Book excerpt: The purpose of this analysis is to develop a systematic program of projects that will result in energy consumption reductions in compliance with the stated goals of the Army Facilities Energy Plan. (a) Reduce Army installation and active energy consumption by 25% of that consumed in FY75 as the base year. (b) Reduce average annual energy consumption per gross square foot of floor area by 20% in existing facilities compared to FY75 as the base year. At least 12% of the energy consumption reduced in existing buildings shall be accomplished through energy conservation projects under the Energy Conservation Investment Program (ECIP) (c) Reduce average annual energy consumption per gross square foot of floor area by 45% in new buildings compared to FY75 as the base year. (d) Reduce dependence on critical fuels. The DOD goals to reduce dependence on critical fuels are: (1) To obtain at least 10% of total Army installation energy from coal, coal gasification, solid waste, refuse derived fuel and biomass. (2) To equip all natural gas only heating units and plants over 5 MEGA BTU per hour output with the capability to use oil or other alternate fuels (1982 goal). (3) To have on hand at the beginning of each heating season a 30-day fuel supply for all oil only, oil - natural gas, and coal heating units over 5 mega BTU per hour output based upon the coldest month recorded and in a mobilization condition.

Book excerpt: In October of 1985, the firm of Einhorn Yaffee Prescott, P.C. was retained by the Army Corps of Engineers to perform an energy savings opportunity survey of 63 buildings at Fort Dix, New Jersey. The scope of this study included the following work: Evaluate selected energy conservation opportunities (ECO's) to determine their energy savings potential and economic feasibility. Perform a limited site survey of selected buildings or areas to insure that any new methods of energy conservation which are practical and have not been evaluated in any previous energy study have been considered and the results documented. Provide complete new programming or implementation documentation for all recommended ECO's. Prepare a comprehensive report to document the work performed, the results and the recommendations. With this prefinal submittal approximately 95 percent of the work required by the scope has been completed. The Executive Summary contains the following material: A brief description of previous energy efforts at Fort Dix and the way this survey was conducted. Graphical Energy History. Chart of recommended projects with economic justification. A brief description of each component ECO in the individual projects with economic summaries. For a more comprehensive treatment of the results of this ESOS refer to the five volume Narrative Report. These volumes deal with the physical characteristics of each of the sixty three buildings surveyed, their apparent deficiencies, the ECOs studied and recommended to improve their energy Perfermance. Included in this work is an energy savings calculation for each researched ECO with associated ECIP life cycle economics. The ten recommended projects have been included in the programming docu ments where a form DD 1391 has been prepared for each along with a 1391 for each individual ECO within the project.

It directs the Major Army commands to develop detailed implementation plans and funding documents. The National Energy Conservation Policy Act (NECPA) of 1978, directs that all facilities owned and operated by a Federal Agency must have all energy conservation retrofits performed by 1 January 1990. The Department of the Army, through the Corps of Engineers Baltimore, has contracted with Ewing Cole Cherry Parsky to provide the Energy Engineering Analysis Program (EEAP) at Fort George G. Meade under contract number DACA3l-82-C-0307. The results of the study are indicated in detail in the MAIN REPORT, Volume 2B of the Report. Back-up calculations are provided in Volume 4B of the Report.

The associated volumes, general contents, level of completion and contract modification numbers are listed in TABLE ESl. The EEAP at Fort Sam Houston has been completed under a variety of Modifications and associated Scopes of Work and ECIP Guidances. For example, the original contract work was done under the 5 November 1979 Scope of Work and 7 November 1977 ECIP Guidance, while Modification POOOO6 was completed using the 22 September 1982 Scope of Work and 31 December 1982 ECIP Guidance. This has resulted in projects being analyzed using energy to cost (E/C) and benefit to cost (B/C) ratios of varying minimums as well as Savings to Investment (SIR) ratios. Applicable analysis criteria is identified in each Volume.
