Book excerpt: The 2nd report in this series, presenting the Energy Information Administration's latest estimates of emissions for carbon dioxide, methane, nitrous oxide, and other greenhouse gases (hydrofluorocarbons, perfluorocarbons, sulfur hexafluoride, and ozone-depleting substances and criteria pollutants). U.S. emissions of greenhouse gases in 2000 totaled 1,906 million metric tons carbon equivalent, 1.5% more than in 1999 (1.860 million metric tons carbon equivalent). The report also includes sections on U.S. emissions of greenhouse gases in perspective, and land use issues. Includes information on energy consumption and use, waste management, agriculture, industrial processes, and economic growth. Glossary. Extensive charts and tables.

Book excerpt: Instituting policies to manage or reduce GHGs would likely impact different states differently. Understanding these differences may provide for a more informed debate regarding potential policy approaches. However, multiple factors play a role in determining impacts, including alternative design elements of a GHG emissions reduction program, the availability and relative cost of mitigation options, and the regulated entities' abilities to pass compliance costs on to consumers. Three primary variables drive a state's human-related greenhouse gas (GHG) emission levels: population, per capita income, and the GHG emissions intensity. GHG emissions intensity is a performance measure. In this book, GHG intensity is a measure of GHG emissions from sources within a state compared with a state's economic output (gross state product, GSP). The GHG emissions intensity driver stands apart as the main target for climate change mitigation policy, because public policy generally considers population and income growth to be socially positive. The intensity of carbon dioxide (CO2) emissions largely determines overall GHG intensity, because CO2 emissions account for 85% of the GHG emissions in the United States. As 98% of U.S. CO2 emissions are energy-related, the primary factors that shape CO2 emissions intensity are a state's energy intensity and the carbon content of its energy use. Energy intensity measures the amount of energy a state uses to generate its overall economic output (measured by its GSP). Several underlying factors may impact a state's energy intensity: a state's economic structure, personal transportation use in a state (measured in vehicle miles travelled per person), and public policies regarding energy efficiency. The carbon content of energy use in a state is determined by a state's portfolio of energy sources. States that utilise a high percentage of coal, for example, will have a relatively high carbon content of energy use, compared to states with a lower dependence on coal. An additional factor is whether a state is a net exporter or importer of electricity, because CO2 emissions are attributed to electricity-producing states, but the electricity is used (and counted) in the consuming state. Between 1990 and 2000, the United States reduced its GHG intensity by 1.6% annually. Assuming that population and per capita income continue to grow as expected, the United States would need to reduce its GHG intensity at the rate of 3% per year in order to halt the annual growth in GHG emissions. Therefore, achieving reductions (or negative growth) in GHG emissions would necessitate further declines in GHG intensity.

Book excerpt: International concern for the continued growth of greenhouse gas emissions, and the potentially damaging consequences of resultant global climate change, led to the signing of the United Nations Framework Convention on Climate Change by 155 nations at the Earth Summit in June 1992. The Convention came into force on 21 March 1994, three months after receiving its 50th ratification. All Parties to the Convention are required to compile, periodically update, and publish national inventories of anthropogenic greenhouse gas emissions and sinks using comparable methodologies. In support of this process, the US Country Studies Program (US CSP) is providing financial and technical assistance to 56 developing and transition countries for conducting national inventories. This book presents the results of preliminary national inventories prepared by countries participating in the US CSP that are ready to share their interim findings. In some cases, inventories were prepared with support from other organizations. Preliminary inventories of twenty countries in Africa, Asia, Central and Eastern Europe and the Newly Independent States, and Latin America are presented, as well as regional and global syntheses of the national results. The regional and global syntheses also discuss results of eleven other preliminary national inventories that have been published elsewhere with the assistance of other programs. Results are discussed in the context of national and regional socioeconomic characteristics, and the regional and global syntheses compare national inventory estimates to other published estimates that are based largely on international databases. Papers also discuss inventory development issues, such as data collection and emission factor determination, and problems associated with applying the IPCC inventory methodologies. The preliminary inventory results reported here represent significant progress towards meeting country commitments under the Framework Convention, and provide useful information for refining international greenhouse gas emission databases and improving inventory methodologies. As the first book to compile national greenhouse gas emission estimates prepared by national experts in developing countries and countries with economies in transition, this will be an invaluable resource to scientists, policymakers, and development specialists in national, regional and global anthropogenic sources and sinks of greenhouse gases.

Book excerpt: Pursuant to a congressional request, GAO evaluated the United States and other countries' progress in reducing greenhouse gas emissions to 1990 levels by year 2000. GAO found that: (1) incomplete, unreliable, and inconsistent data prevent a complete assessment of these countries' efforts to limit greenhouse gas emissions to 1990 levels by 2000; (2) the United Nations Framework Convention on Climate Change has compiled data emissions from 29 countries since February 1996; (3) all 29 countries reported 1990 data on carbon dioxide, 28 countries reported similar data for methane and nitrous oxide, and 8 countries did not provide projections to 2000 for at least one of the gases; (4) the level of uncertainty in emissions data is high since some countries adjusted their 1990 inventory levels to develop more reasonable projections for year 2000; (5) the Convention's reporting guidelines do not specify whether emissions' projections should be reported as gross emissions or net emissions; (6) this lack of detail affects the completeness and comparability of emissions inventories; (7) Germany and the United Kingdom are the only major developed countries that are likely to return to 1990 emissions levels by 2000; (8) energy use is the major factor affecting Annex I countries' ability to meet 1990 greenhouse levels by 2000; (9) efforts to reduce greenhouse gas emissions in the United States are hampered by changes in key economic variables; and (10) the adoption of revised reporting guidelines will help to ensure that complete and reliable emissions data are reported.
