Book excerpt: Employment equity legislation is becoming more prevalent in Canadian labor markets, yet--other than broad availability numbers--the labor market experiences of designated groups have not been well documented. Using the National Graduates Survey of 1992, this report profiles the early labor market experiences of visible minorities, Aboriginal peoples and persons with disabilities who graduated from Canadian universities and community colleges in 1990. In general, we find that the earnings of designated group members are very similar to the earnings of their classmates. However, we also find that members of these groups are more likely to be unemployed and are less likely to participate in the labor force than others in their class.

Available in PDF, EPUB and Kindle. Book excerpt: In Working towards Equity, Dustin Galer argues that paid work significantly shaped the experience of disability during the late twentieth century. Using a critical analysis of disability in archival records, personal collections, government publications and a series of interviews, Galer demonstrates how demands for greater access among disabled people for paid employment stimulated the development of a new discourse of disability in Canada. Family advocates helped people living in institutions move out into the community as rehabilitation professionals played an increasingly critical role in the lives of working-age adults with disabilities. Meanwhile, civil rights activists crafted a new consumer-led vision of social and economic integration. Employment was, and remains, a central component in disabled peoples' efforts to become productive, autonomous and financially secure members of Canadian society. Working towards Equity offers new in-depth analysis on rights activism as it relates to employment, sheltered workshops, deinstitutionalization and labour markets in the contemporary context in Canada.

Book excerpt: The unifying theme of Women and Careers is women’s educational and employment success, with the objective of profiling supportive public policy in global contexts from Atlantic Canada to Western Europe, Australia and China. It takes up the career processes of women from marginalized groups who have been underrepresented historically: women who are the first generation to graduate from university in both Atlantic Canada (New Brunswick) and China and rural women from the eastern most Canadian province (Newfoundland and Labrador). It examines the situation of marginalized Protestant women in Belfast, Northern Ireland, who benefit from a European Union program that supports their political and social involvement in an economically underdeveloped region and previously unimagined in a country once wrought by sectarian violence. A policy analysis of an Atlantic Canadian region after the dominant forestry industry leaves takes up policy options and women’s possible agency should economic support return for small business networks and social enterprise, e.g., credit unions, food and social housing cooperatives. Proactive employment equity programs in Finland’s Applied Science Institute and Switzerland’s Forestry Institute provide cutting edge examples of diversity and inclusion policies in education and academia. A comparative study of Canada and Australia of two leading public service employers illustrates incremental outcomes for women managers and professionals but raises the ultimate question of the pace and necessary political will required to remove barriers to gender equality in countries with major gender inequities. Women and Careers examines a series of institutional contexts transnationally and the impact of policies, programs and economic re-structuring on careers outcomes. It displays the latest research on the topic and will be of interest both to students at an advanced level, academics, reflective practitioners, and diversity managers. It addresses the topics with regard to women’s education and employment and will interest researchers, academics and policymakers in the fields of women’s employment and career studies, diversity programs, organization studies, development policy, gender studies and globalization.

Book excerpt: Former First Lady, Michelle Obama believes that every individual should have some type of postsecondary education or training beyond high school to achieve economic and personal success (Reach Higher Initiative, Better Make Room, 2019). Educational attainment (e.g., a high school diploma, college degree, or postsecondary training) provides career opportunities for advancement into leadership positions and benefits such as health insurance and retirement (Heckman, 2000). Additionally, an individual with a college degree can make over one million dollars more over a lifetime in salary than someone with a high school diploma (Carnevale, Cheah, & Hanson, 2015). Acquiring a college degree can lead to employment opportunities and is considered an asset in the U.S. economy (Washington, 2010). However, certain populations encounter barriers to attaining an education, particularly a postsecondary education, leading to a disparity in receiving the aforementioned benefits. Some of these populations include African American students, LGBTQ students, and students with disabilities. There is a dearth of information and research on providing guidance on implementation, research, and best practices in equity-based career development, college readiness, and successful postsecondary transitions for minoritized, at risk, or vulnerable populations. The editors of this volume invited authors with research and practice expertise around various student populations in preparing them for college and career readiness as well as postsecondary transitions. This book is the first of its kind to discuss career development and postsecondary transitions from an access and equity perspective. Further, this text serves as a call to action to ensure the United States' most vulnerable populations has an opportunity to successfully transition into multiple postsecondary options after high school.

Book excerpt: The author is identified as a "leader of the 1960s student left," who holds a Phd from the London School of Economics, has taught at universities in Canada and the UK, and is currently a social policy consultant living in Canada. Here he argues that social class, not group membership determines life chances, and that politicians have catered to misconceived notions about discrimination. The result has been preferential treatment for people don't really need help, at the expense of those who are poor and really do need government assistance. Book excerpt: This paper uses the theory of human capital to model post-secondary education enrolment decisions. The model is based on the assumption that high school graduates assess the costs and benefits associated with various levels of post-secondary education (college or university) and select the option that maximizes the expected net present value. Given the discrete nature of an investment choice, the theoretical model is estimated using a multinomial logit approach and data from the School Leavers Follow-up Survey, 1995. The estimated coefficients are analyzed to identify the main determinants of post-secondary participation. Determinants analyzed include parental education; parental financial support; the student's individual abilities, marital status, parental status, & immigration status; province of residence; gender; and the father's level of education & occupation.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines twenty-five years of the Australian framework for student equity in higher education, A Fair Chance for All. Divided into two sections, the book reflects on the legacy of equity policy in higher education, the effectiveness of current approaches, and the likely challenges facing future policymakers. The first section explores the creation of the framework, including the major elements of the policy, the political context of its development, and how it compares with international models developed during the same period. The performance of the six student equity groups identified within the framework is also examined. The second section of the book considers future trends and challenges. The Australian university sector has undergone seismic change in the past twenty-five years and faces further changes of equal magnitude. The twenty-fifth anniversary of A Fair Chance for All comes as Australian higher education is poised for another wave of transformation, with rising expansion, competition, and stratification. While the emerging landscape is new, the questions have changed little since A Fair Chance for All was first conceived: How should we define student equity, and what policies are likely to promote it?
