Employment provides the basic means of distributing wealth in society, in providing for families, and ensuring pensions for the elderly. Making a Living in Europe shows how the culture of work has been transformed in the industrialised nations of the EU. Exploring the relationship between employment change, society and economic restructuring, the shift toward 'flexible' work for women in services, away from traditional industrial jobs for men, is demonstrated within three key sectors: business services, retailing and tourism. The outcome of change is discussed in terms of shifts of people and jobs from urban to rural areas. As in the United States, rural regions within European countries saw more pronounced declines (or smaller increases) in participation than urban regions. Unlike in the United States, however, trade and technology, captured here using novel measures of initial exposures to routinization and offshoring, did not result in detachment from the workforce in European regions. Instead, regions with high initial exposures to routinization and offshoring experienced so-far larger increases in participation, likely driven by an added second worker effect.

However, whether the economic conditions in place in EU regions are ideal for the generation of high- and low-skilled employment and labour market inclusion is unclear. This paper assesses how the key factors behind EU growth strategies -- infrastructure, human capital, innovation, quality of government -- condition employment generation and labour market exclusion in European regions. The findings indicate that the dynamics of employment and social exclusion vary depending on the conditions in place in a region. While higher innovation and education contribute to overall employment generation in some regional contexts, low-skilled employment grows the most in regions with a better quality of government. Regional public institutions, together with the endowment of human capital, emerge as the main factors for the reduction of labour market exclusion -- particularly in the less developed regions -- and the promotion of inclusive employment growth across Europe.

Book excerpt: This report, compiled with the assistance of Statistics Canada, shows that agriculture is no longer the dominant sector providing employment for rural populations in OECD countries. Today, in all member nations, the vast majority of rural employment opportunities are in non-agricultural activities. Even in the predominantly rural regions, less than a quarter of the total employment is in agriculture, forestry and fisheries. At least every second job is in the service sector, and in some countries, the proportion is even higher. Employment growth in the predominantly rural regions has been primarily, if not exclusively, due to substantial increases in service sector employment. Between 1980 and 1990, employment in this sector grew 15% to 25% in those regions. In most countries, this was often better than the national average in developing new employment opportunities. In many countries, such as Canada and Norway, a significant number of rural regions did better than the national average in developing new employment opportunities. So, being rural is not a handicap to job creation. On the contrary, some rural regions are the most innovative and dynamic elements of a country.

Book excerpt: In the European rural development policy special emphasis is placed on support of the agro-food industry which is regarded as an important economic development driver in rural areas. This paper analyses and compares the employment and population changes in Denmark and France in the period 1990 - 2006, applying a regional adjustment model. We modify the classical Boarnet model by addressing the employment in the agro-food, manufacturing, and services sectors explicitly. Besides revealing the interactions between employment in the three analysed sectors and between employment and population changes we estimate the impact of exogenous factors, e.g. amenities and public services, on employment and population changes. To account for spatial error autocorrelation the model is estimated, applying a generalized spatial two-stage least squares procedure. The empirical results for both countries do not support the export base hypothesis, i.e. growth in the manufacturing sector employment is not driving employment in the service sector. However, considering the agro-food sector there are indications of a positive impact of employment growth in this sector on the service sector employment growth. In Denmark, the agro-food employment growth has also a positive impact on the employment growth in export sector and on the population growth, indicating that the focus on the agro-food sector in rural development policies may be reasonable.
