Book excerpt: Si l’Union européenne a longtemps ignoré le chômage des jeunes, celui-ci a atteint de tels niveaux qu’il n’était plus possible de ne pas réagir. C’est chose faite, sous l’impulsion notamment de la France, avec le « paquet emploi jeunes » de l’Union, dont les points phares sont la Garantie pour la jeunesse et l’Initiative pour l’emploi des jeunes, dotée de 8 milliards d’euros, dont 620 millions pour la France pour les seuls exercices 2014 et 2015. Le présent rapport a pour objet de faire le point sur la situation de l’emploi des jeunes en Europe, ainsi que sur les politiques mises en oeuvre à l’échelon de l’Union pour lutter contre ce fléau qui touche près de 22 % des jeunes Européens – soit 5,6 millions d’entre eux – tandis que 14 millions de jeunes de moins de 29 ans ne sont ni en emploi, ni en études, ni en cours de formation. Ce rapport détaille en outre les politiques menées pour l’emploi des jeunes dans les deux pays phares que sont l’Autriche et la Finlande, caractérisées l’une par la place de l’apprentissage dans la formation des jeunes, et l’autre par l’attention particulière portée aux décrocheurs. Enfin, sont avancées un certain nombre de propositions tant à l’Union européenne qu’à la France pour intensifier la lutte contre le chômage des jeunes au niveau communautaire et au niveau national.
