Book excerpt: This book engages readers in thirteen conversations presented by authors from around the world regarding the role that textbooks play in helping readers imagine membership in the nation. Authors’ voices come from a variety of contexts – some historical, some contemporary, some providing analyses over time. But they all consider the changing portrayal of diversity, belonging and exclusion in multiethnic and diverse societies where silenced, invisible, marginalized members have struggled to make their voices heard and to have their identities incorporated into the national narrative. The authors discuss portrayals of past exclusions around religion, ethnicity, sexual orientation, as they look at the shifting boundaries of insider and outsider. This book is thus about “who we are” not only demographically, but also in terms of the past, especially how and whether we teach discredited pasts through textbooks. The concluding chapters provides ways forward in thinking about what can be done to promote curricula that are more inclusive, critical and positively bonding, in increasingly larger and more inclusive contexts.

Book excerpt: The study of citizenship in the context of South Africa implicitly challenges the rights-based democracy in South Africa, while literature regarding women and citizenship has greatly contributed to a new understanding of citizenship. Locally, many global processes are reproduced in the discourse of rights-claiming, issues of institutional representation, bodily integrity in the face of violence, and care in the face of a lack of care. This volume takes the debate of citizenship in South Africa in a more theoretical and empirical direction while engaging with knowledge produced elsewhere in the world. As part of the Gender in a Local/Global World series, it investigates the making of gendered citizenship, institutionalization of gender politics, the state of gendered policy making, local citizenship, rights, the women's movement, gendered violence, as well as citizenship and the body.

Book excerpt: Informatization is playing an increasingly important role in democratic politics. For some time already, various applications of Information and Communication Technologies (ICT) are, more or less successfully, used by politicians, representative bodies, political parties and citizens. It is, however, reasonable to believe that informatizaton will be of paramount interest for existing actors and institutions that are involved in public decision-making in a democracy. The advent of telecommunication infrastructures that will enable the use of all kinds of interactive facilities, is considered to be an important step towards a more participative democratic system. Many projects that share a common feature have been set up: their ambition to renew democratic decision-making structures and practises with the help of ICT. Most of these projects can be found at the level of local and/or regional government. In this book, the claim that these projects can reform or strengthen democratic politics is explored and discussed both empirically and theoretically. The research that is presented in this book makes clear that, as far as the role of informatization regarding the functioning of the democratic polity is concerned, it appears that informatization represents both opportunities and threats.

Available in PDF, EPUB and Kindle. Book excerpt: Sir Michael Lyons was commissioned to consider the case for changes to the present system of local government funding in England and make recommendations, including on the reform of council tax. The remit was extended to cover questions relating to the function of local government and its future role as well as how it is funded, and also to consider the implications of the Barker (ISBN 0118404857), Eddington (ISBN 0118404873) and Leitch (ISBN 0118404865) reports. His overall conclusions are as follows: (1) local government is an essential part of our system of government; (2) central and local government needs to work more closely together as part of a single system, and local people should have a greater say in setting local priorities to enable authorities to manage pressures on public expenditure and improve satisfaction; (3) a mosaic of reforms is needed in the short term to address the most urgent problems, paving the way for more radical reforms in the medium- and longer-term. Recommendations include: automated council tax benefit; an end to capping; revaluation of properties for council tax; new bands with higher bills for those in more expensive properties and lower bills for those in the cheapest; consider reserving a fixed proportion of income tax for local government; longer term options should include local income tax and relocalisation of the business rate. Sir Michael concludes that council tax is not 'broken', but that it is under too much pressure, is seen as unfair, and has some limitations in that it is not a naturally buoyant source of revenue.

Book excerpt: This book, first published in 1994, analyses the changing world order at the end of the Cold War. As the East-West military axis was replaced by North-South economic polarization and global insecurity, it became clear that future wars were likely to stem from resource and environmental conflict and from the effects of mass movements of displaced people. Using case studies from around the world, the authors diagnose the problems caused by increasing militarism, and analyse the links between conflict, poverty, development and the environment.
