Book excerpt: Like earlier editions, this thoroughly updated sixth edition of the classic textbook provides readers with a basic understanding of the Library of Congress Classification system and its applications. The Library of Congress Classification system is used in academic, legal, medical, and research libraries throughout North America as well as worldwide; accordingly, catalogers and librarians in these settings all need to be able to use it. The established gold standard text for Library of Congress Classification (LCC), the sixth edition of Guide to the Library of Congress Classification updates and complements the classic textbook's coverage of cataloging in academic and research libraries. Clear and easy to understand, the text describes the reasoning behind assigning subject headings and subheadings, including use of tables; explains the principles, structure, and format of LCC; details notation, tables, assigning class numbers, and individual classes; and covers classification of special types of library materials. The last chapter of this perennially useful resource addresses the potential role of classification in libraries of the future.

This book was released on 2016-01-29 with total page 322 pages. Available in PDF, EPUB and Kindle. Book excerpt: A central goal of European activation policies is to provide coherent and actively inclusive employment and social services. This book offers new insights on the effective governance and implementation of such policies. Utilizing empirical studies from six European welfare states, expert contributors explore how different institutional contexts influence localized service delivery and how local authorities deal with the associated coordination challenges. Acknowledging that neither decentralization nor provider networks necessarily prevent fragmented service provision, Martin Heidenreich and Deborah Rice illustrate that an understanding of the European budgetary context, as well as individual network brokerage, is vital for a successful integration of employment and social policies at the local level. Timely and engaging, this innovative book will provide new theoretical perspectives and invaluable empirical materials for academics and students in the field of comparative social policy. Policy makers and officials will also appreciate the editors’ practical approach.

Book excerpt: This report by the European Union Committee examines the progress of the European Union in initiating a strategy for jobs and growth across the Community as a whole. The background to this report stems from the Spring European Council meeting in 2000, in Lisbon, and the launch of an economic reform agenda. The Committee observes that since the "Lisbon Agenda", little progress has been made and the performance of many of the larger European economies has been poor. The Committee has noted that certain worrying signs of protectionist behaviour have developed, especially regarding barriers of cross border mergers. The EU has recognized this weak performance and the Agenda was relaunched in 2005, with a greater focus on the key economic priorities of more growth and jobs. Also, all Member States are now required to produce an annual National Action Plan highlighting the policies being pursued to improve economic growth and increase employment. The Committee sets out a number of recommendations to further push forward the priorities of growth and jobs, including: that the Commission should seek to complete the progress towards an internal market; that Member States should influence one another in the development of good practice through statistical comparison of their economic progress, and agree on quantifiable targets; that the format of the National Action Plans should include not only the successes, but where countries are underperforming; that the Agenda be given a higher public profile.

This book was released on 2013-07-16 with total page 305 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent years, the EU and its member states have experienced a number of changes, as well as challenges, in the areas of politics, economics, security and law. As these areas are interconnected, changes and challenges to any of them have implications for the others, as well as implications for the populations and institutions of the EU or those coming into contact with its international power and influence. This edited collection focuses primarily on security and law, particularly the EU’s internal security strategy. The EU’s Internal Security Strategy, adopted by the Spanish presidency early in 2010, followed the Lisbon Treaty in 2009, building on previous developments within the EU in the Area of Freedom Security and Justice (AFSJ) policy. The focus of the EU Internal Security Strategy is to prevent and combat “serious and organised crime, terrorism and cybercrime, in strengthening the management of our external borders and in building resilience to natural and man-made disasters”. The Internal Security strategy intersects and overlaps with the European Union’s Counter-terrorism strategy, the Strategy for the External Dimension of JHA, and the EU’s Security Strategy. The role of and interaction between these strategies, their supplementing documents, and their implications for crime, victims, the law, political relations, democracy and human rights, form the backdrop against which the chapters in this collection are written. Building on original research by its contributors, this collection comprises work by authors from a wide variety of academic and professional areas and perspectives, as well as different countries, on a variety of areas and issues related to or raised by the EU’s Internal Security Strategy, from intelligence-led policing to human trafficking and port security. This book examines, from a wide variety of disciplinary perspectives including law, geography, politics and practice, both this further refinement of existing internal provisions on cross-border crime, and the increasing external relations of the EU in the AFSJ.

Book excerpt: In its Green Paper about the need for labour market reform, the European Commission argued that the increasing diversity of 21st century working relationships means that existing labour law is no longer adequate. This report brings together the evidence from a wide range f experts and representative bodies about these issues as they affect the UK labour market. It finds that the evidence does not support the Commission. The consensus is that the relatively light regulation of the UK labour market is advantageous and that problems of social disadvantage and structural unemployment are better addressed by measures aimed at tackling poor skills and social inequality rather than changing labour law. The report therefore recommends that efforts at EU level should focus on the promotion and sharing of good practice, rather than the introduction of new legislation.

Book excerpt: This book examines the vision and strategy of the EU’s Area of Freedom, Security and Justice (AFSJ), which has become one of the key objectives of the European Union (EU). Recent events have also highlighted the saliency of several of the policy issues at the heart of the AFSJ. Amongst them, one can mention the terrorist attacks in 2015 in Paris and 2016 in Brussels and the ongoing refugee crisis in the Mediterranean region. At the same time, the end of the Stockholm programme, which provided the strategic framework for the development of the AFSJ between 2010 and 2014, has been followed by the adoption of new ‘strategic guidelines’, which can only be described as a short, vague and general document.

Available in PDF, EPUB and Kindle. Book excerpt: How can the EU's community of welfare states adapt their public policies to economic globalization? What happens when the economic and social aims of the EU come into conflict? This book examines the developing legal regimes and regulation of public services in the UK and other European countries. Public services are examined though a case-study of the complex area of public employment services. These are job-placement and vocational training services which aim to maximize employment and minimize unemployment within EU member States' Active Labour Market policies. Employment services are at the centre of a complex web of rules in both hard and soft forms of law deriving from the EU, national public law and from private, and at times contractual, agreements. They also lie at the crossroads of a series of trends in regulation, and priorities have been inspired by an array of conflicting policy rationales. These policy rationales include the establishment of an open and competitive European internal market, the establishment of an efficient welfare state, the scaling down of state administrative machinery, the fulfilment of core public service responsibilities, and the creation of public-private partnerships. Public employment services provide a highly informative and novel case study of the interaction and conflict between the economic and social aims of the EU and between regulation at national and supranational levels, and the changing forms which this regulation has taken.

Available in PDF, EPUB and Kindle. Book excerpt: Once again, prostitution occupies a prominent position on public and political agendas, both nationally and internationally. A topic of concern and interest within social and academic realms, it is a highly moralised, contested issue that is at the centre of heated and drawn-out debates. With each chapter dedicated to a separate country and written by a national authority on the subject, Assessing European Prostitution Policies seeks to explore how prostitution is regulated in 21 European countries, thus drawing out important implications for an effective and humane prostitution policy. Indeed, this innovative volume brings together systematic accounts of how national and local forms of governance influence the commercial market for sex as well as the lives of sex workers and third parties. All chapters cover the history of prostitution policy, national laws regulating prostitution, policy formulation and implementation, the national discourse on prostitution, the gap between national and local regulation, the impact of policy on the lives and rights of sex workers, and sex worker advocacy organizations. In addition to this, the authors examine and highlight how immigration, labour, fiscal and welfare law have as much impact on the sex trade as designated prostitution law. A unique interdisciplinary title that is comprehensive in its coverage, Assessing European Prostitution Policies will appeal to undergraduate and postgraduate students, postdoctoral researchers, sex worker advocacy organisations and policy makers interested in fields such as Sexuality and Prostitution, Public Policy, Criminology and Gender Studies.
