Given the complexity of the problems and the enormity of the task, more innovative and effective approaches are urgently needed. The key actors are those who suffer most - the rural poor themselves. It is crucial to recognize that they have their own strategies to secure their livelihoods which vary from household to household depending on numerous factors such as their socio-economic status, education and local knowledge, ethnicity, and stage in the household life cycle. At the same time, the strategies of these different groups of people are heavily influenced by and respond to the broader socio-economic, cultural, political, religious and institutional context in which they live. In many cases, the strategies of different groups are complementary and mutually beneficial while in some cases they may uncover latent conflicting interests that call for negotiation and resolution.

Book excerpt: This note examines the relationships between climate-related vulnerabilities, adaptation practices, institutions, and external interventions to show the role and importance of local institutions in climate change. It proposes an analytical framework to classify adaptation practices based on their relationship to different forms of environmental risks. It examines past adaptation responses to climate change, their impacts on the livelihoods of the rural poor, and the role of institutions in facilitating external support for adaptation. The discussion uses evidence from two sets of cases - those in the United Nations Framework Convention on Climate Change (UNFCCC) coping strategies database, and in the National Adaptation Programs of Action (NAPAs) - to comparatively assess the role of local rural institutions in facilitating adaptation. Focusing on three types of institutions - public, private, and civic, a review of case studies indicates that local institutions play a crucial role in shaping adaptation to climate change: they connect households to local resources and collective action; determine flows of external support to different social groups, and link local populations to national interventions. The lessons from this review are finally used to make recommendations about the operational significance of local institutions and institutional analysis in the context of climate change.

The articles, which are all place-based case studies across nine African countries, cover three not necessarily mutually exclusive thematic areas, namely: smallholder farming livelihoods under new climate risk (five articles); long-term dynamics of livelihoods and landscape change and future trajectories (two articles); and natural resource management and governance under a changing climate, spanning forests, woodlands, and rangelands (four articles). The commonalities, key messages, and research gaps across the 11 articles are presented in a synthesis article. All the case studies pointed to the need for an integrated and in-depth understanding of the multiple drivers of landscape and livelihood change and how these interact with local histories, knowledge systems, cultures, complexities, and lived realities. Moreover, where there are interventions (such as new governance systems, REDD+ or climate smart agriculture), it is critical to interrogate what is required to ensure a fair and equitable distribution of emerging benefits.
