Book excerpt: Today, the US relies upon Mexican labour and agricultural produce and exploitation of growing consumption in the Mexican market. Mexico, conversely, depends upon remitted wage earnings and internationalised industry to support marginalised rural and poor urban populations. Treaties have formalised this co-dependency. Disasters, emergencies, and environmental problems, particularly in the border zone are usually shared calamities and the need for binational cooperative emergency management is obvious. What are the prospects for cooperation in light of growing tension between the two countries? This paper evaluates cooperation between the USA and Mexico during disasters and examines the implications of the anti-undocumented-migrant sentiment and US construction of the 700 mi (1167 km) border fence. Particular attention is placed on issues of sovereignty, trade agreements, environmental accords, and approaches to emergency management. We argue that geography and political-economic interactions have developed a dysfunctional, but necessary, relationship. Approaches to management of risks, hazards, and emergencies fit both their respective cultures and their political relationship. The borderlands are particularly problematic due, in part, to the marginalisation of all Latinos (Americans and non-Americans alike) and the lack of understanding of the Mexican (and Mexican-American) culture.

Book excerpt: The spread of information due to the availability of technology throughout most regions of the world has enabled global collaboration on natural disasters. As mass media has made disasters more prominent we have seen that no corner of the earth is immune to such catastrophes. For that reason we must learn to prepare for and to be resilient when a disaster strikes. An integral part of Homeland Security is preparing for and responding to disasters within our borders. To successfully do this we have created the National Response Framework, which outlines the structure of how to function before, during and after a disaster. However, in order to efficiently serve the people we must take into account that disasters do not respect borders. With that in mind, it is essential to cooperate and collaborate with our neighbor south of the border to improve disaster response. Building relationships with Mexico regarding common concerns and interests, like disaster response, is vital to the emergency response structure. To avoid conflicts during a disaster, it is key to develop a relationship between the neighboring nations; where each country has knowledge of and understands the function of the other country's response protocols and apparatus. Though Mexico and the United States have strong connections and mutual interests, politics in the forms of procedures and protocols in respect to disasters obstruct speedy and efficient response to disasters affecting both countries. For that reason, to effectively develop a more comprehensive relationship and reach domestic and trans-border efficiency, we must find a way to engage with each other without obstacles in the form of politics and protocols. The way to do this is by having the federal government and/or state department leverage universities with funding and project parameters to research and establish formal engagement strategies with counterparts in the other country.

Issues of preparedness have taken second seat to humanitarian assistance. Support for key components of national resiliency for any country-preparedness and mitigation-receive only minimal support. Continuing and potentially increasing catastrophic disasters within the homeland's “backyard” (a term commonly used to refer to the Caribbean/Gulf of Mexico area) will continue to present homeland security issues far into the future. A commitment to investment in preparedness, as well as new structures for initial support following a major disaster, will relieve pressure on the United States- and the international community - to invest heavily in costly humanitarian assistance. At the same time, it will serve to strengthen the national regimes in the area and strengthen the regional resiliency that well serves the hemisphere at large. It is safe to say that the traditional approach of the United States government has had a paternalistic flavor to it, jumping in to help after a crisis, but leaving under-developed and under-resourced countries to fend for themselves in developing organic capabilities to be ready for the next disaster. By developing a broader U.S. government capacity to address the fuller cycle of emergency management issues-preparedness, mitigation, response and recovery-in partnership with our neighboring countries within and bordering the Gulf of Mexico, we will be better prepared to handle the future catastrophes that are sure to come. By authorizing and resourcing the Federal Emergency Management Agency (FEMA) to operate on behalf of the American people outside the domestic national borders, a new paradigm for inter-agency emergency management can be developed that achieves the goal of strengthened hemispheric disaster resiliency.

Natural disasters like Hurricane Katrina and the earthquakes in Haiti and Japan have taught us hard lessons about emergency response and recovery. Consequently, this requires the dedication of continuous research in the area of humanitarian assistance and disaster relief (HADR). At San Diego State University's Immersive Visualization Center (Viz Center) a series of exercises called Exercise 24 dedicated to HADR have helped to better prepare agencies and organizations to coordinate response through a simulated environment and thus save lives and money when the next real disaster occurs. In an event of a natural disaster, the ever strengthening economic and cultural bonds between the United States and Mexico mean that events that affect one country affect the other. It is therefore important that the two countries learn to work together and help each other in times of crisis. Hence, emergency response training should be encouraged on a bi-national level through simulated exercises. Subsequently, an important element of simulation exercise is the collection and evaluation of qualitative information regarding participant experiences and social relationships during the exercise. Qualitative information regarding participant experiences was collected during X24 Mexico as part of this study to better understand the process of development of collaborative HADR relationships. Qualitative information is a valuable because it showcases participants' opinions, thoughts and feelings which are important in the development of best practices.
