In many cases these regions contain habitats and landscapes of international importance; they have also often escaped some of the environmental damage caused by industrialization. But, as the papers' reveal, attempts by the EU to safeguard these environmental benefits are often contradicted by the EU’s own development policies, bringing air pollution from new roads, contamination from new industries, and leading to habitat destruction from modern agricultural practices and increases in tourism. As the Union pushes for the deepening of the integration process, including completing the internal market, the pressures on the periphery's environment are increasing. Furthermore, the efforts of the periphery to catch-up economically with the developed core can often heighten the tension between economic considerations on the one hand and the need for environmental protection on the other. The studies in this book examine the ambivalent responses to EU environmental policy among policy-makers and environmentalists in the periphery. Both the willingness as well as the capacity of the periphery to protect its environmental heritage are explored. In particular, the administrative capacity, institutional arrangements, political culture as well as economic development needs are taken into account in an examination of the nature of the periphery’s response to and implementation of Union environmental policy. The book will appeal to policy-makers and academics in the countries of the European periphery and to analysts of European policy-making everywhere, especially those concerned with environmental policy and politics.

It places particular emphasis on its socio-economic and socio-political determinants which accompany the problem of existing and ever-widening differences in the level of regional development in various parts of Europe. In order to diagnose the scale of those differences and to indicate the main forces behind the divergence of development, the authors propose an original systematisation of regional development factors, drawing attention to the need to consider them within the framework of present-day socio-economic megatrends. The proposed approach to the development factors is also used for the author's operationalisation of the concept of territorial capital, which is at the centre of regional place-based policy. The wide spatial aspect of the analysis (national and local) and its extensive temporal scope (2004-2019) yields unique results and creates an important element of added value for this book, which shows the regularities of the process of regional development in Europe at three spatial levels - pan-European, national and intra-regional. Furthermore, it indicates the challenges faced by regionalists who attempt to carry out research on different territorial levels with a diverse number of units (205 EU regions, 16 Polish voivodeships, 2,478 Polish local units) and extended observation periods (2004-2017). The solutions proposed by the authors, who show the potential of overcoming the barriers resulting from limited access to complete and comparable statistical data series, should be inspiring for many researchers. The unique results of direct research carried out on a large sample of respondents and entrepreneurs via diverse field research techniques constitute a valuable source of information on local conditions that impact contemporary development processes in less developed regions. Their value is even greater because they were carried out in a unique laboratory created by the authors for testing the regularity of formation and impact of socio-economic development factors in various locally determined conditions of this process. It consists of purposefully selected test units (LAU2). Located in a less developed region, they represent all growth types and functional test units identified in the course of the research. Consequently, the results obtained may be generalised and applied to other areas showing similar features of territorial capital. The monograph is addressed primarily to a wide group of regionalists connected with economic and social sciences as well as to practitioners involved in the implementation of development policies at various levels.

This book demonstrates how these three challenges are closely inter-related. A return to economic growth cannot come at the expense of greater risk of irreversible climate change. Instead, what is required is a reconceptualization of what is intended by 'economic development' and a fundamental transformation of the economy to a new 'green' trajectory, based on rapidly diminishing emission of greenhouse gases. This entails a much greater emphasis on innovation in all its forms - not just technological. Innovation policy must be placed at the very heart of industrial policy and indeed of economic policy more broadly. Other parts of the world are also facing varying forms of the triple challenge, and while the governance challenge may not be exactly the same as for Europe and the EU, Europe is uniquely placed to take the lead in addressing the triple challenge. While this may well entail certain costs in the short term, it will undoubtedly bring considerable benefits in the longer term. It should also encourage countries in other parts of the world to follow Europe's lead in this transformation process, thereby ensuring that climate change is kept within manageable bounds. Addressing the triple challenge would thus provide Europe and its citizens with a new sense of purpose, revitalizing the EU and 'the European project' over the decades to come.

The high interest shown in these confer ences by academics and government representatives and the fact that several re search projects have already crystallised out of the debates they engendered indi cate that the network is meeting a need for exchange and cooperation. Decisions on spatial development do not stop at national borders and the dis cussion on spatial development in any European region has therefore to take the European context into consideration. Clearly, more inf- mation does not necessary imply more certainties on how to act. What is more, the same facts are often interpreted in markedly different ways: the same policy relevant information can – and often does – results in confli- ing framing of a problem by different stakeholders. This is mainly due to competing assumptions, rather then because of inconsistent facts. The- fore, it is not surprising that policy-makers are calling for strategic intel- gence to support their understanding of today's challenges, including the relevant aspects of science and technology, their impact and their possible future developments. Over the last 15 years, Europe has rapidly adopted the practice of dev- oping and using Impact Assessment (IA) tools to support decision-making. Formal procedures and guidance for IA are well established within the European Commission and in most EU Member States. The adoption of IA procedures alone, however, does not guarantee that every policy domain is actually using the full potential of these assessment tools in the preparation of policies and legislation.
