Restoration Program (DERP), DoD is responsible for cleaning up 5,400 sites on military bases that have been closed, as well as 21,500 sites on active bases, and over 4,700 formerly used defense sites, properties that DoD owned or controlled and transferred to other parties prior to Oct. 1986. The goals of DERP include: (1) reducing risk to human health and the environ.; (2) preparing properties to be environ. suitable for transfer; (3) having final remedies in place and completing response actions; and (4) demonstrating progress toward meeting program performance goals. This testimony discusses information on: (1) how DoD allocates cleanup funding at all sites with defense waste; and (2) cleanup status.

This book was released on 2007 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: While expected environmental cleanup costs for unneeded property arising from the 2005 BRAC round are not yet fully known, Department of Defense (DOD) data indicate that about $950 million will be needed to clean up these bases, adding to the estimated $13.2 billion total cleanup cost for the prior rounds. Although DOD's cleanup program has matured compared to prior BRAC rounds, there are still many unknowns and the cleanup estimate for the 2005 round should be considered preliminary. In fact, environmental cleanup costs are likely to increase as more intensive environmental investigations are undertaken, additional hazardous conditions are discovered, and future reuse plans are finalized. Furthermore, Congress does not have full visibility over the total cost of DOD's BRAC cleanup efforts because none of the four reports DOD prepares on various aspects of environmental cleanup present all types of costs past and future to complete cleanup at each base. Compiling a complete picture of all costs requires extracting information from multiple reports, as GAO has done to estimate the total cleanup cost for the four prior BRAC rounds. More complete and transparent cost information would assist Congress in conducting its oversight responsibilities for this multibillion dollar effort.

Book excerpt: Environmental Contamination and Remediation Practices at Former and Present Military Bases outlines the different strategies that are useful in the investigation and subsequent remediation of military bases, Particular attention is paid to the pollution of groundwater. The book contains an excellent review of useful remediation techniques and several examples of their application to polluted military bases. Several mathematical models are demonstrated, showing their predictive value for real examples. A detailed list is given of chemical pollutants that can be found on a military base. Strategies are described for the investigation and determination of the future of a polluted military site. Examples are given, obtained from practical experience of dealing with old, contaminated sites.

Book excerpt: The number of hazardous waste sites across the United States has grown to approximately 217,000, with billions of cubic yards of soil, sediment, and groundwater plumes requiring remediation. Sites contaminated with recalcitrant contaminants or with complex hydrogeological features have proved to be a significant challenge to cleanup on every levelâ€"technologically, financially, legally, and sociopolitically. Like many federal agencies, the Navy is a responsible party with a large liability in hazardous waste sites. Environmental Cleanup at Navy Facilitites applies the concepts of adaptive management to complex, high-risk hazardous waste sites that are typical of the military, EPA, and other responsible parties. The report suggests ways to make forward progress at sites with recalcitrant contamination that have stalled prior to meeting cleanup goals. This encompasses more rigorous data collection and analysis, consideration of alternative treatment technologies, and comprehensive long-term stewardship.

Book excerpt: The Army Corps of Engineers is charged with cleaning up 4,700 formerly used defense sites (FUDS) and active sites that were under its jurisdiction when they were initially contaminated. The 661-acre Spring Valley site in Wash., D.C is one such site. The primary threats at the site are buried munitions, elevated arsenic in site soils, and lab. waste; perchlorate was also found onsite. This testimony addresses: (1) the impact that shortcomings in info. and guidance can have on decision-making; (2) the impact that incomplete data can have on cost estimates and schedules; (3) how funding for a site may be influenced by program goals; and (4) how better coordination can increase public confidence in cleanups and facilitate effective decision-making. Book excerpt: The environmental cleanup of bases closed under the BRAC process has historically been an impediment to the expeditious transfer of unneeded property to other federal and nonfederal parties. While DOD is obligated to ensure that former installation property is cleaned up to a level that is protective of human health and the environment, the cleanup process can delay redevelopment in communities affected by the BRAC process. The House Report accompanying the fiscal year 2016 Military Construction, Veterans Affairs, and Related Agencies Appropriations Bill includes a provision for GAO to update its 2007 report on the environmental cleanup and transfer of installations closed under BRAC. This report addresses the extent to which DOD has made progress in: (1) capturing and reporting environmental cleanup costs at installations closed under BRAC and (2) transferring excess property and mitigating any challenges. GAO reviewed DOD guidance, cost data, and property transfer data; visited installations selected from among those with the highest cleanup costs, as well as other factors; and interviewed DOD and service officials.

Book excerpt: The fiscal and technological limitations associated with cleaning up hazardous waste sites to background conditions have prompted responsible parties to turn to risk-based methods for environmental rememdiation. Environmental Cleanup at Navy Facilities reviews and critiques risk-based methods, including those developed by the U.S. Environmental Protection Agency and the American Society of Testing and Materials. These critiques lead to the identification of eleven criteria that must be part of any risk-based methodology adopted by the Navy, a responsible party with a large number of complex and heavily contaminated waste sites. Available in PDF, EPUB and Kindle. Book excerpt: This unique book focuses attention on the failure of current efforts to cleanup the Chesapeake Bay and suggests an approach often used in cleaning up environmentally damaged sites While military munitions sources contribute significantly to the pollution and degradation of Chesapeake Bay, they have been completely overlooked in many of the efforts to restore the Bay. Death of the Chesapeake explores this important aspect of the nation's environmental health. The book also recognizes for the first time that efforts to restore the Bay have failed because of the violation of a fundamental precept of environmental cleanup; that is, to sample the site and see what's there. The Bay itself has never been sampled. Thus, this book presents a view of the environmental condition of Chesapeake Bay that is totally unique. It covers a part of the history of the Bay that is not widely known, including how the Bay was formed. It presents a mixture of science, military history, and novel solutions to the Bay's degradation. In so doing, the author examines the military use of the Bay and reveals the extent that munitions dumpsites containing nitrogen and phosphorus as well as chemical warfare material are affecting the environment. The book concludes with the author's own cleanup plan, which, if implemented, would go a long way toward restoring health to the Bay. The book is supplemented with many photographs and maps.
