Available in PDF, EPUB and Kindle. Book excerpt: First published in 1974, Employment Policies in Developing Countries is an attempt to take stock of experience that has been acquired in a number of developing countries in matters relating to employment promotion. It begins with a discussion of the nature of the employment objective, its role in the development process and with some attempt to quantify the dimensions of the problem. In Part Two employment promotion measures are examined in relation to each of the major economic sectors, while Part Three is concerned with vocational training, migration, and demographic policies. Finally, some suggestions are made as to how developing countries might define employment goals and formulate programmes for their attainment. This book is a must read for scholars and researchers of economics, labour economics and public policy.

Available in PDF, EPUB and Kindle. Book excerpt: Jobs provide higher earnings and better benefits as countries grow, but they are also a driver of development. Poverty falls as people work their way out of hardship and as jobs empowering women lead to greater investments in children. Efficiency increases as workers get better at what they do, as more productive jobs appear, and less productive ones disappear. Societies flourish as jobs bring together people from different ethnic and social backgrounds and provide alternatives to conflict. Jobs are thus more than a byproduct of economic growth. They are transformational —they are what we earn, what we do, and even who we are. High unemployment and unmet job expectations among youth are the most immediate concerns. But in many developing countries, where farming and self-employment are prevalent and safety nets are modest are best, unemployment rates can be low. In these countries, growth is seldom jobless. Most of their poor work long hours but simply cannot make ends meet. And the violation of basic rights is not uncommon. Therefore, the number of jobs is not all that matters: jobs with high development payoffs are needed. Confronted with these challenges, policy makers ask difficult questions. Should countries build their development strategies around growth, or should they focus on jobs? Can entrepreneurship be fostered, especially among the many microenterprises in developing countries, or are entrepreneurs born? Are greater investments in education and training a prerequisite for employability, or can skills be built through jobs? In times of major crises and structural shifts, should jobs, not just workers, be protected? And is there a risk that policies supporting job creation in one country will come at the expense of jobs in other countries? The World Development Report 2013: Jobs offers answers to these and other difficult questions by looking at jobs as drivers of development—not as derived labor demand—and by considering all types of jobs—not just formal wage employment. The Report provides a framework that cuts across sectors and shows that the best policy responses vary across countries, depending on their levels of development, endowments, demography, and institutions. Policy fundamentals matter in all cases, as they enable a vibrant private sector, the source of most jobs in the world. Labor policies can help as well, even if they are less critical than is often assumed. Development policies, from making smallholder farming viable to fostering functional cities to engaging in global markets, hold the key to success.

Book excerpt: This paper deals with labor market structures in developing countries and the impact of government policies on rural and urban labor markets. The central concern in analyses of employment is absorption of labor. Governments try to influence the demand for labor so that more members of the labor force are absorbed into productive employment. Employment outcomes are often the by-products of government policies that affect economic growth as a whole. This paper concentrates on factors that influence the structure and functioning of labor markets. In Chapter 1, a schematic picture of labor markets is presented. Chapters 2 and 3 analyze the salient features of the workings of rural and urban labor markets and discuss some important government policies that affect the functioning of these markets. The paper concludes that Government intervention in both rural and urban labor markets has often been less than successful, sometimes because their policies were based on incorrect assumptions. At other times, these policies have achieved less because the government also adopted other policies that tended to contradict the goal of providing jobs.

Available in PDF, EPUB and Kindle. Book excerpt: 'The editors of this volume have brought together an invaluable set of essays on each of these issues. The overall post-Keynesian message, of course one that comes through very clearly is that employment, growth and development are not at all separate topics, but each depend on the appropriate choice of macroeconomic policies for a monetary production economy.' John Smithin, York University, CanadaBringing together over a dozen post-Keynesian experts on the issues of employment, growth, development and exchange rates, this book breaks new ground by offering interesting and innovative insights into the problems faced today in both developed and developing countries. This topical book addresses unemployment in Europe, the wrong-headed reliance on NAIRU to formulate policy, distributional conflicts and financial factors, as well as problems faced in developing countries with respect to exchange rate policy, central banking, challenges to growth, and international financial flows. In the first part of the book the chapters deal with issues related to employment policies, economic growth and development while the second part is dedicated to development and growth issues in open-economy developing countries. Employment, Growth and Development offers an interesting analysis of the current economic issues from a post-Keynesian perspective that will appeal to academics and graduate students interested in development and economics.
