Book excerpt: The establishment of the Communist social model in one part of Germany was a result of international postwar developments, of the Cold War waged by East and West, and of the resultant partition of Germany. As the author argues, the GDR’s ‘new’ society was deliberately conceived as a counter-model to the liberal and marketregulated system. Although the hopes connected with this alternative system turned out to be misplaced and the planned economy may be thoroughly discredited today, it is important to understand the context in which it developed and failed. This study, a bestseller in its German version, offers an in-depth exploration of the GDR economy’s starting conditions and the obstacles to growth it confronted during the consolidation phase. These factors, however, were not decisive in the GDR’s lack of growth compared to that of the Federal Republic. As this study convincingly shows, it was the economic model that led to failure.

Our small societies are not gradually merging into one vast global society; instead, the simultaneously political, territorial, and cultural entities that we once called societies or countries are breaking up before our eyes in the wake of ethnic, political, and religious conflict. What power can now reconcile a transnational economy with the disturbing reality of introverted communities? He argues instead that we can use a focus on the personal life-projectthe construction of an active self or subjectultimately to form meaningful social and political institutions. The book concludes by exploring how social institutions might be retooled to safeguard the development of the personal subject and communication between subjects, and by sketching out what these new social institutions might look like in terms of social relations, politics, and education.

In addition, ever worsening pollution due to fossil fuel consumption, for instance oil and chemical spills, strip mining, sulphur emission and accumulation of solid wastes, has, among other things, led to an increase of as much as 10% in the carbon dioxide content of the atmosphere in this century. This has induced a warming trend through the 'greenhouse effect' which prevents infrared radiation from leaving it. Many people think the average planetary temperatures may rise by 4°C or so by 2050. This is probably true since Antarctic ice cores evidence indicates that, over the last 160000 years, ice ages coincided with reduced levels of carbon dioxide and warmer interglacial episodes with increased levels of the gas in the atmosphere. Consequently, such an elevation of temperature over such a relatively short span of time would have catastrophic results in terms of rising sea level and associated flooding of vast tracts of low-lying lands. Reducing the burning of fossil fuels makes sense on both economic and environmental grounds. One of the most attractive alternatives is geothermal resources, especially in developing countries, for instance in El Salvador where geothermal energy provides about a fifth of total installed electrical power already. In fact, by the middle 1980s, at least 121 geothermal power plants were operating worldwide, most being of the dry steam type.

El Uruguay no ha sido ajeno a dicha tendencia pudiendo constatarse fácilmente cómo, muchas de las empresas públicas de nuestro país, se valen de este tipo de organizaciones y hasta se denominan a si mismas "Grupos de Empresas", integrados por la entidad pública estatal como matriz y por las sociedades en que aquellas participan. Sin embargo, dicha realidad no ha recibido un tratamiento sistemático por parte del Derecho positivo, el que ha intentado regular sobre la marcha, muchas veces, logrando resultados disímiles en la correcta distinción entre las distintas figuras con participación estatal y en otros casós, generando una verdadera superposición de normas y de regímenes que generan confusión y controles ineficaces. Por su parte, la dispersión del régimen jurídico tampoco ha permitido un tratamiento doctrinario sistemático que logre abordar los problemas prácticos que ya comienzan a plantearse con este tipo de sociedades. Es por ello, que el objetivo de este trabajo es realizar un análisis sistemático del régimen aplicable a este tipo de sociedades con participación estatal a los efectos de despejar las dudas existentes acerca de cuáles son las diferencias entre las sociedades de economía mixta y las llamadas sociedades del Estado, cuándo se aplica el Derecho privado y cuándo el público a lo largo de la constitución y funcionamiento de este tipo de sociedades, su naturaleza jurídica, la posibilidad de que Entes Autónomos, Servicios Descentralizados y Gobernios Departementales participen en ellas, el régimen de sus funcionarios, los diferentes mecanismos de control que les son aplicables durante su origen y funcionamiento y en especial, la responsabilidad del Estado por su actuación en ellas.
