Book excerpt: Military manpower policy is often crafted by policymakers without an in-depth understanding of the life experiences and views of junior enlisted personnel. It is plausible to expect that some policymakers attribute the attitudes and experiences of these young soldiers to such features as youth or lack of an advanced education and may thus believethemselves able to empathize with this population group by recalling their own parallel life experiences. However, this approach oversimplifies the life experiences of these families and neglects the reality that most policymakers and professional managers have never experienced the compendium of problems these couples face, such as youth, lack ofeducation, financial difficulties, emotional and physical distance from extended family, and invisibility in a large bureaucracy. At the center of this book are the personal stories of three junior enlisted spouses, told in their own voices and selected to emphasize the dilemmas numerous enlisted families face. First-term enlisted personnel were more dissatisfied (41 percent) than satisfied (35 percent) with the overall military way of life. In addition, only 29 percent of first-term enlisted personnel reported that they were likely to stay on active duty, and relatively few (14 percent) reported that they envisioned serving a 20-year career. However, mid-career personnel were more satisfied than dissatisfied with the military way of life. More specifically, 52 percent of mid-career enlisted personnel and 62 percent of mid-career officers were satisfied, while only 23 percent and 20 percent, respectively, were dissatisfied. In addition, both mid-career enlisted personnel and officers reported that they were more likely than unlikely to stay on active duty (62 percent and 63 percent, respectively). And, mid-career enlisted personnel and officers reported that they were more likely than unlikely to serve 20 years (63 percent and 66 percent, respectively).

Focusing on the decade from 1972 to 1982, Judith Stiehm uses personal narratives, interviews, policy statements, and other material to explore the experience of American women in the military—their reasons for enlisting, their roles, their self-image, and the way they are viewed by civilians. Although there are now more than 200,000 women in uniform, Stiehm asks why the policies concerning enlisted women "so often appear to fly in the face of both logic and evidence." Her analysis of the effects of change in military policy on women of different ranks and ages reveals how certain functional myths (e.g., "war is manly") are challenged by the presence of women. The result has been an uneasy accommodation. Arms and the Enlisted Woman includes a vivid first-person account by a female veteran of one woman’s experience in the Air Force. Honorably discharged as a Staff Sergeant after six years of working as an airplane mechanic, this woman describes the struggle to be taken seriously and treated equally, and to excel in a non-traditional field. She also relates the joys of seeing a job well done and being part of a cohesive team. Her mixed reaction to her military career epitomizes the difficulty with which enlisted women have been assimilated. Stiehm also analyzes the rapidly shifting military policies concerning women as well as the reasons for certain erroneous but persistent beliefs about them, and remarks, "One thing seems to be certain. To the professional military the enlisted woman is a raw nerve."

These include unexpected deployments, long separations, and isolation from parents and other family members, to name a few. The military services are interested in reducing the source and intensity of the stress affecting their members. Surveys of military personnel show that, particularly for junior personnel, financial problems constitute a major source of stress, subordinate only to increased workload and family separation. The services have a vested interest in reducing the number and type of financial problems their members have because they not only have a negative effect on individual family well-being, but they also can lead to poor job performance. Thus, determining the nature and extent of the financial problems afflicting military personnel and whether these problems differ substantially in type and number from comparable members of civilian society could provide policymakers with important information. At the request of the Department of Defense, the National Defense Research Institute conducted a study to answer these questions.
