However, integrating ICT in education requires a computing teaching force. Uganda developed a policy to guide ICT integration in Education. This policy emphasises equipping teachers with ICT skills as a cornerstone for implementing ICT in the country’s schools. This study therefore sought to assess the strategies being used to equip teachers with ICT skills and to evaluate whether the implementation of the policy so far has had any impact on teachers’ ICT skills so that more strategies for the implementation of the policy could be suggested. A mixed methods design was used to gather data. Two data sources were used, (i) government documents and (ii) teachers’ responses to a questionnaire. A total of 140 respondents from 20 schools were selected to participate in the study. Data were analyzed both qualitatively and quantitatively. Descriptive statistics such as frequencies and percentages were used to describe the responses from the questionnaires. The Chi-square test of independence was also carried out to compare some findings. The study established that integrating ICT in pre-service training, school-based training, short-term courses and workshops were the strategies being used. In spite of the policy’s emphasis on integrating ICT in pre-service teacher training, it was evident that teacher training institutions had not institutionalized the integration of ICT in teacher education. It was recommended that school-based training should be emphasized to make the training more relevant to teachers’ contexts and that teacher training institutions should institutionalize ICT in teacher education to ensure that all newly qualifying teachers are equipped with ICT skills. It was also recommended that the ministry of education takes the initiative to bargain for cheaper customized ICT training for teachers with institutions that offer ICT training.

An action research approach was employed in the study, employing the pre and post-intervention assessment of preservice teachers' knowledge on technology, pedagogy and content. Planed interventions were carried out during the study, to enable preservice teachers to identify areas of weaknesses in their technology integration competencies, and propose alternative approaches for addressing the identified weaknesses. Student questionnaire, instructor interview and observation checklist were used to collect date before, during and after intervention. Researcher's log book, digital camera and audio recorder were used in recording events and activities taking place during the study. Findings revealed that when preservice teachers engage in hands on activities such as microteaching, lesson design and the opportunity to share their ideas with peers, they easily developed their technological pedagogical content knowledge. An analysis of knowledge change after the intervention, showed a significant difference between pre-intervention and post intervention preservice teachers' knowledge of TPACK. ICT integration for pre-service teacher training programs plays a crucial to equip and prepare future teachers for the classroom, who are confident and competent about managing the change and influencing it for the better quality of teaching. Considering the future of using technology for teaching and learning is always ever-evolving and challenging. Teacher Education Institutes must create an environment for teachers to enable them to create an appropriate learning experience for teachers to enable them to create an appropriate learning experience for students in the new age of learning.

The effective integration of technology into classroom practices poses a challenge to teachers and administrators. This research focuses on determining factors influencing use of ICT to make teaching-learning effective in higher institutions of learning in Uganda and identify the innovations that ICT has brought in teaching-learning process in higher institutions of learning in Uganda. A survey design was employed and in order to empirically investigate the role of ICT to make teaching-learning effective in higher institutions of learning in Uganda. 78% of a sample of 90 teaching staff and 41% of a sample of 75 administrators participated in the study. Chi square test and weighted average using SPSS software were used to analyse and interpret the data. The findings of the study revealed that teaching staff and administrators had a strong desire to integrate ICT into teaching-learning processes which are influenced by many factors.
