Book excerpt: This workshop report examines the capability of the forecast system to efficiently transfer weather and climate research findings into improved operational forecast capabilities. It looks in particular at the Environmental Modeling Center of the National Weather Service and environmental observational satellite programs. Using these examples, the report identifies several shortcomings in the capability to transition from research to operations. Successful transitions from R&D to operational implementation requires (1) understanding of the importance (and risks) of the transition, (2) development and maintenance of appropriate transition plans, (3) adequate resource provision, and (4) continuous feedback (in both directions) between the R&D and operational activities.

Book excerpt: An examination of environmental satellite data sharing policies, offering a model of data-sharing policy development, case and practical recommendations for increasing global data sharing. Key to understanding and addressing climate change is continuous and precise monitoring of environmental conditions. Satellites play an important role in collecting climate data, offering comprehensive global coverage that can't be matched by in situ observation. And yet, as Mariel Borowitz shows in this book, much satellite data is not freely available but restricted; this remains true despite the data-sharing advocacy of international organizations and a global open data movement. Borowitz examines policies governing the sharing of environmental satellite data, offering a model of data-sharing policy development and applying it in case studies from the United States, Europe, and Japan—countries responsible for nearly half of the unclassified government Earth observation satellites. Borowitz develops a model that centers on the government agency as the primary actor while taking into account the roles of such outside actors as other government officials and non-governmental actors, as well as the economic, security, and normative attributes of the data itself. The case studies include the U.S. National Aeronautics and Space Administration (NASA) and the U.S. National Oceanographic and Atmospheric Association (NOAA), and the United States Geological Survey (USGS); the European Space Agency (ESA) and the European Organization for the Exploitation of Meteorological Satellites (EUMETSAT); and the Japanese Aerospace Exploration Agency (JAXA) and the Japanese Meteorological Agency (JMA). Finally, she considers the policy implications of her findings for the future and provides recommendations on how to increase global sharing of satellite data.

Available in PDF, EPUB and Kindle. Book excerpt: Fundamentals of Satellite Remote Sensing: An Environmental Approach, Third Edition, is a definitive guide to remote sensing systems that focuses on satellite-based remote sensing tools and methods for space-based Earth observation (EO). It presents the advantages of using remote sensing data for studying and monitoring the planet, and emphasizes concepts that make the best use of satellite data. The book begins with an introduction to the basic processes that ensure the acquisition of space-borne imagery, and provides an overview of the main satellite observation systems. It then describes visual and digital image analysis, highlights various interpretation techniques, and outlines their applications to science and management. The latter part of the book covers the integration of remote sensing with Geographic Information System (GIS) for environmental analysis. This latest edition has been written to reflect a global audience and covers the most recent advances incorporated since the publication of the previous book, relating to the acquisition and interpretation of remotely sensed data. New in the Third Edition: Includes additional illustrations in full color. Uses sample images acquired from different ecosystems at different spatial resolutions to illustrate different interpretation techniques. Includes updated EO missions, such as the third generations of geostationary meteorological satellites, the new polar orbiting platforms (Suomi), the ESA Sentinels program, and high-resolution commercial systems. Includes extended coverage of radar and LIDAR processing methods. Includes all new information on near-ground missions, including unmanned aerial vehicles (UAVs). Covers new ground sensors, as well as machine-learning approaches to classification. Adds more focus on land surface characterization, time series, change detection, and ecosystem processes. Extends the interactions of EO data and GIS that cover different environmental problems, with particular relevance to global observation. Fundamentals of Satellite Remote Sensing: An Environmental Approach, Third Edition, details the tools that provide global, recurrent, and comprehensive views of the processes affecting the Earth. As one of CRC’s Essential titles, this book and stands out as one of the best in its field and is a must-have for researchers, academics, students, and professionals involved in the field of environmental science, as well as for libraries developing collections on the forefront of this industry.

The world’s new constellation of geostationary operational environmental satellites (GOES) are in the midst of a drastic revolution with their greatly improved capabilities that provide orders of magnitude improvements in spatial, temporal and spectral resolution. Never before have routine observations been possible over such a wide area. Imagine satellite images over the full disk every 10 or 15 minutes and monitoring of severe storms, cyclones, fires and volcanic eruptions on the scale of minutes. Introduces the GOES-R Series, with chapters on each of its new products Provides an overview of how to read new satellite images Includes full-color images and online animations that demonstrate the power of this new technology

Polar-orbiting Operational Environmental Satellite System (NPOESS) is a tri-agency acquisition -- managed by the NOAA, DoD, and NASA -- that has experienced escalating costs, schedule delays, and technical difficulties. These factors led to a June 2006 decision to restructure the program by reducing the number of satellites and sensors, increasing estimated costs to $12.5 billion, and delaying the first two satellites by 3-5 years. This report evaluates progress in restructuring the acquisition, assesses the status of key program components and risks, and assesses NASA¿s, NOAA¿s, and DoD¿s plans for obtaining the data originally planned to be collected by NPOESS sensors, but eliminated by the restructuring. Includes recommend. Tables.

Book excerpt: Environmental satellites provide data that are used for forecasting the weather, measuring variations in climate over time, and predicting space weather. In planning for the next generation of these satellites, federal agencies originally sought to fulfill weather, climate, and space weather requirements. However, in 2006, federal agencies restructured two key satellite acquisitions. This involved removing key climate and space weather instruments. This report: (1) assessed plans for restoring the capabilities that were removed from the two key satellite acquisitions; and (2) evaluated federal efforts to establish a strategy for the long-term provision of satellite-provided space weather, and climate data. Charts and tables.

Available in PDF, EPUB and Kindle. Book excerpt: This is a print on demand edition of a hard to find publication. NOAA, with the aid of NASA, is to procure the next generation of geostationary operational environ. satellites, called Geostationary Operational Environ. Satellite-R (GOES-R) series. The GOES-R series is to replace the current series of satellites, which will reach the end of their useful lives in 2015. This new series is considered critical to the U.S.' ability to maintain data required for weather forecasting through the year 2028. This report: (1) determined the status of the GOES-R acquisition; (2) evaluated whether NOAA has established adequate contingency plans in the event of delays; and (3) assessed NOAA's efforts to identify GOES data users, prioritize their data needs, and communicate with them about the program's status. Satellite System (NPOESS) -- a tri-agency program managed by NOAA, DoD, and NASA -- has experienced escalating costs, schedule delays, and ineffective interagency mgmt. The launch date for a demo. satellite has been delayed by 5 years and the cost estimate for the program has more than doubled. In Feb. 2010, NPOESS was disbanded, and, instead, the agencies have undertaken separate acquisitions. This report: (1) assessed efforts to establish separate satellite programs; (2) evaluated the status and risks of the NPOESS components still under development; and (3) evaluated the implications of using the demo. satellite's data operationally.
