They assess Russia's domestic discourse on the High North's role in the system of national priorities as well as of Moscow's bi- and multilateral relations with major regional players, energy, environmental, socio-cultural, and military policies in the Arctic. In contrast to the internationally wide-spread stereotype of Russia as a revisionist power in the High North, this book argues that Moscow tries to pursue a double-sided strategy in the region. On the one hand, Russia aims at defending her legitimate economic interests in the region. On the other hand, Moscow is open to co-operation with foreign partners that are willing to partake in exploiting the Arctic natural resources. The general conclusion is that in the foreseeable future Moscow's strategy in the region will be predictable and pragmatic rather than aggressive or spontaneous. The authors argue that in order to consolidate the soft power pattern of Russia's behavior a proper international environment in the Arctic should be created by common efforts. Other regional players should demonstrate their responsibility and willingness to solve existing and potential problems on the basis of international law.

The calculated density models of the Earth crust illustrate the deep structure of the main blocks of the crust. Five major gas-condensate and gas fields are discovered here: three (Shtokman, Ludlov, Ledovoe) in the Barents and two (Leningrad and Rusanov) in the Kara Sea. Geological and geophysical characteristics of the Russian Arctic Sea sedimentary basins allow an estimation of their hydrocarbon potential by comparison with the known world analogues. Total potential resources of giant deposits of hydrocarbons in Russian Arctic Seas are estimated at 470 billion barrels of oil equivalent. The richest resources are the Kara Sea and Laptev Sea. Less rich is Barents Sea. The relatively smaller contribution to the overall estimation of the resources makes the resources of East-Siberian Sea and Chukchi Sea. Development the energy capacity of the continental shelf of Russia can play a stabilizing role in the dynamics of oil and gas production in the period 2010-2020. A key role in developing the capacity of the Arctic shelf oil and gas play is the innovative technology in exploration, production and management of the relevant investment projects. World offshore experience indicates that the combination of these factors is achieved through the formation of international firms and organizations. As the receding polar ice increases the accessibility of the Arctic region, rival powers have been manoeuvering for geopolitical and resource security. Geographically, Russia controls half of the Arctic coastline, 40 percent of the land area beyond the Circumpolar North, and three quarters of the Arctic population. In total, the sea and land surface area of the Russian Arctic is about 6 million square kilometres. Economically, as much as 20 percent of Russia's GDP and its total exports is generated north of the Arctic Circle. In terms of resources, about 95 percent of its gas, 75 percent of its oil, 96 percent of its platinum, 90 percent of its nickel and cobalt, and 60 percent of its copper reserves are found in Arctic and Sub-Arctic regions. Add to this the riches of the continental shelf, seabed, and waters, ranging from rare earth minerals to fish stocks. After a spike of aggressive rhetoric when Russia planted its flag in the Arctic seabed in 2007, Moscow has attempted to strengthen its position as a key factor in developing an international consensus concerning a region where its relative advantages are manifest, despite its diminishing military, technological, and human capacities.

Book excerpt: The EU-Russia energy relationship is a core aspect of their relationship, and one which has faced difficulties and tensions in recent years, characterized by mutual dependence of security of supply and security of demand. However, Russia has shown itself willing to use energy as a tool of foreign policy, creating vulnerabilities for the EU and individual Member States' energy security.In recent years, the Arctic has emerged as an increasingly important area of energy politics. The littoral states seek to expand their sovereignty over an extended continental shelf and the suspected 22% of remaining undiscovered oil and gas reserves to be found there. These dynamics encapsulate the nexus between the Arctic, energy security and climate change but have remained insufficiently analysed. This thesis has contributed to the body of knowledge by establishing whether Russian Arctic energy projects would be beneficial or detrimental to EU energy security, given the current relationship.Using Andrew Moravscik's liberal preference formation theory, and Richard Sakwa's characterization of the Russian government as a 'dual state', the thesis has adopted an approach to energy security analyses not seen in the literature. It conceives of the EU, its Member States, and Russia as actors whose interests change in accordance with the dominant preferences within their policy-making structures. Simultaneously, it highlights the vastly different decision-making structures in place within the EU and the Kremlin and the resultant discrepancies in policy-making and coherence on internal and external aspects of energy policy.The thesis demonstrates that whilst Russia pursues greater expansion of Arctic fossil fuel production, the EU is experiencing a dramatic change in its Internal Energy Market (IEM), with greater levels of competition, integration and a diversifying, less fossil-fuel dependent energy mix. It also points to an important trend in the Arctic of abiding by the terms of the United Nations Convention on the Law of the Sea and bilateral delimitations as evidence of a thus far peaceful evolution of Arctic politics, refuting some claims of a risky, potentially zero-sum approach.The thesis therefore argues that there exists some evidence to support the view of a more cooperative Russian pattern of behaviour emerging in the Arctic. In turn, this reduces the qualitative risk to EU energy security that Russia's politicking represents and the quantitative concerns over future Russian production levels. Internal mechanisms led by the European Commission in areas of sustainability and competitiveness act to filter the negative impacts of Russian energy coercion, but it is where EU cohesiveness is yet to emerge, such as in external energy policy where the risks remain greatest. Contingent on intra-EU gains, and a more coherent EU-level approach to external energy policy, fostering sustained Russian involvement via Russian Arctic resources could be of benefit to the EU's energy security. Therefore, the Russian Arctic will be important, just as Russia itself will remain a key supplier to the EU, especially for the eastern Member States. However, the defining feature by which EU energy security will be realised in coming years is the relative cohesiveness of the EU and its Member States combined.

Since potentially enormous energy holdings have been discovered there, and the Arctic constitutes Russia's northern coast, the area's commercial significance adds to its preexisting strategic importance for the Russian Federation. During the Cold War, the High North theater held acute strategic significance as the bastion for Russia's nuclear Northern Fleet. That significance, though diminished, still prevails. The Pacific side of the Arctic is becoming more important as China's power grows. The mounting importance of the area as a source of energy and trade for Russia merely adds to the Chinese factor. Bearing these points in mind, beginning in 2007 the Russian government has made a noisy and demonstrative effort to assert its claims in the Arctic but has also negotiated with other Arctic stakeholders, most prominently Norway, with whom it signed a treaty in 2010. Given the growing strategic significance of the Arctic for Russia and other Arctic states like the United States, the Strategic Studies Institute added a panel on the Arctic to its January 2010 conference, "Contemporary issues in International Security," held at the Finnish embassy in Washington, DC. The papers in the present volume bring together Russian, European, and American analyses of the energy and military significance of the Arctic, a significance extending to the United States and other Arctic states, as well to Russia. These papers clarify the motives, stakes, and capabilities that Russia brings to the Arctic, thus their true importance lies in their implications for international security. Therefore they should help to advance our understanding of a region whose significance for the United States in terms of both energy and strategy will rise considerably in the foreseeable future
