Route alignments in each corridor were developed which encountered the fewest negative environmental factors. Comparative evaluations of the three alternatives are presented with regard to engineering considerations (interchanges, grade separations, river crossings, road cut-offs), buildings and other structures affected, construction criteria and costs, the impacts on cultural resources, wildlife, and agriculture, and impacts on forest and fishery resources. A preferred alternative was then selected and analyzed to fine tune the alignment and minimize impacts.

This report presents the environmental assessment of the proposed highway, in accordance with the requirements of the Environmental Impact Assessment Regulation of the province's Clean Environment Act. The report first describes the proposed project and reviews alternatives (including the do-nothing alternative), and provides descriptions of the existing environment along the highway route, including topography, geology, terrestrial and aquatic environment components, air quality, and socio-economic setting. It then analyses potential impacts of the highway, along with proposed mitigation to offset those impacts, on groundwater, terrestrial resources, wetlands, aquatic resources, air quality, land use, the local and provincial economy, noise, and health and safety. Potential impacts on Canadian Forces Base Gagetown are also noted.

This report describes a study conducted to determine if the proposed bridges, structures, and connecting highways in that portion will cause significant changes to the characteristics of flooding and to the distribution of flow in the river from Upper Maugerville to the Gagetown ferry crossing. The study updated previous flood frequency analyses using new data and employed a two-dimensional hydrodynamic model to assess the potential impacts of the proposed highway alignment. Field surveys to provide suitable model input and calibration included collection of information on river system physical characteristics and flood conditions. Potential hydrotechnical impacts were evaluated for a range of flood events covering a range of flood peaks and runoff volume.
