. Without significant investments in such efforts, climate impacts could sharply diminish the well-being of numerous subsistence farmers worldwide—irrespective of whether they stay or migrate.

Intimate Crimes outlines the history of kidnapping in Mexico City by constructing a narrative of this crime based on extensive qualitative research on gangs, policing and other crime-related policies. The book also analyses the effect of kidnapping - and crime more broadly - on how communities experience the city, as well as the strategies put in place by potential kidnapping victims to deal with the threat of being victimised by someone close to them, a common occurrence in Mexico City, including analysing the processes through which household employees are screened and selected in Mexican households. The book presents the results of over a year of fieldwork in Mexico, and creates a qualitative database of news reports for the material used in its writing. It includes material from over 70 interviews with kidnapping victims, their families, potential victims and their employees, police, prosecutors, government agents, journalists and other informants. Intimate Crimes contributes to existing criminological literature on Mexico and Latin America by making an important contribution to a subject of the outmost regional importance. The book also contributes to broader criminological topics on the rule of law, criminal gangs, policing and the impact of economic development on crime. It salso build on the existing literature on empirical work on trust and signalling, particularly as it relates to contexts of weak rule of law and low state protection.
