Book excerpt: This latest volume of "Advances" contains a series of original and innovative empirical and survey papers that investigate theoretical and contemporary issues facing participatory organizations. The first four papers explore the growing area of participatory and labor-managed firms' survival. The second group of three papers offers a number of new approaches and insights into the performance effects of participatory firms, and the final group of papers provides a broad-ranging synthesis and assessment of the experience of employee ownership and participation in transition economies. Collectively, these nine papers truly constitute "Advances in the Economic Analysis of Participatory and Labor-Managed Firms".

The final chapters summarize the success factors for better employee involvement systems.

This report is the first major appraisal of contemporary employee participation practices and their outcomes. It brings together existing research evidence on the links between employee participation, company performance and the quality of working life and, whilst recognising that these links are complex, the authors address the main issues to bring our understanding up to date. Published at a time when management diversity is topical, the review explores the extent to which there is an economic case for greater employee involvement at work, highlighting the role of trade unions in promoting employee interests in the new economy. It is particularly important in the context of family - friendly employment practices and progression at work.

In non union British establishments our measures of employee involvement are associated with improved economic performance, whereas for unionized plants negative results are detected. The suggestion is that local distributive bargaining can cause the wrong level of worker involvement to be chosen. Also consistent with the model is our finding that mandatory works councils do not impair, and may even improve, the performance of larger German establishments. Yet smaller plants with works councils under-perform, illustrating the problem of tailoring mandates to fit heterogeneous populations.

Book excerpt: Assessing the robustness of empirical estimates, and thus the generality of theoretical models, is an important objective in applied research. Accordingly, this paper offers a further test of the Freeman-Lazear employee involvement model. The theoretical model posits that the form and level of bargaining has an important bearing on levels of employee involvement chosen by management. Sub-optimal levels of employee involvement are predicted for firms engaged in workplace level distributive or competitive bargaining. In contrast to earlier tests of the model based on British and German data, findings in this paper (based on the 1995 Australian Workplace Industrial Relations Survey) provide little support for the theorised relationships.

Management of the employment relationship changed markedly in the last two decades of the 21st century, and a major part of this has been the extension of employee involvement and participation in the workplace. Modern management theorists and researchers have commonly emphasized the importance of two-way communication and co-operation between management and labour in determining the success of human resource management (HRM) strategy and in maximizing workplace efficiency. Some researchers argue employee participation and empowerment are progressive management practices which have universal benefits to performance enhancement, as opposed to most other HRM practices whose success is contingent upon the organizational context. This title explores these themes through an international collection of case studies, which are the outcome of a comparative project of the Workers' Participation Study Group of the International Industrial Relations Association (IIRA).

Using linked-employer-employee data for Germany and worker fixed effects from a two-way fixed effects model of wages capturing observed and unobserved worker quality, we find that establishments with formal worker participation via works councils indeed employ higher-quality workers. We show that worker quality is already higher in plants before council introduction and further increases after the introduction. Importantly, we corroborate previous studies by showing positive productivity and profitability effects even after taking into account worker sorting.
