In the second place, there appears to be no ade quate reason for supposing that if the federal government were possessed of the power advocated by Mr. Freeman, the educa tional standards of the country would be any higher than they are under existing conditions. It cannot even be said with any degree of certainty that there would be a uniform law, under which institutions of learning would be incorporated, unless the constitution should be so amended as expressly to require it. Whatever reform is to be accomplished will have to be wrought out by the individual action of the states. The difficulty under which we labor in this country is not due to the fact that the states, rather than the United States, are in control of the subject of education. In Germany, control over the universities is not in the empire, but, as in this country, is in the several states. The only difference is that in Germany the states exercise their rights of supervision, while in the United States, as a rule, they do not. Book excerpt: Excerpt from The Monthly Abstract of Medical Science, Vol. 1: A Digest of the Progress of Medicine and the Collateral Sciences; Being a Supplement to the Medical News and Library; July to December, 1874 In hyperplastic granular synovitis (white swelling) of the knee, the injections are made at the most central part of the joint, so that the needle touches its surfaces. The result is abatement of the pain, falling of the evening tempera ture, which had been persistently high, and distinct reduction of the swelling. The injections must be repeated at intervals of two or three days, according to the chronicity of the disease. In subacute glandular swellings having a tendency to suppuration, and in inguinal and femoral buboes, the injection leads to abatement of the pain, redness and oedema; while the glands become reduced in bulk. It is some times necessary to repeat the injections several times before the cure is complete. In acute phlegmon of the subcutaneous and subfascial connective tissue, the injection is made at the periphery, as it may be calculated that the lymphatics will carry the remedy towards the centre when the phlegmon is extensive, two injections are made at different points. The result is to produce contraction of the tissue in a few hours, with cessation of the pain. Recovery takes place without suppuration, even if this, though imminent, have not already appeared. In traumatic erysipelas, Dr. H'uter makes an injection at different points along the edge, so as, for instance, to prevent the erysipelas from spreading from the forehead to the hairy scalp. He has, however, not yet ventured to treat the. Entire circumference of the erysipelas with numerous injections, so as to cut it short. Dr. Wilde of Plan has also recorded some successful cases of treatment of subcutaneous erysipelas by the injection of sulphocarbolate of soda. Each periodical referred to directly, indirectly, or through the corresponding staff is represented by a number in the list at the end of the work, and this number is used in the text whenever the journal is quoted. By a system of double-checking each reference has been verified and everything done to make this feature of the work as perfect as practicable. The second addition is made for the especial benefit of those members of the profession who are not familiar with the foreign weights, measures, and thermometric systems. Grammes have been reduced to ounces, drachms, grains, etc., and Centigrade and Reaumur thermometric measurements to that of Fahrenheit, both systems appearing side by side. Owing to the large foreign circulation which the Annual enjoys, counter-reductions have also been made to render perusal of the work by our foreign friends more agreeable to them. The third innovation consists of a complete and compact index to each volume, in addition to the full triple index of the entire work at the end of the last volume, asgiven in the issue of 1888.
