Book excerpt: Social protection transfers are the most widespread measures adopted to stabilize refugee households’ livelihoods and alleviate their food insecurity. This paper contributes to the literature on the effectiveness of different types of support on livelihoods and productivity outcomes of one of the largest refugee populations in Africa. Taking advantage of a unique panel dataset representative of the largest part of the 1.4 million people hosted in the Uganda refugees’ settlements, this paper investigates how different social protection interventions (cash and food) are effective in alleviating food insecurity and in contributing to beneficiaries’ self-reliance. The results show that the effectiveness of transfers depends on beneficiaries’ characteristics, on context specificity, and on the outcome assessed.

Book excerpt: This research explored associations between refugee housing characteristics and desired refugee outcomes - namely health & well-being and self-reliance - and examined plausible mediating mechanisms that may explain the associations between these variables. It is one of the first studies to directly examine the relationship between refugee housing and refugees' ability to be self-reliant, in alignment with Housing First models. A sample of 82 participants was randomly selected in three zones of Bidibidi Refugee Settlement in Uganda, where residents are largely responsible for constructing and maintaining their own earthen housing. These housing structures and layouts were described, and a matrix of bi-variate correlations was examined. A series of significantly correlated variables was tested for mediation based on the hypotheses, and this mediation model was then tested for moderation by demographic variables (zone, sex, marital status, hut tenure, and age). Results identified several statistically significant housing variables relevant to self-reliance and health & well-being. Presence of pests within households was associated with resource access, and sleep quality served as a significant mediator in this model. No demographic variables served as significant moderators for the pests-sleep quality-resource access mediation model. Ultimately, these findings help identify specific future points of intervention for settlement housing, thereby informing projects, policies, and the design of refugee settlements going forward.

Despite some pioneering research on the economic lives of refugees, there remains a lack of theory and empirical data through which to understand, and build upon, refugees' own engagement with markets. Yet, understanding these economic systems may hold the key to rethinking our entire approach to refugee assistance. If we can improve our knowledge of the resource allocation systems that shape refugees' lives and opportunities, then we may be able to understand the mechanisms through which these market-based systems can be made to work better and turn humanitarian challenges into sustainable opportunities. This book adopts an inter-disciplinary approach, based on original qualitative and quantitative data on the economic life of refugees, in order to begin to build theory on the economic lives of refugees. It focuses on the case of Uganda because it represents a relatively positive case. Unlike other governments in the region, it has taken the positive step to allow refugees the right to work and a significant degree of freedom of movement through it so-called 'Self-Reliance Strategy'. This allows a unique opportunity to explore what is possible when refugees have basic economic freedoms. The book shows that refugees have complex and varied economic lives, often being highly entrepreneurial and connected to the global economy. Today, the concept of "the refugee" as distinct from other migrants looms large. Immigration laws have developed to reinforce a conceptual dichotomy between those viewed as voluntary, often economically motivated, migrants who can be legitimately excluded by potential host states, and those viewed as forced, often politically motivated, refugees who should be let in. In Crossing, Rebecca Hamlin argues against advocacy positions that cling to this distinction. Everything we know about people who decide to move suggests that border crossing is far more complicated than any binary, or even a continuum, can encompass. The decision to leave home is almost always multi-causal and often involves many stops and hazards along the way--a reality not captured by a system that categorizes a majority of border-crossers as undeserving, and the rare few as vulnerable and needy. Drawing on cases of various "border crises" across Europe, North America, South America, and the Middle East, Hamlin outlines major inconsistencies and faulty assumptions upon which the binary relies, and explains its endurance and appeal by tracing its origins to the birth of the modern state and the rise of colonial empire. The migrant/refugee binary is not just an innocuous shorthand, indeed its power stems from the way in which is it painted as objective, neutral, and apolitical. In truth, the binary is a dangerous legal fiction, politically constructed with the ultimate goal of making harsh border control measures more ethically palatable to the public. This book is a challenge to all those invested in the rights and study of migrants, to interrogate their own assumptions and move towards more equitable advocacy for all border crossers.

The Handbook for Self-Reliance complements the guidelines set out in this framework. Prepared through a process of field missions, workshops and consultations with agencies and actors involved in refugee assistance, the Handbook is an operational tool for formulating and implementing self-reliance strategies.
