Book excerpt: This book reviews assessments on the environmental effects of the Common Agricultural Policy (CAP), and assesses the contribution of agricultural policy to environmental quality in the EU. It focuses on the role of agricultural policy in reducing harmful effects and/or creating benefits to the physical environment, landscape and nature. Emphasis is given to comparative studies, rather than any limited to one country. The commodity regimes of the CAP ' e.g. the beef, wine and olive oil regimes ' are considered in detail.

Book excerpt: Integrating environmental aims in the agricultural policy of the European Union was a main aim of the 1992 CAP-reform. This book presents a study of the socio-economic framing conditions as well as the attitudes and orientations within the agricultural population towards the European agri-environmental policy. It is based on a research project in three member countries, France, Germany, and Portugal, where more than 600 farmers have been interviewed. The results indicate that a change towards more ecologically sustainable forms of agricultural production requires much broader political and social support to grow beyond the dimensions of a marginal green subsector of agriculture.

Available in PDF, EPUB and Kindle. Book excerpt: This two-volume set collects key essays examining economic theory, methods, and issues salient to agri-environmental policy in the US and in Europe, as well as in other countries. The topics under discussion are arranged thematically and include theoretical, numerical and empirical works; all are grounded in policy and economics. The introduction to these volumes reviews the evolution of agri-environmental policies, with an important focus on the history of US policy and European agri-environmental policy. A key feature within this is the importance of the Environmental Protection Agency (EPA) in the US, particularly its move towards more 'market-based incentives' from the 1980s onwards. Within the European context, the effects of the CAP (Common Agricultural Policy) on agri-environmental programmes and schemes within the member states, are discussed. Significantly, the essays republished here have provided the knowledge base that has influenced further applied work, creating an influential impact on policy development.

Available in PDF, EPUB and Kindle. Book excerpt: This book critically examines the development and current structure of European Union agri-environmental measures at a substantive level. Examining the measures in an integrated manner, showing how they interrelate linking different aspects of European Union agricultural law and policy, this volume examines the legislation adopted at European Union level as well as the impact of particular national measures to implement that legislation. Where appropriate, comparisons are drawn between the manner in which European Union legislation has been implemented among various Member States. Critically assessing European Union and national measures, in the light of other policy pressures such as the influence of world trade agreements and the political pressures exerted by the agricultural sector within the national legal systems of individual Member States, this volume is a valuable resource for academics researching and practitioners working in the areas of European Union environmental and agricultural law.

Book excerpt: This book offers a comprehensive analysis of the Common Agricultural Policy which imposes high costs on taxpayers and consumers yet has proved very difficult to reform. Particular emphasis is placed on new developments affecting the shape of the CAP, including the outcome of the GATT Uruguay Round negotiations, Eastern enlargement, and developments in environmental policy. A distinctive feature of the book is the attention given to situating European agriculture within its global context and in relation to the food processing and agricultural supply industries.

Available in PDF, EPUB and Kindle. Book excerpt: Written by two internationally respected scholars, this unique primer distills European Union environmental law and policy into a practical guide for a nonlegal audience, as well as for lawyers trained in other jurisdictions. The first part explains the basics of the European legal system, including key actors, types of laws, and regulatory instruments. The second part describes the EU’s overarching legal strategies for environmental management and delves into how the EU addresses the specific environmental issues of pollution, ecosystem management, and climate change. Chapters include summaries of key concepts and discussion questions, as well as informative "spotlights" offering brief overviews of topics. With a highly accessible structure and useful illustrative features, A Guide to EU Environmental Law provides a long-overdue synthetic resource on EU environmental law for students and for anyone working in environmental policy or environmental science. This text can also be read with the authors’ A Guide to US Environmental Law for a comparative look at how two important jurisdictions in the world deal with key environmental problems.

Book excerpt: Environmental integration has become a core objective for the EU under Article 11 of the Treaty on the Functioning of the EU. Since the introduction of this obligation by the Single European Act In 1987, the challenge has been to address the environmental issues associated with intensive agriculture, whilst also supporting the environmental benefits produced through more extensive farming methods. However, the effective integration of environmental measures remains elusive with key challenges still remaining in areas such as soil erosion, water quality and quantity and the protection of biodiversity. Against the background of European environmental law and policy, this paper examines the role that the developing reform proposals will play in continuing the process of integrating environmental protection requirements into the Common Agricultural Policy, paying particular attention to cross compliance and the proposed greening component in pillar one of the CAP and the effectiveness of the agri-environment and natural handicap schemes within rural development policy under pillar two. The paper concludes that present CAP reform proposals represent a further opportunity to achieve the effective integration of environmental protection measures into the CAP.

But there has been no thorough investigation of the political process involved. This volume provides the first. It analyses the process of policy integration - the greening of public policy - across the relevant sectors and countries. It finds significant variation from sector to sector and from country to country, and analyses the reasons for this. (Surprisingly the UK, traditionally the 'dirty man' of Europe is far more actively engaged than environmental 'progressives' such as Germany.) It identifies the obstacles to integration and offers solutions for policy formulation, decision making and implementation at the relevant political levels.
