Book excerpt: This report is a summary of all significant studies performed by Raytheon Company during our participation in the JTCG/AS TEAS program. The studies encompass primarily three areas: Survivability assessment modeling, Mission cost-effectiveness methodology, and Survivability assessment studies. In the survivability assessment modeling area, several aircraft attrition models were evaluated to determine their applicability to the TEAS effort, and modeling deficiencies were identified. In addition, attrition modeling requirements were outlined (again with the TEAS objectives in mind) to establish a more effective baseline model, and modeling validation techniques were studied to establish model credibility. A mission cost-effectiveness methodology is described to assist the Survivability Assessment Subgroup in the evaluation of the baseline aircraft. Following the definition of a generalized mission effectiveness/survivability model, a cost model based on the WESIAC method was outlined and a sample problem was described to demonstrate a typical application to the TEAS program. Finally, survivability assessment studies were performed to provide examples of how current survivability methodologies could be applied to the study of aircraft attrition.

Book excerpt: This thesis examines the effect of combining radar signature reduction and onboard electronic attack (EA) capability on the survivability enhancement of a generic joint strike fighter (JSF). The missions of a generic JSF are examined, and a tactical scenario for an air-to-air mission and a strike mission are presented. The principles of signature reduction and EA using onboard Electronic Countermeasures (ECM) are reviewed. The effect of signature level and of jammer effective radiated power (JERP) on the ability of a radar to detect the JSF are determined individually. Finally, an approach for combining the two survivability enhancement features is described, in the context of the two tactical JSF scenarios, and an EXCEL spreadsheet program entitled RCS-JERP is developed using unclassified radar and EA equipment data. Although all of the material in this thesis and in RCS-JERP are unclassified, the principles, methodology, and spreadsheet can be applied to specific (and classified) scenarios by utilizing the specific radar data, applicable mission threat analyses, and the effectiveness of the specific EA techniques employed.

In recent conflicts, it has been proven that aircraft have survived MANPADS encounters. Some MANPADS missiles also failed to detonate on or within the aircraft. The survivability/ vulnerability aircraft analysis community is beginning to understand the critical issues relating to the impacts of MANPADS missiles with aircraft; however, the community still requires a validated set of analysis tools to handle this threat. In recent years, a series of aggressive multi-year programs have been initiated to address these voids. These programs have incorporated parallel efforts that integrate first-principle, high-fidelity, nonlinear structural analysis codes, test data, and analytical and empirical penetration equations to advance the state of the art in vulnerability analysis techniques and in understanding aircraft-MANPADS encounters. This article presents an update of a first-principle, high-fidelity MANPADS methodology development project.

Included are four articles that report on JTCG/AS-sponsored projects related to aircraft vulnerability reduction. In addition, you will find two articles on the survivability symposium sponsored by the National Defense Industrial Association (NDIA) and held annually in Monterey, California, at the Naval Postgraduate School. This year's event took place 16-18 November 1999 with the theme, "Aircraft Survivability 1999: Challenges for the New Millennium." In the first article, VADM John Lockard summarizes his keynote address, "Supporting the Warfighter. . . Delivering 21st Century Aviation Solutions Enabling Dominance from the Sea." The second article provides an informative report on the symposium by its chairman, Mr. Dave Hall.

Book excerpt: "Much of [this book] is devoted to a basic discussion of how stealth works and why it is effective in reducing the number of shots taken by defensive systems. Treat this little primer as a stepping off point for discovering more of the complexities of low observability. ... [This book] should also shed light on why complex technologies like stealth cost money to field. The quest for stealth is ongoing... In fact, stealth aircraft will have to work harder than ever. The major difference from 1998 to 2010 is that defense plans no longer envision an all-stealth fleet. ... The radar game of 2020 and 2030 will feature a lot of assists and the tactics that go along with that."--P. 7.

Available in PDF, EPUB and Kindle. Book excerpt: This volume outlines the role of survivability as it evolves over the system life cycle as an integral part of the systems engineering process. The topic is especially pertinent today because emerging technologies are revealing unprecedented opportunities for bringing new and improved systems and products into being that will be more competitive in the private and public sectors worldwide. These technologies are expanding physically realizable design options and enhancing cost-effective capabilities. The purpose of design and analysis engineering activities is to determine how physical factors may be altered to create the most utility for the least cost. The objective is to design the system to minimize losses when it operates in a manmade hostile environment. Designing to meet survivability requirements means considering an optimum mix of susceptibility and vulnerability designs for low susceptibility and low vulnerability. The goal is to develop and demonstrate protection technologies required to ensure survivable operation of warfighting assets in both the natural space environment and the hostile warfighting environment. Specifically, the survivability program evaluates through high-fidelity subsystem and system models the effects of the threats on U.S. and allied systems, and then develops and demonstrates the efficacy of multithreat protection techniques against those threats.

Book excerpt: The hazards associated with the critical flight phases of civil as well as military flight operations can seriously degrade pilot efficiency, and therefore aircraft survivability, if the number or complexity of tasks that the pilot must manage exceeds his/her capabilities. This thesis explores the feasibility of applying artificial intelligence (AI) research to the construction of a Survivability Manager (SM) knowledge based system (KBS) that will assist the pilot by assuming a portion of the survivability task management load. The application of KBS principles to survivability management is illustrated using the normal and emergency management procedures for a hypothetical engine fuel supply system as a working example. Though the SM is not a reality today, there is considerable research in both AI and survivability enhancement studies to draw upon. It is recommended that a prototype be developed using currently available assets to further investigate the feasibility of the Survivability Manager.
