Book excerpt: Excerpt from A d104 Book on Civil Government in the United States If all the laws Of the state are self-imposed, that is, if there is no power outside its body of peo ple which dictates to it in any way, the sovereignty state is said to be sovereign. This word does not admit of comparison: one state cannot be more sovereign than another; and a small state, in this respect, stands on an equality with a large one. The sovereignty of a state consists in the absolute right to control its own members, and in the absolute right to resist any inter ference in its affairs by any other state. The first of these rights constitutes its internal sovereignty; the second, its external sovereignty. From these state ments it will be seen that Boston is not a state, that Massachusetts is not a sovereign state. The United States is a sovereign state or nation. Great Britain and Russia are both sovereign states. Having now defined a state, we are prepared to define civil government as control by law exercised by the state over its members as such. Book excerpt: Excerpt from Civil Government: Of the United States and the State of Missouri When the State text-book Commission met in the year 1897 to adopt a series Of text-books for use in public schools, about thirty civil governments were submitted for adoption. None Of them was satisfactory. Thereupon members Of the commission who were acquainted with my School History Of Missouri suggested that I write and submit a manuscript Of a Civil Government. I did so, and it was adopted, and for five years after its publication it had a large place in the schools. Subsequently the book was entirely rewritten and a revised edition brought out in 1904, and with a few minor changes in the text made necessary by changes in laws and constitutions has been in general use ever since. Within the last year the book has been thoroughly revised again. In the natural evolution of the government Of a great people new institutions are added in the course Of a few years and things once unimportant assume large proportions; they call for new sections, and these have been added. Other things have become less important, and the discussion Of them has been accordingly reduced. Every sentence Of former texts retained in this has been rigidly tested, in order to bring it strictly up to date and make it accurately express the fact. The result is a book brought down in every sentence to the date Of publication. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Elements of Civil Government The plan of this book is that of a gradual development from the known to the unknown, from the near to the distant, from the local to the general, from the concrete to the abstract. The plan is designed, furthermore, to tell only what cannot readily be observed, the purpose being to stimulate observation and inquiry. It is intended that a substantial basis of knowledge shall be gained before general reflections are indulged in. It will be seen, therefore, that the farther we go away from the home of the pupil, the greater the detail of information given him. The questions in the earlier chapters are intended to supply the place of text. The pupil is, accordingly, required by observation and inquiry to build up his own text. The questions in succeeding chapters are more in the nature of questions on the text. The teacher is, of course, expected to enlarge upon these questions indefinitely. It is assumed that the teacher will be progressively more exacting in the answers required of the pupils. The repetition of questions in the book will thus serve as a means both of review and of extending the knowledge of the subject-matter. Thus, on the topics of elections and suffrage, the pupil will get his first rudimentary knowledge from the election of school trustees; this knowledge will be enlarged and reinforced by successively studying the methods and conditions of elections in city, county, State, and nation. Similarly, again, in regard to taxation. These two topics, especially, are regarded as of fundamental importance, and should be insisted upon and developed with the utmost care, patience, and perseverance. Book excerpt: Excerpt from Civil Government: As Developed in the States and in the United States The aim of this book is to give a succinct account of the origin and development of local systems of government in the United States, and to trace the evolution of the National government from these local units. It is not written for the learned, but for the learners. The author has kept the limitations of his prospective readers constantly in mind, and has therefore eliminated much interesting and probably valuable material, which nevertheless appeared to be extraneous and not illuminating to the theme. The magnitude of the task was due to the fact that great condensation was absolutely necessary in order that the limits of an ordinary text-book might not be exceeded. How much wisdom has been shown in these discriminations must be left to the judgment of the critics. Heretofore, text-book writers on civil government have placed the emphasis on the National, rather than on the local, side of our political life, as if the growth of such ideas had been from above downward. This method has given students - the future citizens - a false conception of the genesis of all legitimate governments. Freeman has shown that the logical and historical order of political development has been from below upward, and it is certainly a matter of supreme importance, especially in a republic, that the young citizen should grasp this idea, and that he should realize the momentous importance of the principle. When this point of view is understood, it becomes apparent that the method of treatment had to be largely historical. Therefore no apology is offered for what may appear to some to be an undue amount of historical data. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Federal and State Government: An Elementary Treatise on the Civil Government of the United States and the State of Illinois In the opinion of competent critics, writers of these books have gone to extremes in their efforts to observe the pedagogic precept of commencing instruction upon any subject with those features which are nearest to the pupil. Under this theory, in many text-books the study of civics is commenced with chapters upon domestic and social topics, which have no place in a work devoted to the study of civil government. This book is designed for use by students who are sufficiently advanced to take up the study of United States history. It should be used in the higher grades of the elementary schools, or the first year of the high school, or both, according to the course of study pursued. It is divided into two parts: the first is devoted to a study of the Federal government and political system; the second to the State government and local institutions of Illinois. In the first part of the book, it has been the authors aim to furnish aid to students commencing the study of our national political institutions. Therefore, definite and specific information is given as to the essential features of the Federal system, derived from sources not readily accessible to either teacher or pupil. No attempt has been made to analyze the provisions of the Federal Constitution, or to present controversies as to its construction, but there has been an endeavor to show the actual working of our national government, and to describe the same in a manner which can be comprehended by beginners. The second part of the book is intended as a practical guide to the student upon important matters which are regulated by the local and State government.
