Available in PDF, EPUB and Kindle. Book excerpt: The Egyptian economy has faced many challenges in the decade since the 2011 Arab Spring uprisings. Not only was job creation anaemic from 2012 to 2018, but new jobs were also of low-quality, characterized by informality and vulnerability to economic shocks. These challenges pushed many in Egypt, especially the most vulnerable, into a more precarious labor market situation. Then, in the midst of economic recovery brought on by tough reform measures adopted in 2016 and 2017, the country was hit by the widespread disruption of a global pandemic. This book examines the plight of Egypt's most vulnerable groups by focusing on the intersection of gender and economic vulnerability in the labor market. With this emphasis on vulnerability and a lens that is sensitive to gender differences and inequities, the contributors to this volume use data from the most recent wave of a unique longitudinal survey to illuminate different aspects of Egyptians' lives. The aspects they explore include labor supply behavior, the ability to access good quality and well-paying jobs, the evolution of wages and wage inequality, the school-to-work transition of youth, the decline in public sector employment, international and internal migration, the situation of rural women, access to social protection, food security, vulnerability to shocks and coping mechanisms, health status, and access to health care services. These analyses are prescient in understanding the axes of vulnerability in Egyptian society that became all too salient during the COVID-19 pandemic.

Available in PDF, EPUB and Kindle. Book excerpt: Despite its recent economic development, Egypt employment inequalities among gender and between different age cohorts are still an unresolved issue. In this work we apply a Multilevel Generalized Linear Mixed Model to the Egyptian Labor Market Panel Survey 2006 (ELMPS 2006) and 2012 (ELMPS 2012). By exploiting the hierarchical structure of the survey data, we investigate how the interplay between individual characteristics and regional context conditions Egyptians' individual probability of being unemployed. Moreover, we attempt to check if and how these same characteristics have changed between 2006 and 2012, that is, before and after the 2008 global financial crisis and the 2011 Revolution of the Arab world.

Book excerpt: Much of the current debate around the recent economic crisis in the Arab Republic of Egypt has focused on unemployment. Although unemployment is an important marker of labor market health, the jobs problem in Egypt precedes the recent crisis and is manifested markedly in other labor market metrics. Indeed, the link between growth and unemployment in Egypt is weak, particularly for men. This chapter argues that the reason for this weak link is partly related to decades of flawed industrial policies that have discouraged investment in employment-generating activities. Industrial policies, including those implemented in the mid-2000s, were never focused on mitigating market failures to promote the emergence of fast-growing, high-productivity firms. Instead, they have worked to preserve insider privileges, leading to growth in sectors that are not labor intensive. Policy makers therefore need to look beyond supply-side focused labor market policies to accelerate employment growth.
