It confirms that the region is highly vulnerable to climate change and demonstrates that a wide range of adaptation measures are already being applied. The report also shows that the region has a great potential to contribute to greenhouse gas emission reduction, and that the costs to the region and globally of taking no early action against climate change could be very high. The basic policy message is that efforts must be made to apply all feasible and economically viable adaptation and mitigation measures as key elements of a sustainable development strategy for Southeast Asia. It also argues that the current global economic crisis offers Southeast Asia an opportunity to start a transition towards a climate-resilient and low-carbon economy by introducing green stimulus programs that can simultaneously shore up economies, create jobs, reduce poverty, lower carbon emissions, and prepare for the worst effects of climate change.

It lies in the direct path of successive migrations from the African homeland that saw settlement by hominin populations such as Homo erectus and Homo floresiensis. The first Anatomically Modern Humans, following a coastal route, reached the region at least 60,000 years ago to establish a hunter gatherer tradition that survives to this day in remote forests. From about 2000 BC, human settlement of Southeast Asia was deeply affected by successive innovations that took place to the north and west, such as rice and millet farming. A millennium later, knowledge of bronze casting penetrated along the same pathways. Copper mines were identified and exploited, and metals were exchanged over hundreds of kilometers. In the Mekong Delta and elsewhere, these developments led to early states of the region, which benefitted from an agricultural revolution involving permanent ploughed rice fields. These developments illuminate how the great early kingdoms of Angkor, Champa, and Funan came to be, a vital stage in understanding the roots of the present nation states of Southeast Asia. This book addresses the issue of how a country, which was incorporated into the world economy as a periphery, could make a transition to the emerging state, capable of undertaking the task of economic development and industrialization. It offers historical and contemporary case studies of transition, as well as the international background under which such a transition was successfully made (or delayed), by combining the approaches of economic history and development economics. Its aim is to identify relevant historical contexts, that is, the ‘initial conditions’ and internal and external forces which governed the transition. It also aims to understand what current low-income developing countries require for their transition. Three economic driving forces for the transition are identified. They are: (1) labor-intensive industrialization, which offers ample employment opportunities for labor force; (2) international trade, which facilitates efficient international division of labor; and (3) agricultural development, which improves food security by increasing supply of staple foods. The book presents a bold account of each driver for the transition.

This study focuses on five countries of Southeast Asia that collectively account for 90% of regional GHG emissions in recent years---Indonesia, Malaysia, the Philippines, Thailand, and Viet Nam. It applies two global dynamic economy–energy–environment models under an array of scenarios that reflect potential regimes for regulating global GHG emissions through 2050. The modeling identifies the potential economic costs of climate inaction for the region, how the countries can most efficiently achieve GHG emission mitigation, and the consequences of mitigation, both in terms of benefits and costs. Drawing on the modeling results, the study analyzes climate-related policies and identifies how further action can be taken to ensure low-carbon growth.
