Book excerpt: Uranium mining in the Commonwealth of Virginia has been prohibited since 1982 by a state moratorium, although approval for restricted uranium exploration in the state was granted in 2007. Uranium Mining in Virginia examines the scientific, technical, environmental, human health and safety, and regulatory aspects of uranium mining, milling, and processing as they relate to the Commonwealth of Virginia for the purpose of assisting the Commonwealth to determine whether uranium mining, milling, and processing can be undertaken in a manner that safeguards the environment, natural and historic resources, agricultural lands, and the health and well-being of its citizens. According to this report, if Virginia lifts its moratorium, there are "steep hurdles to be surmounted" before mining and processing could take place within a regulatory setting that appropriately protects workers, the public, and the environment, especially given that the state has no experience regulating mining and processing of the radioactive element. The authoring committee was not asked to recommend whether uranium mining should be permitted, or to consider the potential benefits to the state were uranium mining to be pursued. It also was not asked to compare the relative risks of uranium mining to the mining of other fuels such as coal. This book will be of interest to decision makers at the state and local level, the energy industry, and concerned citizens.

Book excerpt: Rising fossil fuel prices and concerns about greenhouse gas emissions are fostering a nuclear power renaissance and a revitalized uranium mining industry across the American West. In The Price of Nuclear Power, environmental sociologist Stephanie Malin offers an on-the-ground portrait of several uranium communities caught between the harmful legacy of previous mining booms and the potential promise of new economic development. Using this context, she examines how shifting notions of environmental justice inspire divergent views about nuclear power’s sustainability and equally divisive forms of social activism. Drawing on extensive fieldwork conducted in rural isolated towns such as Monticello, Utah, and Nucla and Naturita, Colorado, as well as in upscale communities like Telluride, Colorado, and incorporating interviews with community leaders, environmental activists, radiation regulators, and mining executives, Malin uncovers a fundamental paradox of the nuclear renaissance: the communities most hurt by uranium’s legacy—such as high rates of cancers, respiratory ailments, and reproductive disorders—were actually quick to support industry renewal. She shows that many impoverished communities support mining not only because of the employment opportunities, but also out of a personal identification with uranium, a sense of patriotism, and new notions of environmentalism. But other communities, such as Telluride, have become sites of resistance, skeptical of industry and government promises of safe mining, fearing that regulatory enforcement won’t be strong enough. Indeed, Malin shows that the nuclear renaissance has exacerbated social divisions across the Colorado Plateau, threatening social cohesion. Malin further illustrates ways in which renewed uranium production is not a socially sustainable form of energy development for rural communities, as it is utterly dependent on unstable global markets. The Price of Nuclear Power is an insightful portrait of the local impact of the nuclear renaissance and the social and environmental tensions inherent in the rebirth of uranium mining.

Many human activities-such as mining and milling of ores, extraction of petroleum products, use of groundwater for domestic purposes, and living in houses-alter the natural background of radiation either by moving naturally occurring radionuclides from inaccessible locations to locations where humans are present or by concentrating the radionuclides in the exposure environment. Such alterations of the natural environment can increase, sometimes substantially, radiation exposures of the public. Exposures of the public to naturally occurring radioactive materials (NORM) that result from human activities that alter the natural environment can be subjected to regulatory control, at least to some degree. The regulation of public exposures to such technologically enhanced naturally occurring radioactive materials (TENORM) by the US Environmental Protection Agency (EPA) and other regulatory and advisory organizations is the subject of this study by the National Research Council's Committee on the Evaluation of EPA Guidelines for Exposures to Naturally Occurring Radioactive Materials.
