Book excerpt: This Supplement Analysis (SA) has been prepared to determine if the Site-Wide Environmental Impact Statement for Continued Operations of Los Alamos National Laboratory (SWEIS) (DOE/EIS-0238) adequately addresses the environmental effects of recovery and storage for disposal of six strontium-90 (Sr-90) fueled radioisotope thermal electric generators (RTGs) at the Los Alamos National Laboratory (LANL) Technical Area (TA)-54, Area G, or if the SWEIS needs to be supplemented. DOE's National Nuclear Security Administration (NNSA) proposed to recover and store six Sr-90 RTGs from the commercial sector as part of its Offsite-Source Recovery Project (OSRP). The OSRP focuses on the proactive recovery and storage of unwanted radioactive sealed sources exceeding the US Nuclear Regulatory Commission (NRC) limits for Class C low-level waste (also known as Greater than Class C waste, or GTCC). In response to the events of September 11, 2001, NRC conducted a risk-based evaluation of potential vulnerabilities to terrorist threats involving NRC-licensed nuclear facilities and materials. NRC's evaluation concluded that possession of unwanted radioactive sealed sources with no disposal outlet presents a potential vulnerability (NRC 2002). In a November 25, 2003 letter to the manager of the NNSA's Los Alamos Site Office, the NRC Office of Nuclear Security and Incident Response identified recovery of several Sr-90 RTGs as the highest priority and requested that DOE take whatever actions necessary to recovery these sources as soon as possible. This SA specifically compares key impact assessment parameters of this proposal to the offsite source recovery program evaluated in the SWEIS and a subsequent SA that evaluated a change to the approach of a portion of the recovery program. It also provides an explanation of any differences between the Proposed Action and activities described in the previous SWEIS and SA analyses.

Book excerpt: Sealed sources are known quantities of radioactive materials that have been encapsulated in quantities that produce known radiation fields. Sealed sources have multiple uses ranging from instrument calibration sources to sources that produce radiation fields for experimental applications. The Off-Site Source Recovery (OSR) Project at Los Alamos National Laboratory (LANL), created in 1999, under the direction of the Waste Management Division of the U.S. Department of Energy (DOE) Albuquerque has been assigned the responsibility to recover and manage excess and unwanted radioactive sealed sources from the public and private sector. LANL intends to ship drums containing qualified sealed sources to the Waste Isolation Pilot Plant (WIPP) for disposal. Prior to shipping, these drums must be characterized with respect to radiological content and other parameters. The U.S. Environmental Protection Agency (EPA) requires that ten radionulcides be quantified and reported for every container of waste to be disposed in the WIPP. The methods traditionally approved by the EPA include non-destructive assay (NDA) in accordance with Appendix A of the Contact-Handled Transuranic Waste Acceptance Criteria for the Waste Isolation Pilot Plant (DOE, 2002) (CH WAC). However, because of the nature and pedigree of historical records for sealed sources and the technical infeasibility of performing NDA on these sources, LANL proposes to characterize the content of these waste drums using qualified existing radiological data in lieu of direct measurement. This plan describes the process and documentation requirements for the use of the peer review process to qualify existing data for sealed radiological sources in lieu of perfonning radioassay. The peer review process will be performed in accordance with criteria provided in 40 CFR {section} 194.22 which specifies the use of the NUREG 1297 guidelines. The plan defines the management approach, resources, schedule, and technical requirements for the subject peer review.

Book excerpt: The Radiation Exposure Compensation Act (RECA) was set up by Congress in 1990 to compensate people who have been diagnosed with specified cancers and chronic diseases that could have resulted from exposure to nuclear-weapons tests at various U.S. test sites. Eligible claimants include civilian onsite participants, downwinders who lived in areas currently designated by RECA, and uranium workers and ore transporters who meet specified residence or exposure criteria. The Health Resources and Services Administration (HRSA), which oversees the screening, education, and referral services program for RECA populations, asked the National Academies to review its program and assess whether new scientific information could be used to improve its program and determine if additional populations or geographic areas should be covered under RECA. The report recommends Congress should establish a new science-based process using a method called "probability of causation/assigned share" (PC/AS) to determine eligibility for compensation. Because fallout may have been higher for people outside RECA-designated areas, the new PC/AS process should apply to all residents of the continental US, Alaska, Hawaii, and overseas US territories who have been diagnosed with specific RECA-compensable diseases and who may have been exposed, even in utero, to radiation from U.S. nuclear-weapons testing fallout. However, because the risks of radiation-induced disease are generally low at the exposure levels of concern in RECA populations, in most cases it is unlikely that exposure to radioactive fallout was a substantial contributing cause of cancer.

Book excerpt: In the United States there are several thousand devices containing high-activity radiation sources licensed for use in areas ranging from medical uses such as cancer therapy to safety uses such as testing of structures and industrial equipment. Those radiation sources are licensed by the U.S. Nuclear Regulatory Commission and state agencies. Concerns have been raised about the safety and security of the radiation sources, particularly amid fears that they could be used to create dirty bombs, or radiological dispersal device (RDD). In response to a request from Congress, the U.S. Nuclear Regulatory Commission asked the National Research Council to conduct a study to review the uses of high-risk radiation sources and the feasibility of replacing them with lower risk alternatives. The study concludes that the U.S. government should consider factors such as potential economic consequences of misuse of the radiation sources into its assessments of risk. Although the committee found that replacements of most sources are possible, it is not economically feasible in some cases. The committee recommends that the U.S. government take steps to in the near term to replace radioactive cesium chloride radiation sources, a potential "dirty bomb" ingredient used in some medical and research equipment, with lower-risk alternatives. The committee further recommends that longer term efforts be undertaken to replace other sources. The book presents a number of options for making those replacements.
