Book excerpt: This thesis looks at the visual manifestations of electricity and their relation to political power in Accra during an energy crisis (colloquially known as Dumsor, Twi for off/on) and an election year in 2016. "Flashing" in Ghanaian parlance is a particular mode of mobile communication, in which one generates a signal to request a call back. It manifests a state of being connected without having access to power, but also of connection without content. This thesis argues that this mode of communication applies fittingly to the infrastructural address of the energy network in Ghana today: a situation of partial and unequal connection, manifesting a state of being connected to a national grid without having access to power, in a country that boasts one of the highest electrification rates in the continent, yet periodically experiences energy shortages. The thesis describes certain entanglements of infrastructure, political power and the intimacies of everyday life that are foregrounded and unravelled in an energy crisis. It moves through the ordinary and official sites of the city: the national Electricity Company offices, the public sphere of the city, private and shared domestic houses, memories, stories, and material effects, to express the diffuse, pervasive, and intermittent presences of infrastructure and state power in the lives of Accra residents. Contemporary engagements with the politics of infrastructure are situated within the historical legacies of the electricity system in Ghana. National electrification, developed after Independence in 1957 as part of Nkrumah"s decolonisation efforts and emancipation agenda, has fostered a particular relationship to the national grid and expectations of visibility, delivery and belonging "†expectations which today are often frustrated by the material shortcomings of their promises. "Dumsor" emerges as a popular complex of political expression in response to this history of fractured connections, questioning notions of access as a putative and often unrealizable ideal, and exploring the asymmetries, marginalities and toxicities implied and prefigured in connection itself.

Book excerpt: Ghana, a West African nation of 28 million people, provides an interesting case study on the interaction between power supply and politics in emerging economies. From 2012-2016, due to security of supply issues around hydro and fuel supplies, Ghana experienced the worst power crisis in its history with regular rolling blackouts. Rural and low-income urban areas and businesses were especially affected, and public discontent was palpable. The government’s response was a reactive approach to generation expansion planning, focused on increasing supply. Power generation was opened up to the private sector and emergency power plants were procured. 93 percent of capacity installed during this post-crisis period was thermal generation, which increased dependence on natural gas and crude oil. Overall, this power crisis highlighted the cost of overlooking reliability and an undiversified generation mix. I adapted a modeling framework to study Ghana’s power generation system and I use a bottom-up capacity expansion and economic dispatch model to explore generation expansion pathways in the country under different settings, with the goal of providing insights into Ghana’s capacity expansion decisions and identifying strategies that can help ensure better reliability and resiliency. Secondly, I use qualitative methods to evaluate Ghana’s electricity infrastructure project financing framework to discuss how project financing shapes technology choices. I then explore potential policy and legal instruments that could support more robust systems planning in Ghana’s electricity generation sector. Results reveal that a future power crisis is very likely given the high sensitivity of system reliability and resilience to natural gas and crude oil supply, global energy prices and transmission constraints. Strategies that could help avoid a future crisis include diversifying the generation mix, adding flexible generation (such as pumped hydro) to the mix, increasing transmission, and increasing the stability of fuel supply. This requires a holistic and coordinated approach to electricity planning between financial, technical, technological and political actors in the power generation sector.

A number of explanations of the contradictory findings have been proposed. These range from the crowd-out of private by public sector investment, non-linearities generating the possibility of infrastructure overprovision, simultaneity between infrastructure provision and growth, and the possibility of multiple (hence indirect) channels of influence between infrastructure and productivity improvements. The authors explore these possibilities using panel data for South Africa over the 1970-2000 period, and a range of 19 infrastructure measures. Using a number of alternative measures of productivity, the prevalence of ambiguous (countervailing signs) results, with little systematic pattern is also shown to hold for their data set in estimations that include the infrastructure measures in simple growth frameworks. The authors demonstrate that controlling for potential endogeneity of infrastructure in estimation robustly eliminates virtually all evidence of ambiguous impacts of infrastructure, due for example to possible overinvestment in infrastructure. Controlling for the possibility of endogeneity in the infrastructure measures renders the impact of infrastructure capital not only positive, but of economically meaningful magnitudes. Such a process requires the assurance of international quality standards, and incorporation of the concerns of all stakeholders. Without prompt actions, as recommended by the Study to address the causes of Tajikistan’s electricity crisis in the next 4-5 years, the shortages could increase to about 4,500 GWh by 2016 - translating to over a third of winter electricity demand. Following the recommendations of the current Study, the GoT will be on the road to establishing a long term energy security in Tajikistan.
