Equilibrium coalitions are derived under different "rules of the game" and compared with each other. We consider internal & external equilibria and equilibrium binding agreements in the cartel formation game, coalition-proof and strong Nash equilibria in the open-membership game and in the exclusive membership - and - games, subgame-perfect equilibria in the sequential move unanimity game and equilibria in the equilibrium binding agreement game. We show that farsightedness and exclusive membership leads to more concentrated coalition structure, implying lower global emissions and higher global welfare. Moreover, we evaluate the different coalition formation games with respect to their ability to explain existing international environmental agreements and with respect to their theoretical consistency.

Book excerpt: The volume contains papers presented at a conference "On the International Dimension of Environmental Policy". It deals with two issues: *international environmental agreements; *environmental policies in open economies. Both issues are hot topics. The debate on how to cope with global climate change has become increasingly heated and controversial, and the relationship between trade and the environment is on the WTO agenda. The book contains review papers in which leading scholars in the field summarise the state of the art and original research extending the state of the art. Most of the papers are theoretically oriented, but some papers also present empirical results, using new econometric methods and new data. The book contains material for those students of economics and researchers who wish to deepen their knowledge in the area of International Environmental Economics, but also for those who endeavour to break new ground in this important field of research.

Available in PDF, EPUB and Kindle. Book excerpt: Climate change is one of the most pressing problems facing the global community. Although most states agree that climate change is occurring and is at least partly the result of humans’ reliance on fossil fuels, managing a changing global climate is a formidable challenge. Underlying this challenge is the fact that states are sovereign, governed by their own laws and regulations. Sovereignty requires that states address global problems such as climate change on a voluntary basis, by negotiating international agreements. Despite a consensus on the need for global action, many questions remain concerning how a meaningful international climate agreement can be realized. This book brings together leading experts to speak to such questions and to offer promising ideas for the path toward a new climate agreement. Organized in three main parts, it examines the potential for meaningful climate cooperation. Part 1 explores sources of conflict that lead to barriers to an effective climate agreement. Part 2 investigates how different processes influence states’ prospects of resolving their differences and of reaching a climate agreement that is more effective than the current Kyoto Protocol. Finally, part 3 focuses on governance issues, including lessons learned from existing institutional structures. The book is unique in that it brings together the voices of experts from many disciplines, such as economics, political science, international law, and natural science. The authors are academics, practitioners, consultants and advisors. Contributions draw on a variety of methods, and include both theoretical and empirical studies. The book should be of interest to scholars and graduate students in the fields of economics, political science, environmental law, natural resources, earth sciences, sustainability, and many others. It is directly relevant for policy makers, stakeholders and climate change negotiators, offering insights into the role of uncertainty, fairness, policy linkage, burden sharing and alternative institutional designs.

Book excerpt: Climate change is one of the major environmental concern of many countries in the world. Negotiations to control potential climate changes have been taking place, from Rio to Kyoto, for the last five years. There is a widespread consciousness that the risk of incurring in relevant economic and environmental losses due to climate change is high. Scientific analyses have become more and more precise on the likely impacts of climate change. According to the Second Assessment Report of the Intergovernmental Panel on Climate Change, current trends in greenhouse gases (GHGs) emissions may indeed cause the average global temperature to increase by 1-3. 5 °C over the next 100 years. As a result, sea levels are expected to rise by 15 to 95 em and climate zones to shift towards the poles by 150 to 550 km in mid latitudes. In order to mitigate the adverse effects of climate change, the IPCC report concludes that a stabilization of atmospheric concentration of carbon dioxide - one of the major GHGs - at 550 parts per million by volume (ppmv) is recommended. This would imply a reduction of global emissions of about 50 per cent with respect to current levels. In this context, countries are negotiating to achieve a world-wide agreement on GHGs emissions control in order to stabilize climate changes. Despite the agreement on targets achieved in Kyoto, many issues still remain unresolved.

Book excerpt: International environmental agreements provide a basis for countries to address ecological problems on a global scale. However, countries are heterogeneous with respect to their economic structures and to the problems relating to the environment that they encounter. Therefore, economic externalities and global environmental conflicts are common and can cause problems in implementation and compliance with international agreements. Economics of International Environmental Agreements illuminates those issues and factors that might cause some countries or firms to take different positions on common problems. This book explores why international environmental agreements deal with some problems successfully but fail with others. The chapters address issues that are global in nature, such as: transboundary pollution, provision of global public goods, individual preferences of inequality- aversion, global cooperation, self-enforcing international environmental agreements, emission standards, abatement costs, environmental quota, technology agreement and adoption and international institutions. They examine the necessary conditions for the improved performance of international environmental agreements, how cooperation among countries can be improved and the incentives that can be created for voluntary compliance with international environmental agreements. This text is of great importance to academics, students and policy makers who are interested in environmental economics, policy and politics, as well as environmental law.

Book excerpt: Dynamic Modeling of Monetary and Fiscal Cooperation Among Nations analyzes coordination of monetary and fiscal stabilization policies between countries and currency areas using a dynamic game approach. The first four chapters introduce the reader to the dynamics of fiscal and monetary policy cooperation. Issues covered include: fiscal coordination, fiscal stringency requirements, structural and bargaining power asymmetries and the design of monetary and fiscal policymaking in a monetary union. In the four last chapters multiple-player settings with aspects of fiscal and/or monetary coordination are analyzed using the endogenous coalition formation approach. The analysis is focused on shock and model asymmetries and issues of multi-country coordination in the presence of (possibly many) monetary unions.

Available in PDF, EPUB and Kindle. Book excerpt: This intermediate-level undergraduate textbook in environmental economics builds on the microeconomics courses students take in their first year. It intentionally does not survey the whole field or present every possible topic. Instead, there is a clear focus on the theory of environmental policy and its practical applications. Most of the applied parts of the book deal with the economics of environmental policy in the European Union and in the United States. The book combines basic environmental economic analysis, such as the internalization of externalities, with recent developments in this field, including induced technical change and coalition theory. Moreover, topics from daily policy debates such as global warming are put into economic perspective. This is done in an intelligible form for advanced undergraduate students of economics, business administration and related fields. Each part of the book contains a set of exercises and suggested solutions.

Book excerpt: International institutions and structures are crucial to the management of the global environment. The present arrangements are failing to cope adequately with the scale of the task and the demands placed on them, and alternatives are urgently needed. In this second volume of World in Transition, experts in the German Advisory Council on Global Change (WGBU) analyze the problems and set out comprehensive and persuasive policies for a successful future regime. Central to the future, it argues, will be a strengthened and more effective UN Environment Programme within an alliance organized around three main objectives of assessment, organization and funding.
