The history of the Irish Parliaments proper begins with that held at Castledermot in mid-June 1264. The book continues with a description of the Irish Parliament in the middle years of Edward III's reign and concludes with an account of the parliament at Drogheda held in 1494, when the passing of Poyning's Law brought the period of medieval parliaments to a close. The appendices include an almost complete list of the meetings convened between 1264 and 1494, as well as copies of documents that, the authors say, are the only means whereby a close glimpse may be had of the personnel and deliberations of the Privy Council.

In the grand 'Whig' tradition, the parliaments of Henry VII were a disappointing retreat from the onward march towards parliamentary democracy. The king was at best indifferent and at worst hostile to parliament; its meetings were cowed and quiescent, subservient to the royal will. Yet little research has tested these assumptions. Drawing on extensive archival research, Cavill challenges existing accounts and revises our understanding of the period. Neither to the king nor to his subjects did parliament appear to be a waning institution, fading before the waxing power of the crown. For a ruler in Henry's vulnerable position, parliament helped to restore royal authority by securing the good governance that legitimated his regime. For his subjects, parliament served as a medium through which to communicate with the government and to shape - and, on occasion, criticize - its policies. Because of the demands parliament made, its impact was felt throughout the kingdom, among ordinary people as well as among the elite. Cooperation between subjects and the crown, rather than conflict, characterized these parliaments. While for many scholars parliament did not truly come of age until the 1530s, when - freed from its medieval shackles - the modern institution came to embody the sovereign nation state, in this study Henry's reign emerges as a constitutionally innovative period. Ideas of parliamentary sovereignty were already beginning to be articulated. It was here that the foundations of the 'Tudor revolution in government' were being laid.

Breaking new ground, this book considers all aspects of women's access to the highest court of medieval England. Women were active supplicants to the Crown in Parliament, and sometimes appeared there in person to prosecute cases or make political demands. It explores the positions of women of varying rank, from queens to peasants, vis-à-vis this male institution, where they very occasionally appeared in person but were more usually represented by written petitions. A full analysis of these petitions and of the official records of parliament reveals that there were a number of issues on which women consistently pressed for changes in the law and its administration, and where the Commons and the Crown either championed or refused to support reform. Such is the concentration of petitions on the subjects of dower and rape that these may justifiably be termed 'women's issues' in the medieval Parliament.
