Markey Charitable Trust spent over $500 million on four programs in the basic biomedical sciences that support the education and research of graduate students, postdoctoral fellows, junior faculty, and senior researchers. The Markey Trust asked the NRC to evaluate these programs with two questions in mind: "Were these funds well spent?" and "What can others in the biomedical and philanthropic communities learn from the programs of the Markey Trust, both as an approach to funding biomedical research and as a model of philanthropy?" One of five resulting reports, this volume contains the proceedings of a workshop held in June 2005 to investigate methods used to evaluate funding of the biomedical scientists by philanthropic and public funders. In addition to the Markey Trust, representatives from the Howard Hughes Medical Institute, the American Heart Association, the Doris Duke Charitable Foundation, the National Institutes of Health, and six other funders of biomedical scientists presented information on evaluation methodologies and outcomes.

Book excerpt: This book brings to light trends in the support of life scientists beginning their professional careers. In 1985, 3,040 scientists under the age of 36 applied for individual investigator (R01) grants from the National Institutes of Health, and 1,002 received awards, for a "success rate" of 33%. In 1993, 1,389 scientists under the age of 36 applied for R01 grants and 302 received awards, for a success rate of 21.7%. Even when R23/R29 grant awards (both intended for new investigators) are added to the R01 awards, the number of R01 plus R23 awards made in 1985 was 1,308, and in 1993, the number of R01 plus R29 was 527. These recent trends in the funding of young biomedical research scientists, and the fact that young nonbiomedical scientists historically have had a smaller base of support to draw upon when beginning their careers, raises serious questions about the future of life science research. It is the purpose of this volume to present data about the trends and examine their implications.

Book excerpt: Sharing knowledge is what drives scientific progress - each new advance or innovation in biomedical research builds on previous observations. However, for experimental findings to be broadly accepted as credible by the scientific community, they must be verified by other researchers. An essential step is for researchers to report their findings in a manner that is understandable to others in the scientific community and provide sufficient information for others to validate the original results and build on them. In recent years, concern has been growing over a number of studies that have failed to replicate previous results and evidence from larger meta-analyses, which have pointed to the lack of reproducibility in biomedical research. On September 25 and 26, 2019, the National Academies of Science, Engineering, and Medicine hosted a public workshop in Washington, DC, to discuss the current state of transparency in the reporting of preclinical biomedical research and to explore opportunities for harmonizing reporting guidelines across journals and funding agencies. Convened jointly by the Forum on Drug Discovery, Development, and Translation; the Forum on Neuroscience and Nervous System Disorders; the National Cancer Policy Forum; and the Roundtable on Genomics and Precision Health, the workshop primarily focused on transparent reporting in preclinical research, but also considered lessons learned and best practices from clinical research reporting. This publication summarizes the presentation and discussion of the workshop.

At the request of NIH, the National Academies conducted a study on ways to address these issues. In spite of this program, the difficulty obtaining jobs after the postdoc period has discouraged many domestic students from pursuing graduate postdoc training. In the United States, more than 50 percent of the postdoc workforce is made up of individuals who obtained their Ph.D.s from other countries. Indeed, one can make a strong argument that the influx of highly trained and creative foreigners has contributed greatly to U.S. science over the past 70 years. Research Training in the Biomedical, Behavioral, and Clinical Research Sciences discusses a number of important issues, including: the job prospects for postdocs completing their training; questions about the continued supply of international postdocs in an increasingly competitive world; the need for equal, excellent training for all graduate students who receive NIH funding; and the need to increase the diversity of trainees.
