Book excerpt: This publication is the theme study for the 73rd session of Commission to be held in May 2017. The main purpose of the publication is to call on policymakers in Asia and the Pacific for urgent actions to transition national energy sectors to achieve the Sustainable Development Goals (SDG), particularly Goal 7. The energy sector transition is the only way to address the sizeable energy deficit which impede progress in energy access in a number of member countries. It will also address gaps between current commitments under the 2030 Agenda for Sustainable Development and the Paris Agreement on climate change and lack of coherent energy strategic and policy frameworks and actions held back progress of SDG7.

Book excerpt: This report, aimed at policy makers from Asia and the Pacific, provides a historical perspective on regional energy connectivity and its implementation challenges, as well as outlining an action plan for accelerated regional energy integration to bring shared benefits to ESCAP’s member States. The report concludes that energy connectivity can increase the supply and reduce the cost of energy, while lowering its social and environmental costs and addressing the challenges of energy security. Regional cooperation in energy has been evolving mainly through five subregional clusters –– South-East Asia, Central Asia, South Asia, North-East Asia, and the Pacific. A great many resources have been spent on bringing the subregions together; however, overall results remain below the potential. One of the main reasons for the slow progress is the decision-making process for cross-border projects. Energy markets do not connect by themselves; in the next few decades, actions will be needed to build physical energy networks, institutional connectivity and, most importantly, trust between nations to meet the Region’s two most important challenges — overcoming energy poverty and mitigating climate change. Governments, policymakers, and experts must work together in partnership with the private sector to provide sustainable energy for all by 2050 by connecting Asian energy networks and building institutions of integration. ESCAP is in a unique position to lead such a transformative partnership for ensuring that regional energy connectivity creates incentive structures and institutions to deliver cost-effective energy for the entire Region. It is time to build energy connectivity for an interdependent Asia and the Pacific –– prosperous and connected –– thus ending Asian economic dependence on a single source or a single fuel.

Book excerpt: This book presents a critical review of the status of energy security in Asia and suggests how a country or a region collectively can achieve energy security in two broad aspects. First, it analyzes how regional cooperation and energy trade can enhance energy security in the region. Second, it reviews how energy security can be ensured in national and regional general contexts. From the reviews and analyses, this book asserts that diversification and integration are key to ensuring energy security. It presents policy implications for enhancing energy security, especially in resource-rich as well as resource-poor developing countries in Asia.

Book excerpt: The rising demand for energy, the higher costs of oil and gas, and the association of fossil fuels with adverse climate change have all brought a renewed interest in nuclear energy. Nuclear power, however, is itself controversial, because of its costs, its environmental effects and the security risks it poses. This book discusses these critical issues surrounding nuclear power in relation to Asia. It discusses also the politics of nuclear power and the activities of civil society organisations concerned about nuclear issues. Throughout the book the perspectives are included of both proponents and opponents of nuclear power on the key controversial issues.

Book excerpt: The papers collected here, originally presented at a seminar cosponsored by the East-West Center and the Asian Productivity Organization, address the links between energy sector performance and economic development in the Asia-Pacific region. The contributors include senior-level government officials and researchers concerned with energy planning and economic development. Their aim throughout is to identify the major linkages that do exist, to assess the role of the energy sector in future development, and to discuss energy policy options that will optimize economic growth. Divided into five major sections, the volume begins with papers that explore regional issues of energy and economic development. Separate chapters are devoted to the effects of OPEC and oil price fluctuations, the relationship between energy and economic growth, energy trade in Asia and the Pacific, changes in the balance of payments and capital flows, and problems of property rights and petroleum exploration. The sections that follow present case studies of individual Pacific and Asian countries, organized by region. Particular attention is paid to the effects of increasing interdependencies within the region and to the relative success of policies developed in response to the long-term outlook for oil supplies and prices. Students of energy economics and Asian development will find The Energy-Economy Link invaluable reading.

Book excerpt: This report attempts to identify policy, social, infrastructure, and technology issues that must be addressed to meet the future energy needs of members of the Asian Development Bank (ADB) in Asia and the Pacific. Two cases of the projected energy demand and supply up to 2035 for ADB members in Asia and the Pacific are presented---a business-as-usual case, which reflects the impact of existing policies and current technology levels on future energy demand and energy choice and which assumes that current trends in the development of new and renewable energy sources will continue into the future; and an alternative case that considers the potential for energy savings on both the demand and supply sides through the deployment of advanced and low-carbon technologies to increase energy security in the region. For both outlook cases, carbon dioxide emissions generated and the investments required on the supply and demand sides were estimated.

In relation to energy security, traditional policy thinking has focused on ensuring supply without much emphasis on socioeconomic and environmental impacts. Non-traditional security (NTS) scholars argue that threats to human security have become increasingly prominent since the end of the Cold War, and that it is thus critical to adopt a holistic and multidisciplinary approach in addressing rising energy needs. This volume represents the perspectives of scholars from across Asia, looking at diverse aspects of energy security through a non-traditional security lens. The issues covered include environmental and socioeconomic impacts, the role of the market, the role of civil society, energy sustainability and policy trends in the ASEAN region.

It has also posed major new energy security challenges for Asian governments and fundamentally altered the geopolitics of global energy. This special collection of essays from leading experts, selected from previous NBR publications, provides students with a strong foundation for understanding the trends and challenges shaping the energy security outlook for the Asia-Pacific and the world.

Book excerpt: The international multi-topic conference IMTIC 2008 was held in Pakistan during April 11–12, 2008. It was a joint venture between Mehran University, Jamshoro, Sindh and Aalborg University, Esbjerg, Denmark. Apart from the two-day main event, two workshops were also held: the Workshop on Creating Social Semantic Web 2.0 Information Spaces and the Workshop on Wireless Sensor Networks. Two hundred participants registered for the main conference from 24 countries and 43 papers were presented; the two workshops had overwhelming support and over 400 delegates registered. IMTIC 2008 served as a platform for international scientists and the engineering community in general, and in particular for local scientists and the engineering c- munity to share and cooperate in various fields of interest. The topics presented had a reasonable balance between theory and practice in multidisciplinary topics. The c- ference also had excellent topics covered by the keynote speeches keeping in view the local requirements, which served as a stimulus for students as well as experienced participants. The Program Committee and various other committees were experts in their areas and each paper went through a double-blind peer review process. The c- ference received 135 submissions of which only 46 papers were selected for presen- tion: an acceptance rate of 34%.
