The Severn Crossings are seen as a vital link for the people and business located in South Wales and beyond. In the Committee's view, while the Crossings, currently managed by Severn River Crossings Plc, bring many valuable benefits including reduced journey times and improved access to customers and suppliers, there is a perception that the high cost of the toll represents a barrier to business. The Committee found that much evidence about the toll's impact is anecdotal and recommends that empirical evidence should be gathered about the economic impact of the toll on both sides of the border. The report is also critical that the inflexibility of the Severn Crossings Act does not allow the toll to be reduced without the taxpayer bearing the cost and is disappointed that it has not proved possible for the Toll to be frozen for 2011. The report concludes that the end of the concession projected for 2017, provides an opportunity to re-examine the pricing policy for the Severn Crossings. The Committee argues that once the bridge returns to public ownership and its current debt is paid off, the cost of maintenance and toll operation will be a fraction of the current monies raised by the toll charges and concludes that there is a strong case for significantly reducing the cost of the toll.

In this report it's argued that emissions trading, as an established and well recognised policy instrument for controlling greenhouse gas emissions, is increasingly popular and spreading around the world. As they develop, emissions trading systems should be designed so that they are compatible with each other. Aligning design elements early on will help improve the prospects of linking different systems in future and, therefore, maximise opportunities for cost-effective emissions reductions. As the world's oldest and largest market, the EU Emission Trading System will play a critical role in facilitating linking between different markets. Before it can do this, however, it must be seen as a credible market. The issue of surplus allowances must be addressed urgently and there should be moves to remove these from the system as soon as possible. Any new climate agreement must crucially allow parties to meet their Intended Nationally Determined Contribution's (INDCs) by transferring parts of their contributions to other parties and financing emissions reduction activities in other countries. The use of carbon markets will greatly improve the prospects of keeping global average temperatures below 2êC. Any agreement reached at the UNFCCC COP 21 in Paris at the end of 2015 should promote the use of carbon markets and facilitate the future linking of emissions trading systems. The UNFCCC could also play a critical role in providing basic standards including monitoring, reporting and verification.

Book excerpt: The demise on 3 June 2009 of Dairy Farmers of Britain (DFB) resulted in substantial losses for its 1,813 farmer members. It also resulted in more than a thousand job losses. A market crash was avoided, thanks to the positive response of - among others - the receivers, the Department for Environment, Food and Rural Affairs (Defra), the Welsh Assembly Government, and, in general the dairy industry itself. The Committee believes the way in which DFB pursued its vertical integration strategy was over-ambitious. No single factor caused the demise of the DFB although the purchase of Associated Cooperatives Creameries (ACC) for a total of £81 million in 2004 had lasting repercussions. They are satisfied that DFB did not fail because it was a co-operative. However, its failure draws attention to a number of ways in which UK dairy co-operatives could be strengthened. Defra should be offering advice and assistance and they are urged to set up a task force comprising the Financial Services Authority, members of the banking community and industry representatives to investigate ways to overcome constraints on capitalising agricultural co-operatives. Defra must also raise with the Treasury the need to ensure that farmers are not taxed on money that is only notionally paid out to them and actually retained by their co-operative. They also recommend that Defra produce a report examining governance and capital raising arrangements in successful co-operatives overseas. The collapse of DFB also draws attention to the urgent need to update insolvency legislation as it applies to co-operatives.

Numerous factors combine to affect the cost of motor insurance and that tackling any in isolation will not deliver a significant or lasting reduction in premiums. The report calls on the Government to: review how well the 'pre-action protocol' and 'online portal' established to handle low value insurance claims have operated since their introduction in 2010, results to be published within six months; establish a cross-departmental ministerial committee on reducing the cost of motor insurance and publish a plan to address each aspect of the problem; send a clear message to the insurance industry that it expects 2008 data protection legislation to be fully respected and impose stricter penalties for any breach; initiate an investigation of cold calling undertaken to generate personal injury claims and then examine the legal and regulatory options for curtailing this activity.

The Committee does not consider that it would be right to legislate on privacy. The Press Complaints Commission (PCC) should amend its Code to include a requirement that journalists notify the subject of their articles prior to publication, subject to a "public interest" test. The report also assesses the damage so called 'libel tourism' has caused to the UK's reputation as a country which protects free speech and freedom of expression. In cases where the UK is not the primary domicile or place of business of the claimant or defendant, the claimant should face additional hurdles before being allowed to bring a case. There is an urgent need to control defamation litigation costs more effectively. Competitive and commercial factors led to an inexcusable lowering of press standards in the gathering and publishing of 'news' about the McCann case, and self-regulation signally failed. The PCC should be renamed the Press Complaints and Standards Commission, reflecting its role as a regulator, not just a complaints handling service. The regulator should have the power to fine its members where it believes that the departure from the Code of Practice is serious enough to warrant a financial penalty.

This is intended to reduce the risk of investment in projects with high up-front capital costs, such as nuclear reactors and offshore wind farms. Initial consultation last year led investors to believe that the "Contracts for Difference" (CfD) would be guaranteed by the State - therefore lowering the cost of capital. But the Treasury has apparently intervened to ensure that the contracts are not government guaranteed. The new model for contracts will spread the liability across various energy companies instead; raising concerns that the plans are now too complex and possibly not legally enforceable. The MPs are calling on the Government to use its AAA-credit rating to underwrite the new contracts in order to keep the costs of energy investment down for consumers. The Committee heard that the spending cap set by the Treasury - which limits the green levies that can be passed on to consumers in energy bills - could introduce an "unacceptable" level of risk to companies who are looking to build new wind, solar, wave or tidal power plants, creating uncertainty amongst investors about which projects will receive support. This is already having an impact of investment decisions and could paradoxically push-up energy costs for consumers. The Committee says that the Government must come up with a stronger contract design before the Bill is expected to be introduced to Parliament in the autumn

This undermines public trust, slowing the pace of medical advancement and potentially putting patients at risk. All trials conducted on NHS treatments-and all other trials receiving public funding-should be prospectively registered and their results published in a scientific journal. While the focus should be on implementing this change for future trials, the Government must also do what it can to ensure that historic trials are registered and published, particularly where they have been publically funded. The Government should also take steps to facilitate greater sharing of the raw data generated during a trial in a responsible and controlled way, with the knowledge and consent of patients. The report also draws attention to the recent fall in the number of trials taking place in the UK. It finds that the need for multiple governance approvals from participating NHS organisations remained the biggest barrier to setting up a UK trial, but that lack of public awareness was also a key issue. Recruiting participants can also be a challenge. The report calls on the Government to take its recommendations into account in ongoing discussions regarding the revision of European clinical trials legislation and in its response to the European Medicines Agency's consultation on the release of clinical trial data, which closes at the end of this month

The Government is currently letting the project flounder while sensitive environments are further degraded and the industry is subjected to further uncertainty. It has been over three years since the Marine and Coastal Access Act was passed, with cross-party consensus that Marine Conservation Zones were necessary and has widespread public support. Despite this, the designation process has been repeatedly delayed and Marine Conservation Zones have become increasingly controversial. 127 Marine Conservation Zones have been proposed, but Defra has consulted on only 31 of these, without setting out the zone selection process, when these would be implemented or exactly how they would be managed. The Committee welcomes the publication of the Marine Science Strategy and establishment of the Marine Science Coordination Committee. However, it notes concerns about the effectiveness of these measures and highlights the risk that changes to funding mechanisms could undermine support for long-term strategic marine science. It is also recognised that the Natural Environment Research Council is currently operating with inadequate resources, but it should consider the impact that restructuring its research funding has had on its support for strategic marine science. The Committee recommended there should be a duty on commercial operations to share the data they collect. It is concerning that funding for important long-term monitoring programmes remains opportunistic and piecemeal. Developments in technologies such as autonomous underwater vehicles could dramatically alter the way in which marine data is collected

With a growing number of mobility scooter users on the UK's pavements and roads, the MPs call on the Government to take decisive action where necessary.
