Whitman Cobb examines funding for the National Cancer Institute and the roles of the executive, Congress, policy entrepreneurs, and the bureaucracy as well as that of the state of cancer science. She argues that despite the so-called "war on cancer," no strategic, comprehensive government policy has been imposed—leading to an indecisive cancer policy that has significantly impeded cancer research. Written from a political science perspective, the book enables readers to gain insight into the realities of science policy and the ways in which the federal government is both the source of funding for much of cancer research and often deficient in setting comprehensive and consistent anti-cancer policy. Book excerpt: Nowadays, the environment looms large in the analysis of conflict in developing societies, and the precise role it plays is the subject of an ongoing debate. The de bate has moved on from the earlier, but still popular, notions of 'power struggles', 'class struggles' and 'ethnic conflicts', to a perception of conflict as the product of intense group competition for resources. Where the state controls the distribu tion of resources, itself inevitably becomes party to conflicts whose bone of con tention is access to state power as the most efficient means of gaining access to resources. The resources in question are social (health, education, transportation, communication, recreation, etc. ) and material (land, water, housing, jobs, con tracts, licenses, permits, etc. ). In parts of the world, and especially in Africa, di minishing resources and authoritarian state rule exacerbate group competition leading to political confrontation. This is the line I have followed in analysing conflict in the Hom of Africa (Markakis, 1987, 1998). Mohamed Salih's first contribution in this volume is to move the debate a step beyond this line, which can be criticized as unduly materialist. He does it by bringing culture into the realm of resources, not only as a resource in itself, but also as the agency that assigns natural resources their value. Culture thus becomes a contextual element in conflict over resources whose value is culturally deter mined.

While those with lighter skin are more susceptible, anyone can get skin cancer—and it can be serious, even deadly. Almost all of the conditions can be caused by unnecessary ultraviolet (UV) radiation exposure, usually from excessive time in the sun or from the use of indoor tanning devices. It is alarming that every year, nearly one out of every three young white women aged 16–25 engages in indoor tanning. It's important to shatter the myth that tanned skin is a sign of health. And a “base” tan is not a “safe” tan. Tanned skin is damaged skin. Understanding the risk of UV exposure is crucial to protecting ourselves and our loved ones. That is why “The Surgeon General's Call to Action to Prevent Skin Cancer” is important for all of us. It outlines action steps we can all take—as individuals, parents, educators, employers, policy makers, health care professionals, and communities—to reverse this alarming trend.
