Book excerpt: This book deals with the evolution, current status and potential of U.S.-India strategic cooperation. From very modest beginnings, the U.S.-India strategic partnership has developed significantly over the last decade. In considerable part, this growth has stemmed from overlapping concerns about the rise and assertiveness of the People’s Republic of China, as well as the instability of Pakistan. Despite the emergence of this partnership, significant differences remain, some of which stem from Cold War legacies, others from divergent global strategic interests and institutional design. In spite of these areas of discord, the overall trajectory of the relationship appears promising. Increased cooperation and closer policy coordination underscore a deepening of the relationship, while fundamental differences in national approaches to strategic challenges demand flexibility and compromise in the future.

Book excerpt: This book explores the relationship between the developing India–US strategic Partnership and Pakistan’s security. It assesses India and the US's areas of cooperation to show that the partnership will bring drastic changes for India’s military capabilities and modernization of its forces. The book shows that, in addition to enhancing India’s domestic nuclear stockpiles through the nuclear cooperation agreement, collaboration in high-tech areas such as space and innovative technologies will enable India to acquire sophisticated delivery systems as well as surveillance capacity. The author argues that these advancements will enable India to destabilize the strategic balance in the region. The book also briefly explores the nuclear doctrines of India and Pakistan that provide an insight into the role of nuclear weapons in maintaining deterrence in the region. To understand the power dynamics caused by the strategic partnership and their impact on strategic stability in South Asia, the author utilizes the Balance of Power and Power Transition theories. A timely analysis of the India–US Strategic Partnership with a Pakistan angle, the book will be of interest to academics working in the fields of Asian security, Asian politics, especially South Asia, strategic studies, international relations, political science, nuclear non-proliferation, conflict studies, arms control, and security studies.

During the Cold War, owing to opposing grand strategies, the two states frequently found themselves at odds. With the end of the Cold War and the demise of the Soviet Union, Indo-US security cooperation started in a fitful fashion, but in recent years it has acquired considerable stability. The armed forces of the two states have participated in exercises on land, sea and air and have also carried out joint humanitarian missions. Drawing on new information and with contributions from both academics and policy makers, this wide-ranging volume analyzes the strategic convergence of the world’s two largest democracies, whilst explaining why important differences do remain. These notably include questions pertaining to the future of India’s nuclear and ballistic missile programs, US-Pakistan ties and India’s links with Iran. This volume will be of great interest to students of South Asian politics, Asian security, US foreign policy and security studies in general.

This book was released on 2019-06-02 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: This important report was issued by the Department of Defense in June 2019. The Indo-Pacific is the Department of Defense's priority theater. The United States is a Pacific nation; we are linked to our Indo-Pacific neighbors through unbreakable bonds of shared history, culture, commerce, and values. We have an enduring commitment to uphold a free and open Indo-Pacific in which all nations, large and small, are secure in their sovereignty and able to pursue economic growth consistent with accepted international rules, norms, and principles of fair competition. The continuity of our shared strategic vision is uninterrupted despite an increasingly complex security environment. Inter-state strategic competition, defined by geopolitical rivalry between free and repressive world order visions, is the primary concern for U.S. national security. In particular, the People's Republic of China, under the leadership of the Chinese Communist Party, seeks to reorder the region to its advantage by leveraging military modernization, influence operations, and predatory economics to coerce other nations. In contrast, the Department of Defense supports choices that promote long-term peace and prosperity for all in the Indo-Pacific. We will not accept policies or actions that threaten or undermine the rules-based international order - an order that benefits all nations. We are committed to defending and enhancing these shared values.China's economic, political, and military rise is one of the defining elements of the 21st century. Today, the Indo-Pacific increasingly is confronted with a more confident and assertive China that is willing to accept friction in the pursuit of a more expansive set of political, economic, and security interests. Perhaps no country has benefited more from the free and open regional and international system than China, which has witnessed the rise of hundreds of millions from poverty to growing prosperity and security. Yet while the Chinese people aspire to free markets, justice, and the rule of law, the People's Republic of China (PRC), under the leadership of the Chinese Communist Party (CCP), undermines the international system from within by exploiting its benefits while simultaneously eroding the values and principles of the rules-based order. This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community. 1. India's government, led by Prime Minister Mamonhan Singh, has stated it intention to intensify these ties with America. Clearly the Bush administration agrees. For example, President Bush has indicated his intention to sustain the gains achieved since 2001 as a priority. Prime Minister Singh has invited the President to India. President Bush has indicated his intention to go there, leading Indian analysts to expect that, "What we are going to see is a consolidation of Indo-U.S. ties on a range of strategic issues. We may see a greater emphasis on economic ones as well. The Bush administration is prepared to make a major offer of arms sales to India. This deal has many repercussion across the entire range of Indo-American relationships and of India's relationships with a host of important foreign governments like Russia, China, Pakistan, and Israel. Undoubtedly, a reinforcement of the economic foundations of bilateral amity would be desirable for many reasons. This book-length monograph seeks to illuminate India's rising power and capabilities with regard to the key regions on its periphery: the Persian Gulf, Central Asia, and South East Asia. The author also considers the major issues pertaining to India's bilateral defense agenda with the United States. By revealing the dimensions of India's growing capabilities and interests, he provides a strategic rationale developing the U.S.-India partnership further.

Book excerpt: As global competition with an increasingly assertive Chinese Government expands, the strategic relationship between India and the United States is assuming ever-greater importance. From a superficial perspective, a strategic partnership seems to make a great deal of sense for both countries. Yet, enormous political, cultural, and structural obstacles remain between them, which continue to slow the progress in security cooperation to a crawl, relative to China’s economic and military advances. The authors explore these impediments frankly and suggest practical ways to build trust and establish confidence.

Book excerpt: This volume focuses on the rapidly expanding strategic relationship between India and Japan, expanding on the hitherto under-analyzed concept of “strategic partnership,” tracing the history of the interaction, and gauging its current and future trajectories. The rise of China and its challenge to U.S. dominance of the global system is the setting in which the partnership has assumed a major profile, incorporating both defence and economic cooperation on an unprecedented scale. The increasing congruence of Indian and Japanese interests is juxtaposed with the inherent limitations of the partnership to portray a complex picture of a kind of strategic relationship that has become a staple of contemporary international politics.

Available in PDF, EPUB and Kindle. Book excerpt: When the Stakes Are High is based on the premise that powers have continually played a decisive role in international conflicts. Consequently, one of the key questions concerns the conditions that are likely to trigger or abate dispute escalation into major power conflicts. In this book, Vesna Danilovic provides a rigorous theoretical and empirical analysis of these conditions. Since the most precarious and common form of dispute between major powers arises over third nations, the author's primary focus is on so-called extended deterrence. In this type of deterrence, one side attempts to prevent another side from initiating or escalating conflict with a third nation. When the Stakes Are High addresses such questions as: When is extended deterrence likely to be effective? What happens if deterrence fails? In what circumstances is war likely to result from a deterrence failure? The author's main argument is that a major power's national interests, which shape the inherent credibility of threats and which are shaped by various regional stakes, set the limits to the relevance of other factors, which have received greater scholarly attention in the past. Strongly supported by the empirical findings, the arguments in this work draw important implications for conflict theory and deterrence policy in the post-Cold War era. This book will appeal to the reader interested in international relations, in general, and in theories of international conflict, deterrence, causes of wars, great power behavior, and geopolitics, in particular. Vesna Danilovic is Assistant Professor of Political Science, Texas A&M University.
