Book excerpt: These essays by Brian Meeks, a noted public intellectual in the Caribbean, reflect on Caribbean politics, particularly radical politics and ideologies in the postcolonial era. But his essays also explain the peculiarities of the contemporary neo-liberal period while searching for pathways beyond the current plight. In the first chapters, titled “Theoretical Forays,” Meeks makes a conscious attempt to engage with contemporary Caribbean political thought at a moment of flux and search for a relevant theoretical language and style to both explicate the Caribbean’s recent past and confront the difficult conditions of the early twenty-first century. The next part, “Caribbean Questions,” both retrospective and biographical, retraces the author’s own engagement with the University of the West Indies (UWI), the short-lived but influential Caribbean Black Power movement, the work of seminal Trinidadian thinker and activist Lloyd Best, Cuba’s relationship with Jamaica, and the crisis and collapse of the Grenadian Revolution. As evident in its title, “Jamaican Journeys,” the concluding section excerpts and extracts from a longer, more sustained engagement with Jamaican politics and society. Much of Meeks’ argument builds around the notion that Jamaica faces a crucial moment, as the author seeks to chart and explain its convoluted political path and dismal economic performance over the past three decades. Meeks remains surprisingly optimistic as he suggests that despite the emptying of sovereignty in the increasingly globalized world, windows to enhanced human development might open through policies of greater democracy and popular inclusion.

Book excerpt: This book examines the representation of community in contemporary Anglophone Caribbean short stories, focusing on the most recent wave of Anglophone Caribbean short story writers following the genre's revival in the mid-1980s. The first extended study of Caribbean short stories, it presents the phenomenon of interconnected stories as a significant feature of late twentieth- and early twenty-first-century Anglophone Caribbean literary cultures. Lucy Evans contends that the short story collection and cycle, literary forms regarded by genre theorists as necessarily concerned with representations of community, are particularly appropriate and enabling as a vehicle through which to conceptualise Caribbean communities. The book covers short story collections and cycles by Olive Senior, Earl Lovelace, Kwame Dawes, Alecia Mckenzie, Lawrence Scott, Mark McWatt, Robert Antoni and Dionne Brand, and argues that the form of interconnected stories is a crucial part of these writers' imagining of communities, which may be fractured, plural and fraught with tensions, but which nevertheless hold together. The book takes an interdisciplinary approach to the study of community, bringing literary representations of community into dialogue with models of community developed in the field of Caribbean anthropology. The works analysed are set in Trinidad, Jamaica and Guyana, and in several cases the setting extends to the Caribbean diaspora in Europe and North America. Looking in turn at rural, urban, national and global communities, the book draws attention to changing conceptions of community around the turn of the millennium.

Book excerpt: Focusing on the Anglophone Caribbean, The Making of a Caribbean Avant-Garde describes the rise and gradual consolidation of the visual arts avant-garde, which came to local and international attention in the 1990s. The book is centered on the critical and aesthetic strategies employed by this avant-garde to repudiate the previous generation’s commitment to modernism and anti-colonialism. In three sections, it highlights the many converging factors, which have pushed this avant-garde to the forefront of the region’s contemporary scene, and places it all in the context of growing dissatisfaction with the post-colonial state and its cultural policies. This generational transition has manifested itself not only in a departure from “traditional” in favor of “new” media (i.e., installation, performance, and video rather than painting and sculpture), but also in the advancement of a “postnationalist postmodernism,” which reaches for diasporic and cosmopolitan frames of reference. Section one outlines the features of a preceding “Creole modernism” and explains the different guises of postnationalism in the region’s contemporary art. In section two, its [PKM1] momentum is connected to the proliferation of independent art spaces and transnational networks, which connect artists across and beyond the region and open up possibilities unavailable to earlier generations. Book excerpt: Revolution Beyond the Event brings together leading international anthropologists alongside emerging scholars to examine revolutionary legacies from the MENA region, Latin America and the Caribbean. It explores the idea that revolutions have varied afterlives that complicate the assumptions about their duration, pace and progression, and argues that a renewed focus on the temporality of radical politics is essential to our understanding of revolution. Approaching revolution through its relationship to time, the book is a critical intervention into attempts to define revolutions as bounded events that act as sequential transitions from one political system to another. It pursues an ethnographically driven rethinking of the temporal horizons that are at stake in revolutionary processes, arguing that linear views of revolution are inextricably tied to notions of progress and modernity. Through a careful selection of case studies, the book provides a critical perspective on the lived realities of revolutionary afterlives, challenging the liberal humanist assumptions implicit in the ‘modern’ idea of revolution, and reappraising the political agency of people caught up in revolutionary situations across a variety of ethnographic contexts.

The first UN Conference on the Human Environment, also held in Stockholm, from 5-16 June 1972, proved to be the watershed in addressing this problem, and as the world assembles once more in the Swedish capital it is time to think aloud and look ahead. In his address in 1972, the then Swedish Prime Minister Olof Palme said: “The decisive question is in which direction we will develop ... there is no individual future, neither for people nor for nations.” The only other head of government to attend in 1972, Indian Prime Minister Indira Gandhi, highlighted the development as “one of the primary means of improving the environment of living, of providing food, water, sanitation and shelter, of making the deserts green and mountains habitable” and drew attention to the wisdom of the Atharva Veda: “What of thee I dig out; Let that quickly grow over; Let me not hit thy vitals or thy heart." As we look back over 50 years, we need to assess what has gone wrong in the trajectory travelled so far and look ahead to the future of our environment at this juncture and beyond. As a scholarly journal for global decision-makers, Environmental Policy and Law has sought to envision what lies ahead in the 21st century by inviting outstanding scholarly works from around the world. The 22 articles which resulted from this invitation are presented in this book, Envisioning Our Environmental Future, which is organised in three parts: Testing Times; Global Ideas; and Sectoral Ideas. The book is a sequel to Our Earth Matters (IOS Press), which was published on 5 June 2021. Bharat H.
