Students will learn to decipher the underlying trends, institutional constraints, and policy dilemmas that shape today’s environmental politics. The Tenth Edition examines how policy has changed within federal institutions and state and local governments, as well as how environmental governance affects private sector policies and practices. The book provides in-depth examinations of public policy dilemmas including fracking, food production, urban sustainability, and the viability of using market solutions to address policy challenges. Students will also develop a deeper understanding of global issues such as climate change governance, the implications of the Paris Agreement, and the role of environmental policy in the developing world. Students walk away with a measured yet hopeful evaluation of the future challenges policymakers will confront as the American environmental movement continues to affect the political process.

Available in PDF, EPUB and Kindle. Book excerpt: Giving particular attention to intergovernmental working relationships, this revised edition of Federalism and Environmental Policy has been significantly updated to reflect the changes that have taken place since the highly praised first edition. Denise Scheberle examines reasons why environmental laws seldom work out exactly as planned. Casting federal-state working relationships as "pulling together," "coming apart," or somewhere in-between, she provides dozens of observations from federal and state officials. This study also suggests that implementation of environmental policy is a story of high stakes politics—a story rich with contextual factors and as fascinating as the time the policy was formulated. As four very different environmental programs unfold—asbestos (updated to include the fallout from the World Trade Center), drinking water, radon, and surface coal mining—Scheberle demonstrates how programs evolve differently, with individual political, economic, logistical, and technical constraints. The policy implementation framework developed for the book provides the lens through which to compare environmental laws. Federalism and Environmental Policy goes beyond the contents of policy to explore the complex web of federal-state working relationships and their effect on the implementation of policy. It is unique in how it portrays the nuts-and-bolts, the extent to which the state and federal offices work together effectively—or not. Examining working relationships within the context of program implementation and across four different environmental programs offers a unique perspective on why environmental laws sometimes go awry.

Book excerpt: ÔA fresh and up-to-date discussion of RussiaÕs manifold environmental crises, using the results of an elite survey and a framework based on the civil society literature. I believe this is the best treatment of its subject that is presently available, and given RussiaÕs enormous territorial extent, it is a study that has important implications for everyone who has any concern for the future of Planet Earth.Õ Ð Stephen White, University of Glasgow, UK In recent years, international, inter-governmental entities have acknowledged the importance of civil society for engaging stakeholders in environmental change, especially at the local community level, and in promoting democracy. In Russia, efforts by NGOs to promote reform since the fall of the Soviet Union have been aimed at achieving both objectives. This fascinating and highly illuminating book explores the political, legal, and attitudinal barriers to environmental reform in Russia since 1991. The authors, renowned experts in the field, explore efforts to develop a mature civil society in Russia, and analyse the policy views of environmental groups, the media, and the scientific community. Three important case studies underpin the study: suspended plans to build an oil pipeline near Lake Baikal; management of Cold War-generated radioactive waste at Chelyabinsk; and public reaction to the introduction of genetically modified foods. The conclusion is that although civil society groups face obstacles in the form of apathy, state-imposed constraints on their activities, and agency reluctance to confer on decisions, there are some successes in reversing decisions due in part to NGO pressures yielding reform. This path-breaking book will be of enormous interest to scholars, researchers and students focusing on comparative environmental policy and politics, contemporary public policy in Russia, and international politics.

Available in PDF, EPUB and Kindle. Book excerpt: A study of the effect of EU membership on Central and Eastern European environmental policy and the interplay of political incentives and industry behavior that determines policy In Transnational Politics of the Environment, Liliana Andonova examines the effect of the Europen Union (EU) on the environmental policies of Bulgaria, the Czech Republic, and Poland. Compliance with EU environmental regulations is especially onerous for Central and Eastern European countries because of the costs involved and the legacy of pollution from communist-era industries. But Andonova argues that EU integration has a positive impact on environmental policies in these countries by exerting a strong influence on the environmental interests of regulated industries. With her empirical study of chemical safety and air pollution policies from 1990 to 2000, she shows that export-competitive industries such as the chemical industry that would benefit from economic integration have an incentive to adopt EU norms. By contrast, industries such as electric utilities that primarily serve the domestic market remain opposed to EU environmental standards and must be prodded by their own governments to implement environmental-protection measures. These differences in domestic interests greatly influence the course of reforms and the adoption of EU standards. Transnational Politics of the Environment challenges the current focus on intergovernmental cooperation between East and West by highlighting the roles of industries, transnational norms, and domestic institutions in promoting change in environmental regulation. It offers a generalizable framework for understanding the politics of environmental regulation in emerging market economies, and helps bridge the divide between the study of domestic and international environmental politics.

Book excerpt: The second edition of Environmental Politics: Stakeholders, Interests, and Policymaking shows students that environmental politics is fundamentally a clash of competing stakeholders’ interests, and environmental policy the result of their reconciliation. But developments in environmental policymaking over the past several years have been little short of earthshaking. The text not only marks changes in the formal lawmaking process itself, but covers recent elements reshaping environmental politics, such as: the new environmentally activist posture of business the dramatic shift of policymaking influence from the federal to state and local levels the participation of new actors on the environmental policy stage, most notably the faith community the U-turn of organized labor, from opponent of environmentalists to their collaborator the consolidation of the varying missions of environmental advocacy groups to fight global warming the emergence of science from its historic political neutrality to open advocacy the increasing role of both the media and the judiciary Written by an expert with more than 25 years of "smoke-filled room" experience in environmental policymaking, Environmental Politics: Stakeholders, Interests, and Policymaking gives students an insider's view of how policies are forged. By examining current environmental issues through a stakeholder lens, this book not only provides a unique perspective into how policies are adopted, but also illuminates the transformative power of global warming as a political force.

Available in PDF, EPUB and Kindle. Book excerpt: It is well known that American businesses make an effort to influence environmental policy by attempting to set the political agenda and to influence regulations and legislation. This book examines what is not so well known: the extent to which business succeeds in its policy interventions. In Business and Environmental Policy, a team of distinguished scholars systematically analyzes corporate influence at all stages of the policy process, focusing on the factors that determine the success or failure of business lobbying in Congress, state legislatures, local governments, federal and state agencies, and the courts. These experts consider whether business influence is effectively counterbalanced by the efforts of environmental groups, public opinion, and other forces. The book also examines the use of the media to influence public opinion—as in the battle over drilling in the Arctic National Wildlife Refuge—and corporations' efforts to sway elections by making campaign contributions. Because the book goes well beyond the existing literature—much of which is narrow, descriptive, and anecdotal—to provide broad-based empirical evidence of corporate influence on environmental policy, it makes an original and important contribution and is appropriate for a variety of undergraduate and graduate courses.
