Book excerpt: To guide the industry in the 21st century, counsel for the National Association of Broadcasters (NAB) and leading attorneys have prepared the only up-to-date, comprehensive broadcast regulatory publication: NAB’s Legal Guide to Broadcast Law and Regulation. Known for years as the "voice" for broadcast law, this publication addresses the full range of FCC regulatory issues facing radio and television broadcasters, as well as intellectual property, First Amendment, cable and satellite, and increasingly important online issues. It gives practicing attorneys, in-house counsel, broadcasters and other communications industry professionals practical "how to" advice on topics ranging literally from "a" (advertising) to "z" (zoning). Now in its 6th edition, NAB’s Legal Guide to Broadcast Law and Regulation is available to keep you current on changes in the law, significant court decisions, FCC rules, agency policies and applied solutions. The National Association of Broadcasters is a nonprofit trade association that advocates on behalf of local radio and television stations and broadcast networks before Congress, the Federal Communications Commission and other federal agencies, and the courts.

Book excerpt: This is the first English handbook devoted to Integrated Services Digital Broadcasting-Terrestrial (ISDB-T), one of the most widely used terrestrial television broadcasting standards originally developed in Japan. This book has been planned and carefully designed to provide an essential overview, and detailed specific information, on every technical element of the ISDB-T system and is organized into four parts. The following are the parts: The core technology elements of an ISDB-T system, including Orthogonal Frequency Division Multiplexing (OFDM), hierarchical transmission, error correction, multiplexing, Moving Pictures Experts Group (MPEG) video/audio coding, and datacasting. It also covers some principles and fundamental technologies that are common to the digital terrestrial broadcast systems. Basic receiver types, overall receiver structure, RF synchronization techniques and fixed/mobile reception technology. For mobile reception, the focus is on the One-Seg narrow band reception technology. A number of key issues in the deployment of broadcast networks, such as contents delivery network design, Signal Frequency Network (SFN) design, signal quality measurement of ISDB-T RadioFrequency (RF) signal and Emergency Warning Broadcast Topics associated with regulatory matters including frequency allocation and channel planning This book contains several real-world examples, including parameter setting in data-rate calculation, SFN or infrastructure deployment with detailed explanation on Japanese Association of Radio Industries and Business (ARIB) and Brazilian Associao Brasileira de Normas Tcnicas (ABNT) standard. This book will be of considerable use to the broadcast operator, product design engineers, and engineering students in understanding the capabilities and limitations of the ISDB-T system.

Available in PDF, EPUB and Kindle. Book excerpt: The broadcasting industry’s trade association, the National Association of Broadcasters (NAB), sought to sanitize television content via its self-regulatory document, the Television Code. The Code covered everything from the stories, images, and sounds of TV programs (no profanity, illicit sex and drinking, negative portrayals of family life and law enforcement officials, or irreverence for God and religion) to the allowable number of commercial minutes per hour of programming. It mandated that broadcasters make time for religious programming and discouraged them from charging for it. And it called for tasteful and accurate coverage of news, public events, and controversial issues. Using archival documents from the Federal Communications Commission, NBC, the NAB, and a television reformer, Senator William Benton, this book explores the run-up to the adoption of the 1952 Television Code from the perspectives of the government, TV viewers, local broadcasters, national networks, and the industry’s trade association. Deborah L. Jaramillo analyzes the competing motives and agendas of each of these groups as she builds a convincing case that the NAB actually developed the Television Code to protect commercial television from reformers who wanted more educational programming, as well as from advocates of subscription television, an alternative distribution model to the commercial system. By agreeing to self-censor content that viewers, local stations, and politicians found objectionable, Jaramillo concludes, the NAB helped to ensure that commercial broadcast television would remain the dominant model for decades to come.
