Book excerpt: This conference explored how to generate private-sector financing; how to involve interested parties early in the planning process to assure that all participants are treated equitably; and how to handle administrative requirements that may be well-meaning but that impose undue hardships, especially on small firms. Other topics include management and operating roles, the use of paratransit in improving public transit productivity, and the role of the private bus industry. There were five sessions during the conference. Summaries of these sessions are included, along with closing comments.

Available in PDF, EPUB and Kindle. Book excerpt: Privatization began in the 1970s with Carter's deregulation of some business, and increased with the Thatcher administration in the United Kingdom, the Reagan administration in the United States, and many communist and socialist countries. One area of concern in privatization is transportation—airports, water ports, roads, and mass transit. Privatization can be implemented in financing, construction, operation, and maintenance of the transportation system, the main motives being the belief that the private sector can be more efficient than the public sector, and because public funds are becoming less plentiful for a variety of reasons. The focus is on ideas and innovations for expanding the private role in transportation. Specifically covered are ideas and innovations for expanding the role of private sector in U.S. transportation projects, private financing of urban transportation, airport privatization, water port improvement, toll roads, and competitive contracting for transit services. The distinguished list of contributors includes the co-recipient of the 1996 Nobel Prize in Economics, William Vickrey. The audience for the work are scholars dealing with the discussions concerning the economics and politics of privatization, business people who are likely to be interested in potential opportunities, governmental regulators and staff, and policy makers.

Book excerpt: As demand for transit and competition for available federal funding increases, transit project sponsors are increasingly looking to alternative approaches, such as public-private partnerships, to deliver and finance new, large-scale public transit projects more quickly and at reduced costs. This report reviewed: (1) the role of the private sector in U.S. public transit projects as compared to international projects; (2) the benefits and limitations of and barriers, if any, to greater private sector involvement in transit projects and how these barriers are addressed in the Dept. of Transportation's (DoT) pilot program; and (3) how project sponsors and DoT can protect the public interest when these approaches are used. Book excerpt: The 1990s saw an increase in the liberalisation of transport policies and a strengthening of the role of private operators and investors in transport infrastructure worldwide. The search for sustained improvement in efficiency is probably secondary to the need to find additional financing, but it is improvement in services that is at the core of the new role of the government in transport. Governments must now become fair economic regulators of many of the privately operated transport services and infrastructures. This book examines the major challenges that governments are likely to face in taking on their new role in transport.

Book excerpt: As demand for transit and competition for available federal funding increases, transit project sponsors are increasingly looking to alternative approaches, such as public-private partnerships, to deliver and finance new, large-scale public transit projects more quickly and at reduced costs. GAO reviewed (1) the role of the private sector in U.S. public transit projects as compared to international projects; (2) the benefits and limitations of and barriers, if any, to greater private sector involvement in transit projects and how these barriers are addressed in the Department of Transportation's (DOT) pilot program; and (3) how project sponsors and DOT can protect the public interest when these approaches are used. GAO reviewed regulations, studies, and contracts and interviewed U.S., Canadian, and United Kingdom officials (identified by experts in the use of these approaches). The Federal Transit Administration (FTA) should incorporate greater flexibility in its pilot program through the use of existing tools, such as conditional approvals, to streamline the New Starts process, and develop a sound evaluation plan to assess the pilot program's

The GAO watches over Congress, and investigates how the federal government spends taxpayers dollars. The Comptroller General of the United States is the leader of the GAO, and is appointed to a 15-year term by the U.S. President. The GAO wants to support Congress, while at the same time doing right by the citizens of the United States. They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.

Available in PDF, EPUB and Kindle. Book excerpt: Urban transportation problems abound across America, including jammed highways during rush-hours, deteriorating bus service, and strong pressures to build new rail systems. Most solutions attempt either to increase transportation capacity (by building more roads and expanding mass transit) or to manage existing capacity (through HOV restrictions, exclusive bus lanes, and employer-based policies such as flexible work hours). This book develops an alternative solution to urban transportation problems based on economic analysis, but well aware of the political constraints on policymakers. The authors estimate that efficient pricing and service policies could save more than $10 billion in annual net benefits over current practices, but argue that powerful, entrenched political and institutional forces will continue to thwart efficient economic solutions to improve urban transportation. They believe, however, that some form of privatization would likely improve social welfare more than an efficient public sector system. Facing fewer operating restrictions, greater economic incentives, and stronger competitive pressures, private suppliers could substantially improve the efficiency of urban operations and offer services that are more responsive to the needs of all types of travelers. The authors conclude that policymakers have bestowed huge benefits on the public by allowing the private sector to play a leading and unencumbered role in the provision of intercity transportation. Public officials should take the next step and allow the private sector to play a leading role in the provision of urban transportation.
