The author maps regional features of rising authoritarianism that mirror larger global trends and, in doing so, outlines the core mechanisms of authoritarian rule in the Balkans, with a particular focus on Serbia, Montenegro and Macedonia. These mechanisms include the creation of constant crises, the use of external powers to balance outside influences, as well as state capture. The authoritarian patterns exist alongside formal democratic institutions, resulting in competitive authoritarian regimes that use social polarization to retain power. As the countries of the Western Balkans aspire, at least formally, to join the European Union, authoritarianism is often informal. Florian Bieber is Professor for Southeast European History and Politics and Director of the Centre for Southeast European Studies at the University of Graz, Austria. He coordinates the Balkans in Europe Policy Advisory Group (BiEPAG) and has been a visiting professor and fellow at Cornell, NYU, Central European University, and LSE.--

Indiscriminate killing creates fear; targeted violence produces anger and a desire for vengeance; political status reversals spawn resentment; cultural prejudices sustain ethnic contempt. These emotions can become resources for political entrepreneurs. A broad range of Western interventions are based on a view of human nature as narrowly rational. Correspondingly, intervention policy generally aims to alter material incentives ("sticks and carrots") to influence behavior. In response, poorer and weaker actors who wish to block or change this Western implemented "game" use emotions as resources. This book examines the strategic use of emotion in the conflicts and interventions occurring in the Western Balkans over a twenty-year period. The book concentrates on the conflicts among Albanian and Slavic populations (Kosovo, Montenegro, Macedonia, South Serbia), along with some comparisons to Bosnia.

Book excerpt: This book argues that the backsliding or stagnation of democracy should be interpreted in a wider perspective on irregular movements towards and away from contemporary liberal democracy. This a perspective couched by a metaphor, namely the 'pendulum of democracy', which the author has constructed to suggest that democratic regimes may swing between a democratic end (fully developed liberal democracy) and a semi-authoritarian end (competitive authoritarianism). The pendulum does not have a predictable frequency. Democratization may lead to irregular movements back and forth. It is easier to analyze such movements of the pendulum when democracy is not consolidated yet (for instance, in the three post-Yugoslav political regimes mentioned above), as democratic institutions and processes are not yet stable. For this reason, this book analyses the swing of unconsolidated democracy away from the democratic end in the cases of today’s Serbia and Montenegro and the swing back towards liberal democracy in the case of North Macedonia which - until 2017 - had been developing into a competitive authoritarian regime, but then embarked on the road to democratic recovery.

Over the past decade a consensus has emerged that democracy in CEE is sharply deteriorating, perhaps even ‘backsliding’ into new forms of authoritarianism. This book reflects on the ‘backsliding’ debate through the experience of CEE countries such as the Czech Republic, Bulgaria, Latvia, and Estonia; as well as neighbouring post-communist regions such as the Western Balkans and former Soviet Union (cases such as Moldova and Ukraine), whose patterns of failing or partial democratisation may be newly instructive for analysing the development of CEE. It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized.
