This book was released on 1975 with total page 112 pages. Available in PDF, EPUB and Kindle. Book excerpt: On the twentieth anniversary of Brown vs. Board of Education, it seems appropriate for the Commission on Civil Rights to commemorate the Supreme Court's decision with an examination of the civil rights progress between 1954 and 1974. The first report in the series provided a brief historical background. This second report covers equality of educational opportunity. Among the report's findings are the following: school desegregation has progressed substantially in the South; progress in the North has been minimal; without positive action, segregation in urban areas (both North and South) appears likely to increase, and urban-suburban racial subdivisions will be intensified; most fears about school desegregation have proved groundless, and desegregation is working where it has been genuinely attempted; "freedom of choice" has proved a totally ineffective method of school desegregation; the federal government's commitment to desegregation must include the termination of federal assistance to school systems maintaining segregated schools; desegregation of dual school systems has often resulted in displacement or demotion of black school staff; and, there is evidence that disciplinary action against minority pupils in some desegregated schools has resulted in high numbers of expulsions and suspensions

Book excerpt: This report focuses on issues relating to the development and implementation of educational programs for and placement of national origin minority students identified as having limited English proficiency. It examines the present-day barriers that prevent students with limited English proficiency from having an equal opportunity to participate in educational programs. The report evaluates and analyzes the Office for Civil Rights' (OCR) implementation, compliance, and enforcement effort for Title VI of the Civil Rights Act of 1964 and Lau v. Nichols.

Available in PDF, EPUB and Kindle. Book excerpt: In “We Want Better Education!”, James B. Barrera offers a detailed and comprehensive analysis of the educational, cultural, and political issues of the Chicano Movement in Texas, which remains one of the lesser-known social and political efforts of the Civil Rights Movement of the 1960s. This movement became the political training ground for greater Chicano empowerment for students. By the 1970s, it was these students who helped to organize La Raza Unida Party in Texas. This book explores the conditions faced by students of Mexican origin in public schools throughout the South Texas region, including Westside San Antonio, Edcouch-Elsa, Kingsville, and Crystal City. Barrera focuses on the relationship of Chicano students and their parents with the school systems and reveals the types of educational deficiencies faced by such students that led to greater political activism. He also shows how school-related issues became an important element of the students’ political and cultural struggle to gain a quality education and equal treatment. Protests enabled students and their supporters to gain considerable political leverage in the decision-making process of their schools. Barrera incorporates information collected from archives throughout the state of Texas, including statistical data, government documents, census information, oral history accounts, and legal records. Of particular note are the in-depth interviews he conducted with numerous former students and community activists who participated or witnessed the various “walkouts” or student protests. “We Want Better Education!” is a major contribution to the historiography of social movements, Mexican American studies, and twentieth-century Texas and American history.
