Book excerpt: To assist in moving intelligence, surveillance, and reconnaissance (ISR) planning and execution forward from a fixed target and deliberate planning focus to one centered on emerging targets, the authors propose enhancing the collection management process with a strategies-to-tasks and utility framework. By linking collection targets to operational tasks, objectives, and the top-level commander's guidance with relative utilities, planning for the daily intelligence collections and real-time retasking for ad hoc ISR targets could be enhanced. When current tools are modified to provide this information, planners will be able to link collection targets to top-level objectives for better decision making and optimization of low-density, high-demand collection assets. Similarly, on the Air Operations Center (AOC) floor, intelligence officers will be better able to deal with time-sensitive, emerging targets by rapidly comparing the value of collecting an ad hoc collection with the value of collecting opportunities already planned. To handle the ISR demands posed by the rapidly changing battlefield of the future, this new, more-capable framework may be needed for making the best use of intelligence capabilities against emerging collection opportunities. Future research will focus on quantifying the advantages of this approach in comparison with the current process.

The U.S. military's adherence to a Cold War-era collection management doctrine creates obstacles for ISR integration. This system of managing competing requirements as a basis for ISR operations has proven ineffective repeatedly in military operations due to the emphasis on collection statistics that do not account for operational realities. In the Information Age, strategy has never been more difficult or more important. Military campaigning is now a struggle among multiple hyper-connected groups to learn and influence faster than others. Because tactical actions increasingly have strategic consequences, military forces must anticipate how their actions could influence groups and how the actions of others could influence those same groups. Generating relevant intelligence has become increasingly difficult, as the demands for both precise action and force protection multiply. Modern technology simultaneously challenges and enables intelligence, surveillance, and reconnaissance (ISR) operations. It provides a direct connection between analysts and consumers separated by thousands of miles but leads to ever-changing sources and methods for coping with complex operating environments and compressed decision cycles. In the last 10 years, numerous reports have highlighted many obstacles to the integration of ISR in military campaigns and major operations. The root cause of these difficulties is adherence to a centralized Cold War collection management doctrine focused on production rather than goals and objec-tives.4 This Industrial Age paradigm is not agile enough to meet the challenges of military operations in the Information Age. A strategy-oriented approach that balances ISR ends, ways, and means will more effectively meet commanders' needs and expectations.

Combined capabilities were designed to facilitate dynamic re-planning in an effects-based C2 environment. The software developed for this effort provides a semi-automated planning system that suggest alternative courses of action when based on intelligence data re-planning is required. The plan is in the form of an Air Tasking Order (ATO) that declares mission objectives for aircraft assets. Measuring the effectiveness of a plan and determining when a plan has gone off course requires knowledge and representation of both the intended plan and real-world execution of the intended plan over time. This document captures the software design for a next-generation dynamic situational assessment and prediction capability that combines the latest advances in modeling & simulation technologies with control theory algorithms, optimization techniques, and operational databases.

Increased use of stealth technology is proposed by many to be the major element in efforts to enhance survivability for future systems. Others, however, suggest that the high cost and maintenance required of stealth technology make increased speed potentially more productive. To help address this issue, the Air Force asked the NRC to investigate combinations of speed and stealth that would provide U.S. aircraft with a high survival capability in the 2018 period, and to identify changes in R&D plans to enable such aircraft. This report presents a review of stealth technology development; a discussion of possible future missions and threats; an analysis of the technical feasibility for achieving various levels of stealth and different speeds by 2018 and of relevant near-term R&D needs and priorities; and observations about the utility of speed and stealth trade-offs against evolving threats.

Book excerpt: Within a short time there has been markedly greater acceptance of the doctrine of governing military campaigns by discriminate use of force. Until very recently derided by some as an oxymoron, it has now been put forward by the President. As he said in his remarks aboard the U.S.S. Abraham Lincoln, "With new tactics and precision weapons, we can now achieve military objectives without directing violence against civilians." Our concept of DUF strongly aligns with much of the current thinking about effects-based operations (EBO). The coming of age of these concepts is influenced both by opportunity and need. DUF brings new concepts for collaboration and massing of effects, which are joint in character and integrated among joint force echelons and components. It is enabled by new weapons; improved intelligence. surveillance, and reconnaissance; shared situation understanding; improved individual and collaborative training; greater agility; smaller footprints; and other emerging capabilities of the U.S. military that allow more timely and precise use of force than heretofore possible. The need is driven by the nature of current military campaigns. A striking feature of these campaigns is tension among multiple strategic and operational objectives: cause regime change, destroy a terrorist organization, decapitate leadership but preserve infrastructure, don't wage war on a people, hold an international coalition together, etc. This report identifies DUF's critical enablers (beyond new tactics and precision weapons) and some of the challenges to its wide-scale operationalization. An appendix contains reviews of the viewpoints and themes of 13 papers that have contributed to DUF's evolution and relevance.
